Water and Sewer Tap Fees by City (2026)

In the cities where our verified fee rows add up to a complete figure, the official water and sewer charges for one new single-family home run from $2,416 in Salt Lake City to $29,322 in Phoenix’s Northwest impact-fee area. Most land between about $5,000 and $15,000. Denver ($17,380 on a 7,000-square-foot lot) and Charlotte ($17,370 when Charlotte Water installs both connections) sit near the top of that range. These are government charges only. The pipe from the property line to the house, trenching, and the plumber’s permit come on top.

The table below builds each total from the published fee schedule and shows the arithmetic, so you can check which charges we counted and swap in your own meter size or lot size. Every figure links to the utility’s own document.

National comparison: official connection charges for a typical new home

Core charges = capacity, impact or system development fees + utility-installed tap or connection fees + meter charges, for the smallest standard residential meter the schedule lists. Excludes building and plumbing permits, inspections, deposits, private service lines and non-utility impact fees (roads, parks, schools). Checked 2026-09-24.

The city name is not always the utility: some addresses fall in a special district or county system, so confirm the water and sewer provider for your address before relying on a row.

“Confirm with utility” means the official document is older than FY2024 or conflicts with another official page. We show it so you know the fee exists, but confirm the amount with the utility before budgeting.

Why the same house costs 12 times more to connect in one city than another

The spread in the table is mostly about what each fee is buying, not about pipe prices.

• Capacity fees versus taps. A capacity, impact or system development fee buys a share of treatment plants and trunk lines already built. A tap or connection fee pays for the physical work at the main. Salt Lake City’s adopted connection fees are the lowest in the table, and the city has proposed raising them. Phoenix’s Northwest area adds $14,046 in water transmission and $5,127 in wastewater collection impact fees that are $0 in the Balance of City area. See tap fee vs impact fee for the full vocabulary.
• Who does the digging. Charlotte and Raleigh both sell capacity for a few thousand dollars, but when the city makes the taps, the total roughly triples. In San Antonio a private contractor normally installs the service under a SAWS permit, so that cost shows up in your plumber’s bid instead of the utility invoice.
• Formulas. Denver charges by lot square footage, Colorado Springs by lot-size tier, Houston and Austin per service unit, Nashville per 350-gallon-per-day unit, Portland per drainage fixture unit. A bigger lot or a bigger meter changes the answer.
• Split providers. Orlando homes can get water from OUC and sewer from the city; Tucson homes pay Tucson Water and Pima County; Las Vegas homes pay SNWA, LVVWD and a separate sewer agency. Check every provider on your address.

How meter size moves the total

Same utility, same house, larger meter. Official schedules, effective dates as in the table above.

Charlotte’s 1-inch figure is $7,068 + $3,632 + $12,664; Seattle’s is $11,730 + $4,420. Fort Collins, for example, lists a separate 1-inch residential fire-sprinkler tap. Tap fees and connection charges by state

These live tables list every fee row we hold for each state, including meter sizes and fee types the national table leaves out. Blank amounts mean the source did not publish a verified number; they are not zeros.

Texas

Texas impact fees fall under Local Government Code Chapter 395 and are usually assessed at plat and collected at permit or connection. In Austin and McKinney the plat date picks the fee table; in Fort Worth the building permit date sets the rate. New Braunfels Utilities collects its maximum impact fees, about $26,218 for a 5/8-inch meter on a lot platted after January 2023; see New Braunfels tap fees. Conroe charges no impact fee; its 2025 tap fees are $1,875 each for a 3/4-inch water tap and a 4-inch sewer tap, $3,750 in total; see Conroe tap fees. Pflugerville’s wastewater impact fee depends on the service area: $16,529 in Service Area 1, $30,349 in Service Area 2; see Pflugerville tap fees. Cedar Park’s impact fee is a flat $6,330 per single-family home regardless of meter size, about $6,480 with the tap and inspection; see Cedar Park tap fees. North Carolina

