Cape Coral Water, Sewer & Irrigation Connection Fees (2026)

Last reviewed: By Utility Cost Guide editor

The City of Cape Coral runs all three utility systems a new house can connect to: potable water, wastewater (sewer) and a separate non-potable irrigation system. On a lot whose lines are already in and paid for, a new single-family home with the standard 5/8-inch meter pays $1,520 (water, dual service) + $2,636 (irrigation) + $3,090 (sewer, District 1) in utility capital expansion fees, plus $325 to install the meter: $7,571. In sewer District 2 the same house pays $8,669. The biggest caveat is whether the lot has paid for its lines yet: in a Utilities Extension Project (UEP) area, or on an unassessed lot near existing lines, the city adds a land-area charge of about $25,500 to $26,600 per 10,000 square feet.

Cape Coral tap and connection charges at a glance

The table below lists every Cape Coral charge we verified. The utility capital expansion fees (UCEF) come from the city’s UCEF schedule under Ordinance 12-24, in effect July 27, 2026 through July 26, 2027. Read the water rows as alternatives: you pay the $1,520 dual-service water fee plus the $2,636 irrigation fee where city irrigation is available, or the $3,027 water-only fee where it is not. Sewer has two districts, and you pay one of the two. Rows marked as UEP assessments, CFEC or CIAC apply only to certain lots, as explained below. The meter, deposit and application fees come from the rate schedules effective October 1, 2025.

Worked example for a single-family home in Cape Coral

Assumptions: one detached house, a 5/8-inch meter, fees paid on a building permit issued between July 27, 2026 and July 26, 2027. The lot size only matters in the second and third cases.

(a) A lot already served by paid-for lines

This is a lot in an older part of the city whose water, sewer and irrigation mains were built and assessed years ago. The builder pays only the capacity fees and the meter.

City of Cape Coral charges for one new house, 5/8-inch meter (sources: UCEF schedule, 2026–27; rate schedules).

Charge District 1, with irrigation District 2, with irrigation District 1, no city irrigation
Water capital expansion fee $1,520 $1,520 $3,027
Irrigation capital expansion fee $2,636 $2,636 n/a
Sewer capital expansion fee $3,090 $4,188 $3,090
Meter installation, 5/8 inch $325 $325 $325
Total fees $7,571 $8,669 $6,442
Utility account deposit (waivable) $225 $225 $225

District 1 with irrigation: $1,520 + $2,636 + $3,090 + $325 = $7,571. District 2: $1,520 + $2,636 + $4,188 + $325 = $8,669. Water only: $3,027 + $3,090 + $325 = $6,442. A water-only home in District 2 would pay $3,027 + $4,188 + $325 = $7,540. The schedule does not map the two sewer districts; it tells owners to confirm the district number in the city’s IMS site. You can also ask the city’s assessments/impact fee billing line, (239) 242-3852, listed on the Utilities Department page.

A larger meter raises everything: at 1 inch the water-only fee is $7,568, the sewer fee is $7,725 or $10,471, and the meter installation is $430.

(b) A lot in an active UEP area

In a Utilities Extension Project, the city builds the water, sewer and irrigation mains into a neighborhood of wells and septic tanks and assesses each parcel for them by land area. The unit is an equivalent parcel (EP) of 10,000 square feet. Each parcel also pays a Capital Facility Expansion Charge (CFEC) of one equivalent residential unit. The project pages do not say whether the capital expansion fees in case (a) are also due. The city’s new-construction page says those fees are collected on new-construction permits for properties in UEP areas built before the SW 6 & 7 expansion, with some exclusions, so confirm with Customer Billing Services which charge applies to your lot. The totals below assume the CFEC only. Owners leaving a well should also read what switching from a well to city water involves.

UEP charges per 10,000 sq ft parcel with a 5/8-inch meter (sources: North 1 East assessment costs; North 1 West assessment costs).

Charge North 1 East North 1 West
Assessment: water / sewer / irrigation $8,221 / $9,607 / $7,710 $7,246 / $13,330 / $6,041
Assessment per EP $25,538 $26,617
CFEC: water / sewer / irrigation $1,106 / $3,390 / $2,254 $1,106 / $3,390 / $2,254
CFEC per home $6,750 $6,750
Meter installation $325 $325
Total, 10,000 sq ft lot $32,613 $33,692

North 1 East: $25,538 + $6,750 + $325 = $32,613. On a 15,000-square-foot lot (1.5 EP) the assessment is $25,538 × 1.5 = $38,307, so the total is $45,382. An existing home on septic also pays a $100 septic abandonment permit and hires a plumber, which the city estimates at $2,000 to $3,000 on its plumber’s connection cost page. The earlier North 2 project cost $12,632 per EP; see septic-to-sewer conversion cost for that project and its financing.

(c) A lot outside any assessment area, near existing lines

When a lot that was never assessed has city service within 200 feet, the city charges a one-time Contribution in Aid of Construction (CIAC) on development, under Ordinance 108-22. It uses the most recently adopted UEP rates, now North 1 East: $8,221 water, $9,607 wastewater and $7,710 irrigation per EP, or $25,538 for a 10,000-square-foot lot, according to the city’s new construction information page. The page does not say whether the capital expansion fees in case (a) are due on top, so ask Customer Billing Services before you buy such a lot.

What is not included in Cape Coral fees

City charges end at the meter and the right-of-way. Your plumber installs the water line and the sewer lateral from the house to the right-of-way:

At 30 feet from the right-of-way that is roughly 30 × $50 = $1,500 for water and 30 × $100 = $3,000 for sewer (national benchmarks, not city figures). Electric service is arranged separately and is not in this table. Add your own lengths in the calculator:

Estimate utility connection costs

Estimates are planning figures, not quotes. Confirm fees and trench rules with your utility.

Location and property
Services and site work

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

Quoted fees and comparison assumptions

When you pay Cape Coral connection fees

Cape Coral’s charge depends more on the lot’s assessment history than on the house. Before buying a lot, ask the city whether it is in a UEP, has an unpaid assessment, or owes CIAC. The answer can swing the bill by more than $25,000.

Cape Coral tap fee FAQ

How much are water and sewer impact fees in Cape Coral?

Cape Coral calls them utility capital expansion fees. For a single-family home with a 5/8-inch meter from July 27, 2026, they are $1,520 for water plus $2,636 for irrigation where city irrigation is available ($3,027 for water alone where it is not), and $3,090 or $4,188 for sewer depending on the district.

What is a UEP assessment in Cape Coral?

It is a special assessment for the water, sewer and irrigation mains the city builds into older neighborhoods. It is charged by land area: $25,538 per 10,000 square feet in North 1 East and $26,617 in North 1 West, plus a $6,750 capacity charge per home.

Do I have to connect to city water and sewer in Cape Coral?

In a finished UEP area, yes: developed properties must connect to water and sewer within 180 days of the Notice of Availability. Irrigation may be optional depending on the project. Vacant lots connect when a house is built.

Can I keep my well for irrigation after connecting?

The well can stay, but the city’s new-construction page says it currently cannot be used as an irrigation water source. The UEP page says this depends on the project, so check your project’s rules.

What does a Cape Coral lot owe if it was never assessed?

If city service is within 200 feet, the city charges a Contribution in Aid of Construction when the lot is developed: $25,538 per 10,000 square feet at current rates, which can be financed over 15 years on the tax bill.

Can the $225 utility deposit be waived?

Yes, with 12 months of good payment history on a prior city account, a letter of credit from a previous utility, or an Experian utility credit score of at least 600. The credit check costs $20.
