Provo City Water, Sewer and Provo Power Connection and Impact Fees (2026)

Last reviewed: By Utility Cost Guide editor

Provo City’s Public Works Department supplies culinary (drinking) water and sewer service inside the city, and Provo Power is the city’s own electric utility. A new single-family home on a standard lot (0.15 to 0.3 acre) with a 3/4-inch water meter and a 200-amp single-phase electric service pays about $12,587 in city water and sewer connection and impact fees, plus about $2,990 for Provo Power’s connection and impact fees, for a combined total near $15,577. The single largest item is the $7,622.10 water impact fee, part of a schedule that already sets the rate for every July 1 through 2033. For how this compares nationally, see our guide to the cost to connect to city water.

Provo connection fees at a glance

The rows below come from Provo City’s Consolidated Fee Schedule, part of the Provo City Code and current through Ordinance 2026-17 (passed June 9, 2026): the Impact Fees chapter for the water, sewer and power impact fees, the Culinary Water section for the water connection (meter-only) fee, and the Energy section for Provo Power’s service connection fee. The water impact fee is set by lot size (Small Lot under 0.15 acre, or Standard Lot 0.15 to 0.3 acre) rather than meter size, and it already has a published rate for every July 1 through 2033; the amount below is the one effective July 1, 2026. Provo Power charges two separate residential connection charges: a flat Service Connection Fee for any single-phase service up to 400 amps, and a Power Impact Fee priced per amp, shown here at the common 200-amp size. Provo does not publish a separate sewer tap or connection fee – the sewer impact fee is the only city charge tied to a new sewer connection.

Worked example: a new home in Provo

Assumptions: a detached single-family home inside Provo on city water and sewer, a 3/4-inch water meter, and one Provo Power single-phase 200-amp electric service with one meter. The two columns show how lot size changes the water impact fee.

Provo water, sewer and power connection and impact fees for one new home (fee schedule current through Ordinance 2026-17, passed June 9, 2026)

Charge Standard lot (0.15-0.3 ac) Small lot (under 0.15 ac)
Culinary water impact fee $7,622.10 $4,944.53
Water connection fee, meter only (3/4″) $515.00 $515.00
Sewer impact fee (1.00 ERU) $4,450.26 $4,450.26
Water and sewer subtotal $12,587.36 $9,909.79
Provo Power service connection fee (0-400 A) $1,240.00 $1,240.00
Provo Power impact fee, 200 A single-phase $1,750.00 $1,750.00
Total $15,577.36 $12,899.79

Three choices move the total. A 1-inch water meter costs $545.00 to connect instead of $515.00, adding $30. A 100-amp electric service has an $875.00 power impact fee instead of $1,750.00, saving $875; a 400-amp service raises the impact fee to $3,501.00, adding $1,751. The Service Connection Fee itself stays $1,240.00 for any single-phase service from 0 to 400 amps regardless of exact amperage – Provo Power does not tier that particular charge the way it tiers the impact fee.

Provo’s water impact fee is on a published schedule through 2033: it rises again on July 1, 2027 to $7,644.59 (Standard Lot) and $4,959.12 (Small Lot). The Sewer Impact Fee ($4,450.26) has not changed since July 1, 2022, and the Power Impact Fee ($1,750 at 200 A) has not changed since July 1, 2019 – both are still the amounts listed in the code current through Ordinance 2026-17 (passed June 9, 2026), but neither has its own multi-year table the way the water and stormwater fees do. Confirm current amounts with Public Works or Provo Power before you pay.

How Provo compares with Lehi, St. George and Salt Lake City

Provo’s total of $15,577.36 sits between the other Utah cities on this site. Lehi comes to about $13,680.10 with a 200-amp power connection, $1,897 less than Provo, even though Lehi also charges for a separate pressurized-irrigation system that Provo does not have. St. George is far higher, at $26,961 with power, mostly because of a $17,266 regional water district fee (WCWCD) that Provo has no equivalent of. Salt Lake City currently charges about $3,080, $12,497 less than Provo, under its June 2026 schedule, which does not include an electric utility connection fee; Salt Lake City has proposed new impact fees that would raise its own total to about $12,130, still $3,447 less than Provo’s $15,577.36. Unlike St. George and Salt Lake City, Provo bundles no regional water-district or drainage charge into these figures – Provo’s total is entirely city-collected water, sewer and power fees.

What Provo’s fees don’t cover

The fees above pay for capacity in Provo’s water, sewer and power systems, the water meter itself, and the Provo Power service connection. They do not cover the pipe on your lot, the trench, the plumbing permit, the building permit, or necessarily the line from the transformer to your meter base. National estimates (methodology), which include trenching:

Provo’s Consolidated Fee Schedule also lists impact fees this page does not cover: a Park Impact Fee of $3,105.10 and a Road Impact Fee of $1,293.06 (both per one-family dwelling, no stated escalation), a Public Safety Impact Fee of $647.97 effective July 1, 2026 (also on a published schedule through 2040), and a Stormwater Impact Fee of $8,542.64 per acre for FY2026-27 (rising to $8,775.90 on July 1, 2027). None of these are water, sewer or power charges, so they are outside the scope of this page.

Estimate utility connection costs

Estimates are planning figures, not quotes. Confirm fees and trench rules with your utility.

Location and property
Services and site work

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

Paying Provo fees: timing and process

The documents we read do not state exactly when each Provo fee is collected – at building permit issuance, at the water or power account application, or at meter set – so confirm the sequence with Public Works and Provo Power before you set a closing date. Opening a new account carries its own charges, separate from the connection and impact fees above: a $100 residential deposit and a $20 connect/processing fee for each utility, per the Consolidated Fee Schedule‘s Customer Service Fees sections for Culinary Water and Energy. Provo Power also lists a $75 after-hours or same-day connect fee on the same schedule.

Provo connection fee questions

How much are water and sewer impact fees for a new house in Provo?

For a standard lot (0.15 to 0.3 acre) with a 3/4-inch meter, Provo charges a $7,622.10 water impact fee, a $515.00 water connection (meter-only) fee and a $4,450.26 sewer impact fee (1.00 ERU), for a $12,587.36 water and sewer subtotal, effective July 1, 2026. A Provo Power connection adds $2,990.00 more for a 200-amp single-phase service.

What is Provo’s water connection fee?

Provo’s “Water Connection Fee – Meter Only” is $515.00 for a 3/4-inch meter or $545.00 for a 1-inch meter. It covers furnishing and setting the meter only, not tapping the water main or running the service line to the meter.

Does Provo Power charge an impact fee on top of the connection fee?

Yes. Provo Power’s Service Connection Fee is a flat $1,240.00 for any single-phase service up to 400 amps, and its separate Power Impact Fee is priced per amp – $1,750.00 for the common 200-amp single-phase service. A new home pays both.

What is the difference between a “Small Lot” and “Standard Lot” for Provo’s water impact fee?

Small Lot applies to a unit on a lot under 0.15 acre and pays $4,944.53; Standard Lot applies to a lot between 0.15 and 0.3 acre and pays $7,622.10, both effective July 1, 2026. Most detached single-family subdivision lots fall in the Standard Lot range.

Does Provo charge a separate sewer tap fee?

No. The Consolidated Fee Schedule lists only the $4,450.26 sewer impact fee (1.00 ERU) for a new residential connection; we found no separate sewer tap, connection or inspection fee on the schedule.

Will Provo’s water impact fee go up again?

Yes. The fee is on a published schedule through 2033. It rises from $7,622.10 to $7,644.59 (Standard Lot) on July 1, 2027, and from $4,944.53 to $4,959.12 (Small Lot) the same date.