Charlotte and Raleigh both split charges into a capacity fee and a physical connection fee. Cary sizes its water and sewer development fees by the home’s area under roof, so a 2,401–3,100 sq ft home pays about $6,766 on a contractor-built service; see Cary tap fees. Durham charges capital facility fees by meter size, about $6,340 with a 5/8-inch meter; see Durham tap fees. Tennessee

Nashville’s water capacity charge is due before the connection permit, and unpaid tap or capacity fees can become a lien. In Murfreesboro, Murfreesboro Water Resources charges a $1,200 water and $2,500 sewer connection fee per single-family unit, plus a meter fee; see Murfreesboro tap fees. Spring Hill charges about $7,851 for a 5/8-inch home but has been under a state-ordered sewer moratorium since August 2025; see Spring Hill tap fees. Knoxville Utilities Board charges no capacity fee; its minimum water and sewer tap fees total $2,700 (Knoxville tap fees). In Chattanooga, Tennessee American Water installs the service and meter at its own cost and the city charges nothing for a 4-inch sewer lateral, so a new home pays about $155 in fees (Chattanooga tap fees). Florida

Addresses inside Orlando, in unincorporated Orange County and in Tampa pay different providers. In unincorporated Sarasota County a standard home (1.00 EDU) pays $4,250 water and $4,480 wastewater capacity fees plus a $215.17 meter and a $40 review fee, about $8,985 in total; see Sarasota County tap fees. South Carolina

Charleston Water System raises impact fees every January 1; the 2027 amounts are already published. Across the state line from Charlotte, the Town of Fort Mill charges $2,420 for water and $3,000 for sewer capacity on a 3/4-inch tap; see Fort Mill tap fees. In Greenville, Greenville Water’s capacity and connection fees plus ReWa’s sewer new account fee come to $10,543 from Oct 1, 2026; see Greenville tap fees. In the Myrtle Beach area, Grand Strand Water & Sewer Authority raised its impact fees about 80% in 2026; a new home on a subdivision lot pays about $4,710; see Myrtle Beach area (GSWSA) tap fees. Colorado

Several Colorado cities tie at least one fee to lot size, and Fort Collins adds a water-rights requirement. Boulder adds a stormwater fee per square foot of hard surface; see Boulder tap fees. Arizona

Phoenix impact fees depend on the planning area; Tucson’s sewer fee is paid to Pima County and rises every July 1. Hub: Arizona utility connection costs.

Nevada

The SNWA regional connection charge adjusts every March 1. Many “Las Vegas” addresses are unincorporated Clark County with a different sewer agency. In Reno, Truckee Meadows Water Authority prices water by gallons per minute of demand and water rights are extra; see Reno tap fees. In Las Vegas, the Southern Nevada Water Authority’s regional connection charge is the largest single line item, alongside separate city water and sewer charges; see Las Vegas tap fees. Utah

Salt Lake City had a pending increase to water, sewer and stormwater impact fees when we checked; the table shows the adopted schedule. In Lehi, a new home on a quarter-acre lot pays about $10,661 in water, pressurized irrigation, sewer and storm drain fees before power; see Lehi tap and impact fees. Next door, Saratoga Springs adds a pressurized irrigation impact fee of $41,694 per irrigable acre, charged when the plat is recorded. In St. George the Washington County Water Conservancy District’s $17,266 impact fee is the largest single charge; with the city’s 2021 water, sewer and drainage fees a new home pays about $21,782 before power; see St. George tap and impact fees. Idaho

Boise’s sewer connection fee is a treatment fee set by home size plus a trunk fee set by lot density, while water comes from Veolia Water Idaho, which charges no hookup fee when its main already fronts the lot. Next door, Meridian charges flat water and sewer assessments per equivalent residential unit plus a meter fee. Indiana

