Durham, NC Water & Sewer Capital Facility and Meter Fees (2026)

Last reviewed: By Utility Cost Guide editor

The City of Durham Department of Water Management provides water and sewer inside the city and in parts of Durham County it has agreed to serve. A new single-family home with a standard 5/8-inch meter pays three capital facility fees plus a meter charge: $2,591 for water, $2,015 for sewer treatment, $1,013 for sewer collection and $721 for the City to set the meter, a total of $6,340 (City of Durham Reference Guide for Development, July 1, 2026 edition, Section 13). That figure assumes the developer already built the water and sewer services to the lot, which is how most new subdivisions work. The biggest local catch is the sewer basin: new connections in the Triangle Basin served by City lines skip the $2,015 treatment fee and pay $4,325. On the other hand, lots in a few pump-station basins owe an extra basin fee, and Durham does not publish a price for City crews to install services on an infill lot. For how this compares nationally, see our guide to the cost to connect to city water.

Official Durham fees in one table

The table lists every City of Durham row we verified. Capital facility fees are Durham’s capacity charges under City Code Sec. 70-50. They are set by water meter size and have been in effect since January 1, 2024. The sewer fee comes in two parts, treatment and collection. The water meter actual cost is what the City charges to set a meter on a service and meter box the developer already installed. Frontage charges apply only where no main runs along the lot’s street frontage. Basin and service-area fees apply only inside the named pump-station or pipeline areas. Two of those are published as July 2023 amounts that have risen since, and a third escalates yearly without a stated base year, so those three are marked for review. Deposits and the $50 service initiation fee come from Water Management’s billing page.

Worked example for a single-family home in Durham

Assumptions: one detached house on City of Durham water and sewer, inside city limits, developer-built mains and services, fees in the July 1, 2026 guide, no irrigation meter. Columns A to C vary the sewer basin and meter size; D adds one of the basin fees.

City of Durham one-time water and sewer charges for one house, FY2027 (source: Reference Guide for Development, 07-01-2026, pp. 251–253).

Charge A. 5/8″ meter, most of the city B. 5/8″ meter, Triangle Basin C. 1″ meter, most of the city D. 5/8″ meter, Fayetteville Road Pump Station basin
Water capital facility fee $2,591 $2,591 $6,478 $2,591
Sewer treatment capital facility fee $2,015 not charged $5,038 $2,015
Sewer collection capital facility fee $1,013 $1,013 $2,533 $1,013
Water meter set by the City $721 $721 $877 $721
Basin fee none none none $1,700
Total $6,340 $4,325 $14,926 $8,040

The arithmetic: A is $2,591 + $2,015 + $1,013 + $721 = $6,340. B drops the treatment fee: $2,591 + $1,013 + $721 = $4,325. C is $6,478 + $5,038 + $2,533 + $877 = $14,926, so moving from a 5/8-inch to a 1-inch meter adds $8,586. D is case A plus $1,700 = $8,040. The Del Webb Pump Station basin fee is $2,500 per single-family unit and Andrews Chapel is $1,406. In the Southeast Regional Lift Station service area, the guide lists $7,286.03 per single-family residence but also says the fee rises 5% each July 1 without saying which year that figure is for, so we mark it for review. It is paid when the sewer collection lines are permitted, so the developer usually pays it and may pass it on in the lot price.

Frontage charges can matter on an older street. If no water or sewer main runs along the lot, the owner pays $27 per foot for water and $50 per foot for sewer inside city limits ($29.50 and $56 outside). A 70-foot frontage lacking both mains would add 70 × $27 = $1,890 plus 70 × $50 = $3,500, or $5,390, before any construction cost.

Durham’s guide gives no price for City-installed water or sewer services on infill lots and single-lot developments. It tells owners to call Engineering Services. Those installation charges are not included in any total on this page. Ask for a written figure before you budget an infill house.

How Durham compares with Raleigh, Cary and Charlotte

The figures below come from each city’s page on this site. Meter sizes and fee structures differ, and Cary sets its fees by house size, so treat this as a budget comparison, not a like-for-like price list.

