Salt Lake City Water and Sewer Connection Fees, and the Pending Increase (2026)

Salt Lake City’s Department of Public Utilities provides water, sewer and stormwater service inside the city. A new single-family home with a 3/4-inch meter on a lot of a quarter acre or less pays about $3,080 under the Consolidated Fee Schedule as amended June 16, 2026: a $1,871 water connection fee, a $545 sewer connection fee, a $374 stormwater impact fee and $290 in inspections. That is likely to change. The city has proposed new impact fees that would bring the same home to about $12,130, and they take effect 90 days after the City Council approves them.

Official fees at a glance

All of the rows below come from one document, the Salt Lake City Consolidated Fee Schedule, amended June 16, 2026 by Ordinance 2026-29 for fiscal 2027. The water connection fee is what the city’s impact fee page calls its existing water impact fee; it is priced by meter size and is slightly higher for SLC water customers outside city limits. The sewer connection fee is per dwelling. The stormwater impact fee is charged per quarter acre, which the city treats as one typical residential unit. The two inspection rows cover the new meter and the sewer lateral. Meter hardware and installation are billed at actual cost, so they have no fixed price.

Assumptions: a detached home inside Salt Lake City, on city water and sewer, lot of a quarter acre or less. Meter hardware and installation are extra at actual cost.

The proposed column keeps today’s inspection fees, since the proposal we read covers the three impact fees. On that basis the increase for a typical new home would be $12,130 − $3,080 = $9,050. The proposal does not list a 1-inch water figure in the material we recorded, so we did not project the 1-inch column.

Lot size matters through the stormwater fee. Counting a half-acre lot as two quarter-acre units, the current stormwater fee would be 2 × $374 = $748, and the proposed fee 2 × $1,963 = $3,926. Ask the city how it rounds partial quarter acres.

Pending increase: Salt Lake City has proposed a water impact fee of $5,577 for a 3/4-inch meter, a sewer impact fee of $4,300 per single-family home and a stormwater fee of $1,963 per quarter acre. They take effect 90 days after City Council approval. If you are close to pulling permits, check the city’s impact fee page for the adoption date; on a typical new home the proposed fees would add about $9,000.

What these fees don’t include

The fee schedule charges for capacity and inspections. The meter hardware and installation are billed at actual cost. The service line from the main, the sewer lateral, excavation, street repair and the building permit are separate. National estimates (methodology):

Meter set, 5/8″ to 1″: $200–$500, typical $300. Salt Lake City bills its actual cost.
Water service line: $30–$150 per foot, typical $50. At 50 feet, about $2,500.
Sewer lateral: $50–$250 per foot, typical $100. At 50 feet, about $5,000.
Street cut or bore: $1,000–$10,000 per crossing, typical $4,000.

How and when you pay

Water customers outside city limits who are served by Salt Lake City Public Utilities pay a county rate for the water connection: $1,952 for 3/4 inch and $3,494 for 1 inch, compared with $1,871 and $3,297 inside the city.

Multi-unit homes pay different sewer amounts under the current schedule: $818 for a duplex, $1,226 for a triplex, and $409 per unit for townhouses and apartments. Condominiums and twin-home single dwellings pay the $545 single-dwelling rate.