Fort Wayne City Utilities prices its sewer Area Connection Fee by service area rather than meter size: $1,000 to $2,700 per ERU depending on which of five zones the lot sits in, on top of $960.17 in water-side charges for a 5/8-inch meter and an $85 sewer tap inspection, so a new home runs $2,045.17 to $3,745.17; see Fort Wayne tap fees. In Indianapolis, Citizens Water and its CWA Authority charge $4,585 for a new home with the minimum 3/4-inch water service — a $1,800 System Development Charge and $19 meter fee, plus a flat $2,530 sewer connection fee and $236 lateral permit that don’t change with meter size or location; a 1-inch service raises the total to $5,834; see Indianapolis tap fees. Oregon

Portland’s sewer SDC is priced per drainage fixture unit, and some new housing permits through 9/30/2028 may be exempt. Bend prices its water and sewer SDCs by house size: a 1,601–2,200 sq ft home pays about $13,757 with the meter, before the transportation SDC; see Bend SDCs and tap fees. Washington

Seattle added wastewater and drainage SDCs on January 1, 2026; before that only water carried an SDC. In Spokane, general facilities charges for a 5/8-inch meter total $8,362 for water and wastewater in 2026, before the city’s tap and meter charge; see Spokane tap fees. In Tacoma, the published 2026 water and wastewater system development charges plus the water tap charge total $9,243 for a 5/8-inch meter, though the wastewater SDC is only published at that size and the sewer connection itself is billed separately as a share of the building permit valuation; see Tacoma tap fees. California

Sacramento homes pay only one of the two city sewer development fees, depending on the sewer area. Homes on regional sewer pay a separate agency we have not yet collected. In San Diego, a new home pays the city’s water and sewer capacity charges plus the San Diego County Water Authority’s capacity charges, about $15,274 in total; see San Diego tap fees. Fresno’s Department of Public Utilities charges about $10,466 for a typical new home with the 1-inch minimum residential service; see Fresno tap fees. Hub: California utility connection costs.

Ohio

Columbus charges more for water capacity in contract suburbs than inside the city, and lists per-foot front-footage charges for water and sewer. In Cincinnati, Greater Cincinnati Water Works and the Metropolitan Sewer District bill separately, and a standard 3/4-inch home on an already-paved street pays $10,231 in all — $4,451 more than Columbus’s $5,780, mostly because MSD’s $5,900 sewer tap-in fee runs well above Columbus’s sewer charges; see Cincinnati tap fees. Georgia

Atlanta has had no water or sewer connection impact fee since 1995; a new home pays meter installation, a sewer capacity certification and permit fees, about $2,295 when the city installs a 3/4-inch meter. In Savannah the 2026 Revenue Ordinance sets a $525 meter, $600 water and $400 sewer tap-ins and a $600 reclaimed water fee, about $2,155 with the account fee; see Savannah tap fees. Marietta is the outlier: its water meter/tap fee and flat $6,000 combined sewer charge (a $3,500 Sewer Development Fee plus a $2,500 6-inch tap installation) bring a standard connection to about $7,525; see Marietta tap fees. Missouri

Kansas City charges for the physical tap, meter and sewer connection but, in the documents we read, no water or sewer impact fee, so its official total for a new home is under $1,000. In St. Louis, MSD’s sewer connection fee and permit plus the Water Division’s turn-on charge run $1,251 to $1,551, but that figure is incomplete: the Water Division’s own rules say the water tap installation price is fixed but unpublished, available only in person at the Tap Application Counter; see St. Louis water and MSD sewer tap fees. Oklahoma

Oklahoma City charges a $1,000 water system development charge for a standard meter and a sewer impact charge of $100 plus $50 per bath unit, so a typical new home pays about $1,283 in official fees. New Mexico

The Albuquerque Bernalillo County Water Utility Authority charges utility expansion charges by meter size, phasing up each July; a standard new home pays about $9,356 including the meter set and permits. In Las Cruces, Las Cruces Utilities splits its water and wastewater Development Impact Fees in half between builder and homeowner, so only about $5,504 of the $8,241 standard-meter total is due at the building permit, with the rest billed later and financeable over 60 months; see Las Cruces tap fees. Minnesota

