Greensboro, NC Water & Sewer System Development and Meter Fees (2026)
The City of Greensboro Water Resources Department provides water and sewer inside the city and to some properties outside it. A new single-family home with a standard 5/8-inch meter pays a $1,710 water system development fee, a $1,455 sewer system development fee and $185 for a new-construction meter, a total of $3,350 (City of Greensboro System Development Fees, effective July 1, 2026). The City prints the same $3,350 in its own “including meter price” column. The big local catch is who builds the connection: Greensboro stopped installing water and sewer service lines in 2009. If your lot has no lateral to the main, you must hire a licensed private utility contractor, and the City publishes no price for that work. Two smaller points: homes of 1,400 to 1,822 heated square feet pay a lower per-square-foot fee, and lots outside city limits connecting for the first time owe frontage fees. For how this compares nationally, see our guide to the cost to connect to city water.
Official Greensboro fees in one table
The table lists every City of Greensboro row we verified. System development fees are Greensboro’s capacity charges. They are set by meter size and apply to new development that connects to the system: subdividing land, or new or enlarged buildings and uses that add a meter or need a bigger one. The meter fee is what the City charges for the meter itself. It has a separate, lower 5/8-inch price for an existing structure. Frontage fees are charged per foot of lot frontage, and only outside city limits. The permitting fees are per-application reviews of utility line plans, which a developer pays, not each house. The $15 service fee comes from the customer service page.

Worked example for a single-family home in Greensboro
Assumptions: one detached house inside city limits on City water and sewer, with laterals already built to the lot by the developer’s contractor, fees in effect July 1, 2026, and no irrigation meter. Columns A to C vary the meter size. Column D is a smaller house that falls in the square-footage band.
City of Greensboro one-time water and sewer charges for one house (sources: System Development Fees Effective July 1, 2026; Meter Fee Chart, revised 07/10/2025).
| Charge | A. 5/8″ meter | B. 3/4″ meter | C. 1″ meter | D. 5/8″ meter, 1,600 heated sq ft |
|---|---|---|---|---|
| Water system development fee | $1,710 | $2,565 | $4,275 | $1,501.60 |
| Sewer system development fee | $1,455 | $2,183 | $3,638 | $1,277.76 |
| Meter fee (new construction) | $185 | $200 | $235 | $185 |
| Total | $3,350 | $4,948 | $8,148 | $2,964.36 |
The arithmetic: A is $1,710 + $1,455 + $185 = $3,350. B is $2,565 + $2,183 + $200 = $4,948. C is $4,275 + $3,638 + $235 = $8,148, so a 1-inch meter costs $4,798 more than a 5/8-inch one. For D, the schedule charges single-family homes (5/8-inch meter) of 1,400 to 1,822 heated square feet by area: water is heated square feet × 0.9385 and sewer is heated square feet × 0.7986. At 1,600 square feet that is $1,501.60 + $1,277.76 + $185 = $2,964.36. At 1,400 square feet the total is $1,313.90 + $1,118.04 + $185 = $2,616.94. At 1,822 square feet the formula lands within a few cents of the flat 5/8-inch fees, and homes above the band pay the flat $3,350. The schedule does not say what a home under 1,400 square feet pays, so ask Water Resources.
Outside city limits, add frontage fees for a first-time connection: $12 per linear foot for water and $16 per foot for sewer. A 70-foot lot would add 70 × $12 = $840 plus 70 × $16 = $1,120, or $1,960. If you already paid frontage through Guilford County or the City, the schedule asks you to bring a document showing a zero balance.
How Greensboro compares with Durham, Raleigh, Charlotte and Cary
The figures below come from each city’s page on this site. Meter sizes and fee structures differ, and Cary sets its fees by house size, so treat this as a budget comparison, not a like-for-like price list.
Official one-time water and sewer charges for a single-family home on a lot with developer-built services (Greensboro: 5/8″ meter, effective July 1, 2026; other cities from our Durham, Raleigh, Charlotte and Cary pages).
| City (utility, meter) | Developer-built services | Utility installs the services |
|---|---|---|
| Greensboro (City of Greensboro, 5/8″) | $3,350 | not offered (private contractor) |
| Raleigh (Raleigh Water, 5/8″) | $3,960 | $14,871 |
| Durham (City of Durham, 5/8″, outside the Triangle Basin) | $6,340 | not published |
| Charlotte (Charlotte Water, 5/8″) | $6,727 | $17,370 |
| Cary (Town of Cary, 1″, 2,401–3,100 sq ft) | $6,766 | $17,037 |
On a lot where the laterals already exist, Greensboro’s $3,350 is the lowest of the five. It is $610 below Raleigh ($3,960 − $3,350), $2,990 below Durham and $3,377 below Charlotte. The comparison changes on an infill lot, where Greensboro owners pay a private contractor for work that Raleigh, Charlotte and Cary price in their tap fees.
