Utah Utility Connection Costs (2026): Tap Fees by City

Last reviewed: By Utility Cost Guide editor

For a new single-family home with a typical meter, the five Utah cities in our database charge anywhere from $3,080 to $26,961 in official one-time connection and impact fees, and the gap comes as much from what each city bundles into the number as from the fees themselves. Salt Lake City’s current schedule totals $3,080 for water, sewer, stormwater and inspections on a 3/4-inch meter, with no city electric charge; its proposed impact fees would raise that to about $12,130. Lehi totals $10,660.53 for water, pressurized irrigation, sewer and storm drain before power, or $13,680.10 with a 200-amp Lehi City Power connection. Provo’s water and sewer alone come to $12,587.36, rising to $15,577.36 with a Provo Power connection. Saratoga Springs reaches $20,818.36 in connection and impact fees before power – its own documents list no electric connection fee at all – and $28,940.32 once water rights are added. St. George is highest: $21,782 in city and Washington County Water Conservancy District (WCWCD) fees before power, and $26,961 with a 200-amp underground electric service. The WCWCD’s $17,266 regional water impact fee by itself is bigger than any other single Utah city’s entire water-and-sewer bill in our database.

Official fees in Utah

The table below lists every verified Utah fee row in our database, with city or district, service, meter size and a link to the source document. Utah cities split charges the way many other states do – a connection fee for the physical meter or lateral, and an impact fee for system capacity – but with two Utah-specific wrinkles. First, three of the five cities (Lehi, Saratoga Springs and St. George) bill separately for a pressurized irrigation or secondary water system on top of culinary water and sewer. Second, three cities (Lehi, Provo and St. George) run their own electric utility and add a power connection and impact fee to the total, while Salt Lake City and Saratoga Springs charge nothing for electric in the documents we read. Two cities, Lehi and Saratoga Springs, also pass through the same $5,793 regional Timpanogos sewer treatment impact fee.

Lehi $10,660.53 (quarter-acre lot) $13,680.10 (200 A Lehi City Power) Includes a separate $567.04 + $1,409.50 pressurized irrigation charge and the $5,793 Timpanogos regional sewer fee
Provo $12,587.36 (standard 0.15-0.3 acre lot) $15,577.36 (200 A Provo Power) No pressurized irrigation system; no separate sewer tap fee, only a sewer impact fee
Saratoga Springs $20,818.36 (typical home, before water rights) No city electric fee $41,694-per-acre irrigation impact fee dominates; $28,940.32 once water rights are added
St. George $21,782 (water stub already on lot) $26,961 (200 A underground power) Driven by the WCWCD’s $17,266 regional water impact fee

How the rows are built, in each city’s own line items. Salt Lake City: $1,871 water connection fee + $545 sewer connection fee + $374 stormwater impact fee + $120 meter inspection + $170 sewer lateral inspection = $3,080. Lehi: $476.73 culinary water connection + $1,194.07 culinary water impact + $567.04 irrigation connection + $1,409.50 irrigation impact (quarter-acre minimum) + $872.44 city sewer impact + $5,793 Timpanogos regional sewer impact + $347.75 storm drain impact (quarter-acre minimum) = $10,660.53; adding $465.57 power connection + $2,554 power impact (200 A) gives $13,680.10. Provo: $7,622.10 water impact fee (Standard Lot) + $515.00 water connection fee (meter only) + $4,450.26 sewer impact fee (1.00 ERU) = $12,587.36; adding $1,240.00 Provo Power service connection fee + $1,750.00 power impact fee (200 A) gives $15,577.36. Saratoga Springs: $600.00 meter connection + $2,019.00 drinking water impact + $264.00 fire flow + $1,489.55 city sewer impact + $5,793.00 Timpanogos regional sewer impact + $10,006.56 pressurized irrigation impact (0.24 irrigable acre) + $646.25 storm drain impact (quarter acre) = $20,818.36; water rights of $5,482.20 (drinking water) + $2,639.76 (secondary water) bring the total to $28,940.32. St. George: $1,996 city culinary water impact + $223 water connection (stub already on lot) + $137 wastewater impact, local part + $1,379 wastewater impact, regional part + $781 drainage impact + $17,266 WCWCD regional water impact = $21,782; adding $370 power meter fee + $4,809 power impact fee (200 A) gives $26,961.

What decides your number

Frequently asked questions

Which Utah city has the lowest tap fees?

Of the cities in our database, Salt Lake City is lowest today at $3,080 for water, sewer, stormwater and inspections on a 3/4-inch meter, with no city electric charge. Its proposed impact fees would raise that total to about $12,130.

Which Utah city has the highest tap fees?

St. George, at $21,782 before power and $26,961 with a 200-amp electric connection. Most of that is a single charge: the Washington County Water Conservancy District’s $17,266 regional water impact fee.

Do all Utah cities charge for pressurized irrigation separately?

No. Lehi and Saratoga Springs bill a separate pressurized irrigation (secondary water) connection and impact fee. Salt Lake City, Provo and St. George do not appear to have a separate irrigation charge in the documents we read.

Why do some Utah city totals not include power?

Salt Lake City and Saratoga Springs are not electric utilities, so their own fee documents list no power connection charge. Lehi, Provo and St. George each run a municipal power utility (Lehi City Power, Provo Power and St. George Energy Services) and add a separate power connection and impact fee.
