Chandler Water and Wastewater System Development Fees (2026)
The City of Chandler supplies water, wastewater and reclaimed water service across the city, so one utility bills the connection charges for nearly every new Chandler home. A new single-family home pays $9,962 in official connection charges when the developer has already installed the service line: $2,460 for water, $5,989 for wastewater and $1,094 for reclaimed water in system development fees, plus a $419 fee to set a 3/4-inch meter. On a lot where the city has to install the service line and meter box, the meter fee is $1,819 and the total is $11,362. The development fees are charged per home, not by meter size, and they are due when the building permit is issued. For how this compares nationally, see our guide to the cost to connect to city water.
Official Chandler fees in one table
The system development fees come from the city’s System Development Fee Schedule, effective July 1, 2024, adopted under City Code Chapter 38 and A.R.S. 9-463.05; the city’s annual fee report dated September 1, 2026 shows the same amounts. The meter, account and deposit amounts come from Chapter 50 of the Chandler City Code. Rows marked commercial apply to business and landscape meters, not houses.

How Chandler’s development fees work
Chandler charges a single-family home one “equivalent dwelling unit” per utility, whatever its meter size; businesses and landscape meters pay by meter size. That explains a figure in regional comparisons: Mesa’s August 2025 capacity fee study listed Chandler at $14,315 for a 3/4-inch meter. That is the sum of Chandler’s Table 1 charges for a commercial 3/4-inch meter ($3,690 water, $8,984 wastewater, $1,641 reclaimed), a size the schedule reserves for landscape use, which pays the water fee only. A house pays $9,543.
City of Chandler utility system development fees, effective July 1, 2024 (FY2025-26 annual report confirms)
| Fee | Single-family home (per unit) | Commercial 1″ meter |
|---|---|---|
| Water | $2,460 | $6,150 |
| Wastewater | $5,989 | $14,973 |
| Reclaimed water | $1,094 | $2,735 |
| Total | $9,543 | $23,858 |
Every house pays the reclaimed water fee: Chandler’s 2024 infrastructure plan treats the reclaimed system as part of both the water and wastewater systems and bases the fee on wastewater demand. The schedule has no separate water resource fee.
The same permit also carries non-utility development fees: $308 fire, $74 police, $110 public buildings, a parks fee of $0 to $5,242 by service area and, in mapped areas, $3,792 for arterial streets. They are left out of the totals here but belong in a permit budget; with everything applied, the schedule’s single-family total runs from $10,035 to $19,069.
Worked example for a single-family home in Chandler
Assumptions: one detached home inside city limits, a building permit issued under the current schedule, a standard 3/4-inch meter and no pavement repair.
Estimated official Chandler water and sewer charges for one new home (checked Sep 25, 2026)
| Charge | A: subdivision lot, developer-installed line | B: lot where the city installs the line | C: case A with a 1″ meter |
|---|---|---|---|
| Water system development fee | $2,460 | $2,460 | $2,460 |
| Wastewater system development fee | $5,989 | $5,989 | $5,989 |
| Reclaimed water system development fee | $1,094 | $1,094 | $1,094 |
| Water meter installation (Sec. 50-9) | $419 | $1,819 | $447 |
| Connection subtotal | $9,962 | $11,362 | $9,990 |
| Account opening fee | $25 | $25 | $25 |
| Total | $9,987 | $11,387 | $10,015 |
Only the meter fee moves. Section 50-9.2 charges $419 where the developer already built the service line from the main to the property line and the meter box; Section 50-9.1 charges $1,819 when the city installs them, plus its cost for any concrete or asphalt repair. Because development fees are flat per home, a 1-inch meter adds just $28 (or is $1,847 in case B).
What is not included in Chandler fees
The city’s fees stop at the meter. The builder or owner still pays for the water line from the meter to the house, the sewer lateral, the plumbing permit, and any street cut. National estimates (methodology), which already include trenching:
- Water service line, contractor installed: $30 to $150 per foot, typical $50. A 40-foot run is about $2,000.
- Sewer lateral, 4 to 6 inch PVC: $50 to $250 per foot, typical $100. A 60-foot run is about $6,000.