Official one-time water and sewer charges for a single-family home, FY2027 (Durham: 5/8″ meter, outside the Triangle Basin; other cities from our Raleigh, Cary and Charlotte pages).

City (utility, meter) Developer-built services Utility installs the services
Durham (City of Durham, 5/8″) $6,340 not published
Raleigh (Raleigh Water, 5/8″) $3,960 $14,871
Cary (Town of Cary, 1″, 2,401–3,100 sq ft) $6,766 $17,037
Charlotte (Charlotte Water, 5/8″) $6,727 $17,370

On a subdivision lot, Durham costs $2,380 more than Raleigh ($6,340 − $3,960) and sits $426 below Cary and $387 below Charlotte. In the Triangle Basin, Durham’s $4,325 is only $365 above Raleigh. Durham’s meter charge ($721) is also more than double Raleigh’s $290.

What is not included in Durham fees

Capital facility fees buy capacity, and the meter charge covers only setting the meter. For single-family homes, Durham maintains accepted water service lines up to the right-of-way line, including the meter box, setter and meter, and the owner maintains the pipe from the setter to the house (guide p. 83). Your builder or plumber still has to connect the house:

A house set 60 feet back would add roughly 60 × $50 = $3,000 for water and 60 × $100 = $6,000 for sewer at typical prices. These ranges come from our national benchmark set, not from Durham. Also left out: building permit fees, the $436.80 Public Works residential building permit plan review, and a $260 right-of-way permit if the work cuts a street, sidewalk or driveway apron. Paying Durham fees: timing and process

Durham fee changes to watch

The capital facility fees come from a consultant’s system development fee analysis carried out in FY2024. The City took public comment and scheduled a Council public hearing for October 2, 2023. The fees took effect January 1, 2024 and are unchanged in the July 1, 2026 guide. State law requires a local government to update its system development fee analysis at least every five years (N.C. G.S. 162A-209(c)), so a new fee study should come no later than the late 2020s. The guide also warns that its fees can change without notice. The Farrington Road Waterline ($585.04) and Copley Farms Sewer Outfall ($1,295.93) service-area fees are printed as July 2023 amounts. Both compound 5% every July 1, so the current figures are higher, and we list them as needing review. Monthly water and sewer rates rose for bills issued on or after August 1, 2026. Those rates are not part of the one-time totals above.

Common questions about Durham fees

How much are water and sewer tap fees for a new house in Durham, NC?

For a 5/8-inch meter on a lot with developer-built services, the City of Durham charges $6,340: $2,591 water capital facility fee, $2,015 sewer treatment fee, $1,013 sewer collection fee and $721 to set the meter. In the Triangle Basin the treatment fee does not apply and the total is $4,325.

Does Durham charge a tap fee for City-installed connections?

The City does install water and sewer services on infill lots and single-lot developments, but its development fee guide does not publish a price. It tells owners to call Engineering Services. Get that figure in writing, because it can be larger than the capacity fees.

What is the Triangle Basin exception?

New connections in the Triangle Basin served by City sewer lines pay only the sewer collection capital facility fee ($1,013 for a 5/8-inch meter). All other City sewer connections pay both treatment and collection, $3,028 combined for a 5/8-inch meter.

When are Durham’s capital facility fees paid?

Before the connection is made. The guide says they are typically paid with the application for the service connection, and meters are set only after the project’s as-built drawings are accepted.

How much more does a 1-inch meter cost in Durham?

A 1-inch meter carries $14,049 in capital facility fees plus an $877 meter charge, $14,926 in all. That is $8,586 more than a 5/8-inch meter, so size the meter to the house’s actual demand.

Is there a deposit for new water service in Durham?

Yes. The deposit is $100 for a 5/8-inch meter and $150 for a 1-inch meter, refundable and waivable with acceptable credit history. Every new account also pays a $50 service initiation fee on its first bill.
