Port St. Lucie Utility Systems Connection Fees (2026)

Last reviewed: By Utility Cost Guide editor

The City of Port St. Lucie Utility Systems Department (PSLUSD) provides water and sewer at most addresses in the city, and Florida Power & Light (FPL) provides electricity. For a new single-family home with the standard 5/8″ x 3/4″ meter on a gravity sewer lot outside the city’s special assessment areas, the city’s charges add up to $12,427: $4,925 water plant capacity + $780 water line capacity + $1,320 meter installation + $70 water deposit + $3,250 wastewater plant capacity + $1,972 wastewater line capacity + $110 wastewater deposit (PSLUSD Fee Schedule, rev. April 16, 2026). That matches the all-in figure on the city’s new construction rate sheet, effective October 1, 2025 under Ordinance 25-51. The biggest local variable is location and sewer type. Inside a listed Special Assessment District (SAD) or Utility Service Area (USA) the same home pays $9,675. A low-pressure (grinder) sewer lot pays $17,271 outside those areas. For how this compares nationally, see our guide to the cost to connect to city water. The plant and line capacity pieces of that total are the city’s sewer and water reservation charges, broken out in our sewer allocation fee guide.

Official Port St. Lucie fees in one table

The city’s fee schedule lists each piece: plant and line capacity per ERC (equivalent residential connection; one house is one ERC), meter installation by meter size, and deposits. Its residential rate sheets add those pieces into single prices by area and sewer type. The bundled prices appear under other published fees so they are not counted twice. Conversion prices apply only to existing homes, and the grinder, backflow, temporary meter and permit rows mostly apply to development projects.

Worked example for a single-family home in Port St. Lucie

Assumptions: one detached house, 5/8″ x 3/4″ meter, one ERC, no separate irrigation meter. Whether a lot is inside a SAD/USA area, and whether its street has gravity or low-pressure sewer, is set by the lot, not the builder. The city’s rate sheet lists the SAD/USA areas: SAD 1 Phases 1 and 2, USA Phases 3, 4, 5, 6, 7A and 9, and the East Lake Village, Glassman, Portofino Isles, River Point (Tesoro Preserve or Ravello), Tesoro, St. Lucie Land Holdings (Veranda Gardens) and City Center SADs.

PSLUSD residential new-construction charges, 5/8″ x 3/4″ meter, effective October 1, 2025 (city rate sheet).

Lot type Outside SAD/USA areas Inside SAD/USA areas
Water only (septic on site) $7,095 $6,315 (Vikings Lookout and Bay St. Lucie only)
Water and wastewater, gravity sewer $12,427 $9,675
Water and wastewater, low-pressure sewer $17,271 $14,519 ($15,299 in Units 4, 6 and 8)

The arithmetic for the most common case outside the assessment areas: water is $4,925 + $780 + $1,320 + $70 = $7,095, wastewater is $3,250 + $1,972 + $110 = $5,332, and $7,095 + $5,332 = $12,427. The $180 in deposits comes back after 18 months of on-time payment, according to the city’s New Customers page, so the non-refundable part is $12,247.

A low-pressure lot costs $4,844 more than a gravity lot in both area types ($17,271 − $12,427, and $14,519 − $9,675). The city describes a low-pressure system as a 250-gallon tank, pump and float that pushes wastewater through a pressure line. The rate sheet does not break the SAD/USA figures into components. A house that needs a 1-inch meter pays $1,425 for meter installation instead of $1,320, or $105 more. Our grinder pump sewer connection guide compares this premium with other utilities.

Worked example: converting from septic to city sewer

Existing homes on septic, a well, or both pay separate conversion prices, also effective October 1, 2025. The city’s program installs a low-pressure connection: an inspection, a contracted electrician for the grinder control box, a sewer crew that runs the line and abandons the old tank, then new sod, in 4 to 6 weeks from application (program page). For the water side of a conversion, see fees and permits for leaving a private well.

PSLUSD conversion fees, 5/8″ x 3/4″ meter only (conversion rate sheet, effective 10/1/2025).

Conversion Area Paid in full 10-year plan
Wastewater only (city water already) USA/SAD $8,258 $155.50 + 120 × $67.90
Wastewater only Non-USA/SAD $10,230 $155.50 + 120 × $84.33
Water only (off a well) USA/SAD $7,256 $115.50 + 120 × $59.88
Water only Non-USA/SAD $8,036 $115.50 + 120 × $66.38
Water and wastewater USA/SAD $15,514 $225.50 + 120 × $127.78
Water and wastewater Non-USA/SAD $18,821 $225.50 + 120 × $150.72

The plan carries no interest. For a septic-only conversion in a USA/SAD area: $110 deposit + 120 × $67.90 ($8,148) = $8,258, the paid-in-full price; the $45.50 recording fee is the only extra. The program page words it differently: $8,258 or 120 payments of $67.90, with the $110 deposit and $45.50 recording fee due at application, which reads as the deposit on top of $8,258. Ask the city which applies before you pay in full. Owners’ signatures on the payback agreement must be notarized.