In Minneapolis the largest published charge is the Metropolitan Council’s Sewer Availability Charge, $2,485 per home in 2026, plus city water and sewer connection permits; the city’s water tap and meter charges are not published. In St. Paul, the same $2,485 SAC applies on top of SPRWS’s $1,050 water service connection and an $85 city sewer permit, for a published total of $3,620; see St. Paul tap fees and SAC. Kentucky

Louisville Water charges a $350 system development charge and a $1,475 service installation fee for a 3/4-inch service, so a new home in a developer-built subdivision pays about $1,825; MSD sewer charges depend on how the lateral is built. In Lexington, Kentucky American Water charges a $1,223 tap for a 5/8-inch meter and the city sewer tap-on fee starts at $1,699.50 for a lot of a quarter acre or less, about $2,923 in total; see Lexington tap fees. In Bowling Green, BGMU charges a $400 water main line tap fee, a $1,600 fee for a 5/8-inch meter and a $2,000 sewer attachment deposit (not a fixed price), about $4,000 in total; see Bowling Green tap fees. Nebraska

In Omaha, the Metropolitan Utilities District’s water impact fee is $2,112 for a 3/4-inch meter, and a typical new home pays about $3,155 with the meter, tap and city permits. Virginia

Richmond’s Department of Public Utilities raised its connection charges on July 1, 2026; a new home with a 5/8-inch meter now pays $9,370 for water and wastewater installation and capacity. In Virginia Beach, the Capital Recovery Fee for the same meter size runs $3,531 to $6,077 depending on the sewer scenario, with a $5,421 base case; sewer customers there also owe a separate, unquantified charge from HRSD, the regional wastewater treatment agency. Alabama

Huntsville Utilities charges a $1,635 water tap and a $1,646 water system development charge for a standard meter, and the city adds a $1,000 sewer access fee; see Huntsville tap fees. In Birmingham, Central Alabama Water charges $1,768 for a new tap and Jefferson County adds a sewer impact fee of $401.17 per plumbing fixture unit, and an $89.18 sewer connection permit, about $5,869 for a 10-fixture example home; see Birmingham tap fees. In Mobile, MAWSS is a single combined water-and-sewer utility that charges $1,705 in water capacity, tap and connection fees plus a flat $3,920 in sewer capacity and tap fees for a 5/8-inch meter, $5,625 in total; see Mobile tap fees. Kansas

Wichita prices new service from a 1-inch connection: $1,812 for the tap, service line and meter setting, a $1,520 water plant equity fee, a $1,350 sewer equity fee, a $60 sewer permit and a $53 account fee, about $4,795 in total. Lots whose mains were never assessed can owe front-foot and area charges on top. City page: Wichita tap fees. In Overland Park, WaterOne and Johnson County Wastewater charge separately and scale steeply with meter size: $11,955 on the smallest 5/8-inch meter up to $17,295 on a 3/4-inch meter, more than double Wichita’s flat total. Louisiana

In Baton Rouge, the privately owned Baton Rouge Water Company charges a $300 residential initial service charge and the City-Parish sewer impact fee is $2,150 for a 5/8-inch meter, about $2,450 in total; the sewer schedule is dated 2003, so confirm it. New Orleans has no flat tap fee at all: SWBNO charges an administrative fee equal to 20% of a licensed contractor’s own construction estimate, plus a $100–$125 refundable meter deposit, so an illustrative total runs from about $3,940 to $19,300 depending on the job; see New Orleans tap fees. Arkansas