What Greensboro’s fees don’t cover
System development fees buy capacity, and the meter fee covers only the meter. The City’s customer service page says homeowners are responsible for the exterior water and sewer lines on their property, between the house and the City’s connection. Your builder, plumber or utility contractor still has to connect the house:
- Water service line from the meter to the house: $30 to $150 per foot, about $50 typical, trench included (national estimate).
- Sewer lateral from the house to the cleanout: $50 to $250 per foot, about $100 typical, trench included (national estimate).
- Trenching on its own: $4 to $15 per foot in normal soil, about $8 typical (national estimate), more in rock.
- Plumbing permit: $100 to $1,300, about $300 typical (national estimate).
A house set 60 feet back would add roughly 60 × $50 = $3,000 for water and 60 × $100 = $6,000 for sewer at typical prices. These ranges come from our national benchmark set, not from Greensboro. They do not cover a new tap on the City main, which a licensed contractor must make under a Water Resources inspection permit. Building permit fees are also left out. How and when Greensboro fees are paid
- Fees are due before the meter is set. The meter chart says the fees in effect when you request the meter must be paid first. Once all inspections, approvals and payments are done, meters are typically installed within 24 to 72 hours.
- Exemptions and prior payments must be shown before you pay for the permit. That includes any document or contract exempting you from system development, frontage or meter fees.
- Private contractors build the connections. Since March 1, 2009, Water Resources has not installed new water or sewer service connections. The City still issues the inspection permit for the contractor’s work and sells the meter.
- Estimates: for commercial and bidding estimates of meter and development fees, Water Resources asks for its online Water/Sewer Connection and Irrigation Meter Application Form. Homeowners can call Utility Services at 336-373-2055.
- Affordable housing: for low-income or affordable housing inside the city, the schedule points to the Neighborhood Development Department (336-373-2349) about possible refunds under City Code Sec. 29-53.1.
- Opening the account requires a deposit and service fee that vary by customer type. The City lists $165 in total for residential tenants and a $15 service fee. It does not publish the owner-occupant deposit, and service is not connected until both are paid.
What could change in Greensboro
The system development fees on this page took effect July 1, 2026. Their definition of new development covers uses of land that began after November 29, 2017 and added a meter or a bigger meter. The meter fee chart was last revised July 10, 2025, and the plan-review permitting fees date from July 16, 2024. North Carolina requires a local government to publish its system development fee in its annual budget, rate plan or ordinance and to update the fee analysis at least every five years (N.C. G.S. 162A-209(c)). A new schedule would most likely come with a new fiscal year, which starts July 1, so if you get your meter permit after June 30, 2027, check for a newer schedule. The City’s monthly water and sewer rates carry the same July 1, 2026 effective date; those are not part of the one-time totals above.
Common questions about Greensboro fees
How much are water and sewer tap fees for a new house in Greensboro, NC?
For a 5/8-inch meter, the City of Greensboro charges $3,350: a $1,710 water system development fee, a $1,455 sewer system development fee and a $185 new-construction meter. That assumes the laterals to your lot already exist. If they do not, a private licensed contractor has to build them at its own price.
Does the City of Greensboro install water and sewer taps?
No. Since March 1, 2009, Water Resources has not installed new service connections. You hire a licensed utility contractor, and the City issues the inspection permit and sells the meter.
Do smaller homes pay lower system development fees in Greensboro?
Yes, within a band. Single-family homes of 1,400 to 1,822 heated square feet pay $0.9385 per square foot for water and $0.7986 for sewer. A 1,600-square-foot home pays $2,779.36 in system development fees instead of $3,165. The schedule does not say what a home under 1,400 square feet pays.
What are Greensboro’s frontage fees?
$12 per linear foot for water and $16 per linear foot for sewer, measured across the front of the lot. They apply to homes and businesses outside city limits connecting for the first time, unless you can show they were already paid.
How much more does a 1-inch meter cost in Greensboro?
A 1-inch meter carries $7,913 in system development fees plus a $235 meter, $8,148 in all. That is $4,798 more than a 5/8-inch meter, so size the meter to the house’s actual demand.
How soon is the meter set after I pay?
The City says meters are typically installed within 24 to 72 hours once all required inspections, approvals and payments are complete.
