Connecting a new single-family home to city water and sewer in Arizona’s two largest cities costs from about $6,423 in Tucson to about $9,491 on an infill lot in Phoenix, based on official 2026 schedules. The range widens sharply in Phoenix growth areas: the same home in the Northwest impact fee area pays about $31,346, because it carries water transmission and wastewater collection fees that infill neighborhoods do not. In Arizona, where the lot sits inside a city’s fee map often matters more than meter size.

The Phoenix impact fees come from the 2025 impact fee schedules effective June 23, 2025, and its tap and meter amounts from the Water Services full water service fee page, which still shows a 2008 effective date. The Tucson figures come from Tucson Water’s installation fees, its CAP Water Resource Fee and Pima County Code 13.20.600. All verified rows for Arizona are below.

Why the two cities work so differently

Phoenix: one city, fifteen fee areas

Phoenix provides both water and sewer, and it recovers growth costs through development impact fees collected at building permit. The water treatment fee ($4,387) is the same everywhere, but the other four utility impact fees change by service area. An infill lot pays $0 for water transmission and wastewater collection; a Northwest lot pays $14,046 and $5,127. The water resource acquisition fee is $2,009 in Off-Project areas and $0 in On-Project areas. Before you compare Phoenix lots, look up each parcel’s impact fee area.

Tucson: city water, county sewer

Tucson splits the bill between two agencies. Tucson Water charges for the service line and meter plus a CAP Water Resource Fee tied to Central Arizona Project water rights, and Pima County Regional Wastewater Reclamation charges a sewer connection fee that must be paid before the city releases the building permit. The City of Tucson’s own impact fees cover roads, parks, police and fire, not water or sewer, so they are not in the table.

Meter size and pavement

A 1-inch meter costs more in both cities but in different ways. In Phoenix the utility impact fees are the same for any meter up to 1 inch; only the tap and meter charge rises, to $2,263. At 1.5 inches, the Phoenix water treatment fee jumps to $9,564. In Tucson the county sewer fee is the same for 5/8-, 3/4- and 1-inch meters, while the CAP fee rises to $600.

Pavement repair can add more than a meter upsize. Phoenix’s 3/4-inch water service costs $3,066 with trench paving versus $1,779 without; Tucson’s 5/8-inch service is $2,700 with pavement replacement versus $1,740 without.

What the official fees leave out

Neither city’s charges pay for the private water line from the meter to the house, the private sewer line, trenching or the plumbing permit. Changes to watch in Arizona

Pima County’s sewer connection fee steps up every July 1: $4,443 for FY2026-27, $4,576 for FY2027-28 and $4,714 for FY2028-29.
Tucson Water’s new installation fees took effect July 6, 2026 after a fee study adopted May 19, 2026.