One row doesn’t add up. For water and wastewater outside the USA/SAD areas, the sheet prints $18,821 paid in full, but its own installment figures add up to $180 in deposits + 120 × $150.72 = $18,266.40 (before the $45.50 recording fee), $554.60 less. That is the water-only price plus the wastewater-only price ($8,036 + $10,230 = $18,266). Every other row reconciles to within a dollar. Ask the Connection Support Office (772-873-6400) which figure applies before you pay in full.

On grants, the rate sheet says funding is limited and first-come, first-served, with up to 100% of the conversion covered for income-qualified households and up to 50% for others. The program page is newer on this point: under the heading “Grant Applications Closed,” it says the city is no longer accepting grant applications for this program, and that grants had been awarded first-come, first-served from limited funding. The 10-year interest-free payback is still offered. For how Port St. Lucie compares with assessment-based programs elsewhere, see septic-to-sewer conversion cost.

What Port St. Lucie’s fees don’t cover

On new construction, the city’s charges stop at the meter and the sewer connection. Private-side work is extra:

The ranges come from our national benchmark set. See sewer lateral cost and water service line cost for long runs, and septic vs. sewer if the lot could stay on septic. To add private work to the official fees:

Estimate utility connection costs

Estimates are planning figures, not quotes. Confirm fees and trench rules with your utility.

Location and property
Services and site work

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

Electric service from FPL

FPL’s charges for connecting a home are small. Its tariff (Sheet No. 4.020, effective January 1, 2026) lists a $12 charge for an initial connection and $8 to connect an existing account (FPL Electric Tariff, Section 4). Temporary construction power (Sheet No. 4.030) costs $626.89 to install and remove an overhead service and meter, or $501.71 to connect to FPL’s direct-buried underground facilities. It is paid in advance and is non-refundable. FPL sets security deposits from estimated billing rather than a fixed amount. For private-side costs, see cost to run power to a property.

When you pay Port St. Lucie connection fees

Port St. Lucie fee changes to watch

The current prices took effect October 1, 2025, under Ordinance 25-51, approved September 22, 2025. The itemized fee schedule was revised April 16, 2026 and gives no separate effective date, but its capacity, line and meter charges still add up to the October 2025 residential totals. The current sheets took effect at the start of the city’s October fiscal year, so check for a newer sheet each fall. We did not find a newer residential rate sheet on September 24, 2026, so confirm the rates in force on your application date.

Port St. Lucie tap fee FAQ

How much does it cost to connect a new house to water and sewer in Port St. Lucie?

For a 5/8″ x 3/4″ meter, the city’s all-in new-construction price is $12,427 on a gravity sewer lot outside the SAD/USA areas and $9,675 inside them. Low-pressure sewer lots pay $17,271 outside and $14,519 inside ($15,299 in Units 4, 6 and 8). Those totals include $180 in refundable deposits.

What are the SAD and USA areas?

They are Special Assessment Districts and Utility Service Areas named on the city’s rate sheet, including SAD 1, USA Phases 3, 4, 5, 6, 7A and 9, Tesoro, Tesoro Preserve, Ravello, Veranda Gardens, East Lake Village, Glassman, Portofino Isles and City Center. New construction and conversions cost less there. Ask the Connection Support Office whether your parcel is in one.

What is the capacity fee per ERC in Port St. Lucie?

Plant capacity is $4,925 for water and $3,250 for wastewater per ERC, plus line capacity of $780 and $1,972. A single-family home is one ERC, so these total $10,927.

How much does septic-to-sewer conversion cost in Port St. Lucie?

If the home already has city water, wastewater-only conversion is $8,258 in USA/SAD areas and $10,230 elsewhere. You can pay $155.50 at application and 120 interest-free payments of $67.90 or $84.33. Converting from both a well and septic costs $15,514 in USA/SAD areas.

Are Port St. Lucie utility deposits refundable?

Yes. The city refunds deposits after 18 months with a satisfactory payment record. The residential deposits in the fee totals are $70 for water and $110 for wastewater.

Is there a grant for connecting to sewer?

The conversion rate sheet describes income-based grants of up to 100% of the cost, and up to 50% for others. But the city’s program page, under “Grant Applications Closed,” says it is no longer accepting grant applications for this program. The 10-year interest-free payback is still available.