Bentonville adopted a $7,867 wastewater development fee per home in January 2026; a house on a lot created after January 22, 2026 pays about $8,992 with the water service and account fee, while one ERU of credit covers a single house on an older platted lot. In Little Rock the published charges are small, about $435, but Central Arkansas Water’s service line and meter connection charge is quoted per job and not published; see Little Rock tap fees. In Fayetteville a 5/8-inch meter costs $7,335 inside city limits ($810 water tap + $855 sewer tap + $2,672 water impact fee + $2,998 wastewater impact fee) or $7,676 outside, current under Ordinance No. 6994 effective July 1, 2026; see Fayetteville tap fees. Iowa

Des Moines Water Works charges a $1,500 system development fee and a $460 tap for the minimum 1-inch service inside the city, and installs the meter at no charge; with the city’s $77.25 service permit a new home pays about $2,037. Cedar Rapids charges a flat $1,000 water connection fee and $2,000 sewer connection charge on lots where the mains were already built, plus a $350.33 tap fee, $100 in right-of-way permits and a $30 house-sewer plumbing inspection fee — about $3,480 total — but both connection fees are waived on a new subdivision lot where the developer already extended the mains, dropping the total to about $480; see Cedar Rapids tap fees. Wisconsin

Madison has no water impact or capacity fee: a new home pays about $414 in water service, meter, sewer use and permit charges, but the owner also pays the actual cost of the lateral, and some districts add sewer impact fees. Milwaukee has no impact fee either — a new home pays about $615.22 (water tap, meter extension and DNS sewer inspection and permit charges), and Milwaukee’s MMSD, unlike Madison’s same-named agency, bills member municipalities wholesale rather than charging homeowners directly; see Milwaukee tap fees. Pennsylvania

Pittsburgh Water (PWSA) charges a flat $570 for a typical new single-family home: a $40 tap-in permit, a $340 connection fee for the standard 1-inch water tap and a $190 meter; see Pittsburgh tap fees. Philadelphia Water (PWD) charges about $1,345 for a standard 3/4-inch ferrule tap with a 5/8-inch meter, a 5- or 6-inch sewer lateral connection, and the city’s Utility Plan Review fee; see Philadelphia tap fees. Michigan

Grand Rapids charges about $1,275 for a new single-family home with a standard 3/4-inch meter: a $400 Plan Review and Connection fee, a $225 Meter Capacity Charge and a $375 tapping permit, plus a meter; see Grand Rapids tap fees. Detroit’s DWSD charges no tap or meter fee at all — the homeowner’s own licensed plumber does the physical tap under DWSD inspection — so the only charges are $1,450 in plan-review and inspection fees; see Detroit tap fees. New Jersey

Jersey City’s JCMUA prices new connections per Equivalent Dwelling Unit rather than by meter size, currently $4,100/EDU ($2,255 water + $1,845 sewer, since June 1, 2026); see Jersey City tap fees. Newark’s own Department of Water and Sewer Utilities charges about $6,850.39 for one EDU on a 5/8-inch meter (application, inspection and connection fees), plus an unpublished per-gallon fee from the regional Passaic Valley Sewerage Commissioners that isn’t included in that total; see Newark tap fees. Connecticut

Hartford’s regional MDC prices new connections by front-foot assessment rather than a flat fee, so a 40-foot lot example runs to $9,170; see Hartford tap fees. New Haven splits water and sewer between two separate authorities: the Regional Water Authority charges about $1,210 and the Greater New Haven Water Pollution Control Authority charges $3,850 for a 5/8-inch meter, $5,060 combined; see New Haven tap fees. Rhode Island

Providence Water and the Narragansett Bay Commission together charge about $4,175.88 for a new single-family home with the smallest standard 5/8-inch meter: $2,955.88 to Providence Water (tap plus meter) and $1,220 to NBC for the sewer connection; see Providence tap fees.

We read each utility’s current fee schedule, ordinance or tariff and record the fee name, amount, basis, meter size, effective date and source link exactly as published. Rows older than FY2024, or contradicted by another official page, are marked “Confirm with utility”. The national table adds only charges a typical new single-family home would pay and states every assumption in the “How we got the number” column.
