In the 18 cities where our verified fee rows add up to a complete figure, the official water and sewer charges for one new single-family home run from $2,416 in Salt Lake City to $29,322 in Phoenix’s Northwest impact-fee area. Most land between about $5,000 and $15,000. Denver ($17,380 on a 7,000-square-foot lot) and Charlotte ($17,370 when Charlotte Water installs both connections) sit near the top of that range. These are government charges only. The pipe from the property line to the house, trenching, and the plumber’s permit come on top.

The table below builds each total from the published fee schedule and shows the arithmetic, so you can check which charges we counted and swap in your own meter size or lot size. Every figure links to the utility’s own document.

Why the same house costs 10 times more to connect in one city than another

The spread in the table is mostly about what each fee is buying, not about pipe prices.

Charlotte’s 1-inch figure is $7,068 + $3,632 + $12,664; Seattle’s is $11,730 + $4,420. Fort Collins, for example, lists a separate 1-inch residential fire-sprinkler tap. These live tables list every fee row we hold for each state, including meter sizes and fee types the national table leaves out. Blank amounts mean the source did not publish a verified number; they are not zeros.

Texas

Texas impact fees fall under Local Government Code Chapter 395 and are usually assessed at plat and collected at permit or connection. In Austin and McKinney the plat date picks the fee table; in Fort Worth the building permit date sets the rate. State hub: Texas utility connection costs.

Nashville’s water capacity charge is due before the connection permit, and unpaid tap or capacity fees can become a lien.

The SNWA regional connection charge adjusts every March 1. Many “Las Vegas” addresses are unincorporated Clark County with a different sewer agency.

California

Sacramento homes pay only one of the two city sewer development fees, depending on the sewer area. Homes on regional sewer pay a separate agency we have not yet collected.

Columbus charges more for water capacity in contract suburbs than inside the city, and lists per-foot front-footage charges for water and sewer.

We read each utility’s current fee schedule, ordinance or tariff and record the fee name, amount, basis, meter size, effective date and source link exactly as published. Rows older than FY2024, or contradicted by another official page, are marked needs review. The national table adds only charges a typical new single-family home would pay and states every assumption in the “How we got the number” column. National planning figures used elsewhere on the site are labeled estimates and explained on the methodology page; see also our source and data policy and the full fee database.

Frequently asked questions

What is the average water and sewer tap fee for a new house?

There is no official national average. Among the 18 cities in our table with complete verified figures, core water and sewer charges run from $2,416 (Salt Lake City) to $29,322 (Phoenix Northwest), with most between about $5,000 and $15,000. For a place we don’t cover, our national estimate for combined water and sewer impact fees is $3,500–$25,000, with $7,500 as a planning figure.

Is a tap fee the same as an impact fee?

Usually not. A tap or connection fee pays for the physical connection to the main; an impact, capacity or system development fee buys a share of plant and pipe capacity. Denver Water calls its system development charge a “tap fee” and charges a separate $185 for the physical tap, so read the fee definitions rather than the label.

Who pays the tap fee, the buyer or the builder?

The utility bills whoever applies for the permit or meter, often the builder or an owner-builder. On a custom build, the contract should say whether fees are in the base price or billed as an allowance.

Why does meter size change the fee so much?

Many utilities multiply the base fee by a meter-size factor. Austin and Fort Worth count a 1-inch meter as 2.5 service units, so Fort Worth’s FY2026 impact fees go from $5,504 for a 5/8-inch meter to $13,760 for a 1-inch meter.

Do I pay the tap fee again if I tear down and rebuild?

Often not in full. Seattle and Sacramento give credit for existing service, and Nashville does not charge a new tap fee when you reuse an existing tap of the same or smaller size. Ask for the credit in writing before the old meter is removed.

Why did tap fees go up in my city?

Many schedules now rise on a set date: Charleston every January 1, the SNWA charge every March 1, Pima County every July 1, and Denver Water in two 2026 steps (its first system development charge change since 2013). Check the effective date column above against your permit date.

Does the plat date matter?

In some Texas cities, yes. Austin’s Capital Recovery Fee for a plat recorded on or after 10/1/2023 is $7,700 per service unit, versus $7,200 for plats from 10/1/2018 to 9/30/2023. San Antonio’s current impact fees apply to plats recorded on or after 7/1/2024.
