Utility Connection Costs in Colorado (2026): Tap Fees by City
On the same 6,000 sq ft lot, a new single-family home pays about $16,525 in official water and sewer connection charges inside Denver and $15,216 inside Colorado Springs, based on the 2026 Denver schedules and the Colorado Springs Utilities tariff. Fort Collins starts lower, at $8,354 in plant investment fees, but it also requires raw water, either as water rights or as cash at $63,800 per acre-foot, which can make it the most expensive of the three. All three cities tie their water charges to lot size, which is the first thing to know about tap fees in Colorado.

What Colorado’s fees have in common
Lot size drives the water charge
Each of the three utilities prices water capacity partly on lot area, but they do it in different ways:
- Denver Water uses a straight formula: a base charge plus a rate per square foot, with the rate halved above 22,000 sq ft. Inside Denver from July 1, 2026 that is $3,380 + $1.01 per sq ft.
- Colorado Springs Utilities uses eight lot-size tiers for both its Water Development Charge and its Water Resource Fee. Crossing from the 3,000–4,999 tier to the 5,000–6,999 tier adds $2,560.
- Fort Collins charges $914 per first 3/4-inch tap plus $0.494 per sq ft, and stops counting at half an acre.
The practical effect: in Colorado, a bigger lot costs more to connect even when the house and meter are identical. On a 9,000 sq ft lot the Denver SDC rises to $12,470 and the Fort Collins water fee to $5,360.
Location outside the city costs more
Denver Water charges suburban customers $4,740 plus $1.42 per sq ft, so the 6,000 sq ft lot pays a $13,260 SDC outside Denver, $3,820 more than inside. CSU charges 50% more outside Colorado Springs city limits. Parts of Fort Collins are served by other water districts with their own fees. Always confirm which utility serves the parcel before using any of these numbers.
Water supply can be the biggest cost
Fort Collins makes new development supply raw water. At $63,800 per acre-foot, every tenth of an acre-foot assigned to a lot adds $6,380. Colorado Springs charges a separate Water Resource Fee, a fixed amount by lot tier that recovers the cost of water supply facilities for new development. Denver Water publishes a single SDC formula with no separate water-rights line.
What the official fees leave out
None of these charges pays for the private water and sewer lines on your lot, the trench, a street cut, or the building department’s plumbing permit.
