Citizens Energy Water & CWA Sewer Tap Fees, Indianapolis (2026)
In Indianapolis, Citizens Energy Group runs both sides of the connection: Citizens Water supplies the water, and its wholly owned CWA Authority, Inc. runs the sanitary sewer. For a new single-family home with the standard 3/4-inch water service, the published charges come to $4,585: Citizens Water’s $1,800 System Development Charge and $19 Establish Account and Install Meter fee, plus CWA Authority’s $2,530 sewer connection fee and $236 sanitary sewer lateral permit fee. The caveat that matters most is the water side’s own paperwork trail: Citizens Water’s per-meter-size fee schedule is a 2016 tariff (IURC Cause No. 44644) that Citizens’ own web pages still point to without republishing the dollar amounts, so a fee this size resting on a 10-year-old document is worth a phone call to Citizens before you budget.
Indianapolis connection fees at a glance
The table below lists every Indianapolis row in our database with its source. Citizens Water’s System Development Charge and Establish Account and Install Meter fee are both billed by pipe or meter size — a new house is normally on the 3/4-inch tier, since Citizens requires at least a 3/4-inch service line for a single residence. CWA Authority’s sewer connection fee works differently: it is priced per “equivalent dwelling unit” (EDU), and a single-family home is always exactly 1.0 EDU no matter what size water meter it has, so the $2,530 figure does not change with meter size. Rows with no dollar amount (the subsequent-connection fees and the electric line-extension row) are formulas or case-by-case charges, not fixed prices.

What a new Indianapolis house pays: worked example
Assume a new house with a 3/4-inch water service — the minimum Citizens allows for a single residence — on a street where the water and sewer mains were built more than 10 years ago, so no subsequent-connection fee applies. The System Development Charge and Establish Account and Install Meter amounts are from Citizens Water Appendix A, Miscellaneous Service Charges (IURC Cause No. 44644, effective April 22, 2016). The sewer connection fee and EDU rule are from CWA Authority’s 2026 Sanitary Standards Manual, Section 103.04, and the $236 lateral permit fee is confirmed on Citizens’ Connecting a Sewer Service Line page.
Published Citizens Water and CWA Authority charges for one new home (plumber’s and contractor’s work not included).
| Case | Water SDC | Establish Account/Install Meter | Sewer connection fee | Sewer lateral permit | Total |
|---|---|---|---|---|---|
| 3/4-inch service (standard new home) | $1,800.00 | $19.00 | $2,530.00 | $236.00 | $4,585.00 |
| 1-inch service (larger home or irrigation load) | $3,000.00 | $68.00 | $2,530.00 | $236.00 | $5,834.00 |
The 1-inch case costs more only on the water side. Because CWA Authority counts a single-family home as exactly one EDU regardless of meter size, the $2,530 sewer connection fee and the $236 permit fee are the same in both rows. Citizens’ tariff also lists a 5/8-inch SDC tier ($1,200) and a matching $19 meter fee, but that tier is for uses smaller than what Citizens allows for a house, so it does not apply here.
Where the arithmetic can change. If the water or sewer main serving the lot was built by a developer within the last 10 years, Citizens can add a Subsequent Connection Fee for each utility — described as “a few hundred to a few thousand dollars,” based on the property’s frontage share of what the main cost, and refunded to whoever originally paid for it. Citizens does not publish a lookup table; the review happens at permit application. That is the biggest unknown in an Indianapolis quote: the $4,585 total above is a floor for older, already-served lots, not a ceiling for every lot in the city.
Costs outside the Indianapolis fee schedule
Citizens’ charges cover the System Development Charge, the account/meter fee, and the sewer connection and permit fees. Everything else is private work a licensed, Citizens-bonded contractor prices and builds:
- Water service line from the main to the meter, including the excavation. National estimate $30–$150 per foot, typically about $50, with trenching in normal soil included. See water service line cost.
- Sanitary sewer lateral from the house to the main. The property owner hires the contractor who installs the lateral pipe outside the structure and makes the connection. National estimate $50–$250 per foot, typically about $100, trenching included. See sewer lateral cost.
- Rock, clay or deep digging. National estimates put hard digging at 1.2× to 7× the normal-soil rate. See utility trenching cost.
