Phoenix Water and Sewer Impact Fees and Tap Costs (2026)
The City of Phoenix Water Services Department provides both water and sewer for most Phoenix addresses, and the city’s Planning and Development Department collects the development impact fees. Where a home is built matters more than anything else. An infill home in the “Balance of City” area pays $7,467 in water and wastewater impact fees on a meter of 1 inch or smaller, while the same home in the Northwest service area pays $29,322, because growth areas carry transmission and collection fees that established neighborhoods do not. On top of either figure comes the city’s tap and meter charge, $1,779 for a 3/4-inch meter on an unpaved street.
Official fees at a glance
The table below shows every Phoenix row we verified. Two kinds of charges are mixed together, so read it by agency. The impact fees (water treatment, water resource acquisition, water transmission, wastewater treatment, wastewater collection) come from the city’s 2025 impact fee update, effective June 23, 2025, and apply per dwelling with a meter of 1 inch or smaller. The Water Services rows are charges for physical work: a full water service (tap and meter) and a sewer tap. The full water service fee page still says it took effect January 2, 2008, so treat those amounts as needing confirmation.

How Phoenix service areas change the fee
Phoenix divides the city into 15 impact fee service areas, and each is either “On-Project” or “Off-Project” for the water resource acquisition fee. The 2025 fee schedules by land use set these single-family amounts:

Worked example: a new single-family home
Assumptions: one detached home, a 3/4-inch meter, city crews installing the water service and sewer tap, and the lot in an Off-Project area. Three locations:

If the street has to be cut and repaved for the water tap, the 3/4-inch full water service rises from $1,779 to $3,066, adding $1,287 to each column. In case C, a parcel that the city classifies as On-Project would drop the $2,009 water resource acquisition fee, for a total of $9,185. Case C also assumes the wastewater collection fee is $0 there; Estrella South is the named exception at $5,409. Phoenix also lists a $500 bond with the sewer tap and right-of-way permit, which we left out of the totals.
What these fees don’t include
Phoenix crews install the water service from the main to the property line and the sewer tap and wye, but the contractor installs the sewer line from the wye to the property line, and everything on the lot is private work. Phoenix also charges non-utility impact fees (fire, police, parks and others) that we did not record. National estimates for the private work (methodology):
- Water service line from the meter to the house: $30–$150 per foot, typical $50. A 40-foot run is about $2,000.
- Sewer line: $50–$250 per foot, typical $100. A 60-foot run is about $6,000.
- Trenching in normal soil: $4–$15 per foot. Solid rock can multiply that by 2.5 to 7.
- Plumbing permit: $100–$1,300, typical $300.

How and when you pay
Phoenix collects its development impact fees at building permit. The water service and sewer tap charges go to Water Services, whose full water service fee page and sewer fees page describe the split of work: city crews install the water tap and service to the property line and the sewer tap and wye; the contractor installs the sewer line from the wye to the property line. The sewer page also lists a $500 bond.
Larger meters raise the impact fees. A single-family dwelling with a 1.5-inch meter pays a water treatment fee of $9,564 and a water resource acquisition fee of $4,380 in Off-Project areas, compared with $4,387 and $2,009 for a meter of 1 inch or smaller.
Changes to watch
- The impact fee schedule was adopted by the City Council on April 9, 2025 and took effect June 23, 2025. A future impact fee update will replace these figures; check the city’s impact fee page before you pull a permit.
- The full water service (tap and meter) fee page states an effective date of January 2, 2008. We list those figures as needing review; ask Water Services for a current quote.
- The sewer tap page shows no effective date.