- Plumbing permit: $100 to $1,300, typical $300.
- Street cut or road bore with pavement repair, if the connection requires one: $1,000 to $10,000, typical $4,000.
Where SRP supplies electricity, its Rules and Regulations (revised November 3, 2025) publish no per-foot price; SRP can require the customer to provide trenching and conduit for underground service or pay a Contribution in Aid of Construction. The national estimate for an underground electric service lateral is $6 to $30 per foot, typical $15. Chandler’s Citywide Fee Schedule (effective March 2, 2026) also charges $150 for refuse and recycling containers with each new home’s building permit (its table of contents says $148).

Paying Chandler fees: timing and process
Under City Code Section 38-11, system development fees are paid when the building permit is issued. The city will not issue the permit, a water or sewer connection, or a certificate of occupancy until they are paid; if no permit is needed, they are due when the water connection is purchased. Builders of a single-family development can ask to lock the schedule in force at their first building permit for 24 months, and a fee cut during that period still applies.
Opening the utility account costs $25, with 24 hours’ notice for turn-on and $35 extra outside weekday business hours. Customers without established credit post a $120 deposit, refunded after 12 months of on-time payment. A home that also irrigates with reclaimed water pays $225 for a city-installed backflow device on a line up to 1 inch.
Compared with Mesa and Phoenix
Chandler’s water and sewer growth charge is almost the same as Mesa’s and falls between the two ends of the Phoenix range.
Water and wastewater growth charges and meter charge for one new home, 3/4″ meter
| City | Growth charges | Meter or tap charge | Varies by area? |
|---|---|---|---|
| Chandler | $9,543 (system development fees, July 2024) | $419 meter only, or $1,819 with city-installed line | No for utilities (parks and streets fees vary) |
| Mesa | $9,528 (capacity fees, 2026) | $460 meter installation | No, citywide |
| Phoenix, Balance of City | $7,467 (impact fees, June 2025) | $1,779 full water service (2008 fee page) | Yes, by service area |
| Phoenix, Northwest | $29,322 (impact fees, June 2025) | $1,779 | Yes |
Chandler’s $9,543 is $15 more than Mesa’s full 3/4-inch capacity fee under Mesa Ordinance No. 5970. It is $2,076 more than an infill Phoenix home and $19,779 less than a home in Phoenix’s Northwest area, using the Phoenix schedule effective June 23, 2025.
Upcoming changes in Chandler
- Chandler raised its utility development fees on July 1, 2024. The city’s comparison table shows the single-family total for water, wastewater and reclaimed water going from $8,258 to $9,543: water fell from $3,397 to $2,460, wastewater rose from $4,024 to $5,989 and reclaimed water from $837 to $1,094.
- The fees rest on an infrastructure improvements plan adopted January 12, 2024 for 2022 to 2032, which the city must update every five years.
- An October 15, 2026 council hearing covers monthly rate increases effective January 4, 2027 (9 percent water, 6.5 percent wastewater); the white paper lists no change to development or meter fees.
Chandler tap fee FAQ
How much are water and sewer connection fees for a new house in Chandler?
A single-family home pays $9,543 in system development fees ($2,460 water, $5,989 wastewater, $1,094 reclaimed water) plus a meter fee. If the developer built the service line, a 3/4-inch meter costs $419, for $9,962. If the city installs the line and meter box, the meter fee is $1,819 and the total is $11,362.
Does meter size change Chandler’s impact fee for a house?
No. Single-family homes pay per dwelling unit. Meter size changes only the installation fee, for example $419 for 3/4-inch and $447 for 1-inch when the developer built the service line. Meter-based development charges apply to commercial and landscape meters.
Is the Chandler impact fee really $14,315?
Not for a house. $14,315 is the total Chandler lists for a commercial 3/4-inch meter, and that size is sold only for landscape use. A single-family home pays $9,543 in water, wastewater and reclaimed water fees under the schedule effective July 1, 2024.
When do I pay Chandler’s system development fees?
At building permit issuance. The city will not issue the permit, the water or sewer connection, or the certificate of occupancy until the fees are paid. Builders of a single-family development can ask to lock the schedule in force at their first permit for 24 months.