- Building and plumbing permits. The City of Indianapolis / Marion County (Department of Business and Neighborhood Services) issues its own improvement location and plumbing permits separately from Citizens’ charges. We could not independently verify a current, published fee amount for these city permits, so no figure is quoted here; confirm the amount with DBNS before you budget.
- Electric service. AES Indiana (Indianapolis Power & Light) extends overhead service under a revenue test: if the estimated new revenue covers the cost, the company builds the extension at its own expense; otherwise the developer pays the shortfall. AES Indiana publishes no fixed per-home charge for this (AES Indiana Rules and Regulations, Rule 12).

When you pay Indianapolis connection fees
For water, the property owner or a bonded contractor files a Water Service Application online. If the application needs technical review, Citizens says that typically takes five business days, and an association agreement or easement can add more time. Once the permit is ready, Citizens emails a notice of permit issuance pending payment of fees, and the System Development Charge is assessed during that permitting process, based on the size of the service line pipe being installed; Citizens’ own materials say the SDC and the Establish Account and Install Meter charge appear on the customer’s first water bill rather than being collected up front at the counter. The owner or contractor is responsible for the trench, the meter pit, and installing the service line; only a Citizens-bonded contractor may schedule the actual tap into the main.
For sewer, the $2,530 connection fee and $236 permit fee are both charged during CWA Authority’s permit review and issuance process, before the lateral permit is issued, and are paid online after approval. A listed, insured, City-of-Indianapolis-bonded contractor installs the sanitary sewer lateral outside the structure and makes the connection to the main.
What could change in Indianapolis
- A tariff that hasn’t been republished with numbers. Citizens’ “Connecting a Water Service Line” page confirms the SDC and the Establish Account and Install Meter charge exist and describes how they’re billed, but doesn’t print dollar amounts; those still come from the 2016 tariff under IURC Cause No. 44644. We found no later general rate case revising these charges through 2026, but confirm current figures with Citizens New Service (317-927-4444) before budgeting a closing date.
- Subsequent Connection Fee exposure on newer streets. Any lot fronting a main built in roughly the last decade can carry an added, address-specific charge on top of the totals above. Ask Citizens for a connection fee calculation before budgeting a lot in a subdivision built after the mid-2010s.
- City permit fees not covered here. Marion County’s plumbing and improvement location permits are billed separately; confirm current amounts with the Department of Business and Neighborhood Services.
Indianapolis tap fee FAQ
How much does it cost to connect a new house to water and sewer in Indianapolis?
With the standard 3/4-inch water service, Citizens Water and CWA Authority’s published charges total $4,585: a $1,800 System Development Charge, a $19 Establish Account and Install Meter fee, a $2,530 sewer connection fee, and a $236 sewer lateral permit fee. This does not include the contractor’s cost to dig and lay the service line and lateral, or any Subsequent Connection Fee on a newer street.
What is Citizens Water’s System Development Charge?
It is a one-time charge assessed during permitting, based on the size of the water service pipe being installed. The published tariff sets it at $1,200 for a 5/8-inch service, $1,800 for 3/4-inch (the minimum for a house), and $3,000 for 1-inch, rising to $138,000 for a 10-inch service.
Why is the “Establish Account and Install Meter” fee only $19?
That figure is correct, not a typo or a missing decimal. It is a small flat administrative charge, separate from the System Development Charge, that covers opening the water account and installing the meter; it scales up to $68 for a 1-inch meter and $337 for a 6-inch meter on the same tariff schedule. The much larger cost of a new connection is the System Development Charge, not this fee.
How is the CWA Authority sewer connection fee calculated?
By equivalent dwelling unit (EDU), not by meter size. CWA Authority’s 2026 Sanitary Standards Manual fixes a single-family home at exactly 1.0 EDU, so the connection fee is $2,530 regardless of whether the house has a 3/4-inch or 1-inch water meter. Commercial and mixed-use connections are the ones billed by meter size.
What is the Subsequent Connection Fee?
A charge Citizens can add when a new connection ties into a water or sewer main that a developer built within roughly the last 10 years. Citizens describes it as ranging from a few hundred to a few thousand dollars, based on the property’s share of what the main cost, and the money is refunded to whoever originally paid for the main. It does not apply to mains older than about 10 years.
Who installs the water and sewer lines in Indianapolis?
The property owner hires a contractor for the trenching, meter pit, and service line or sewer lateral. The contractor must be bonded with Citizens Energy Group for water work and listed, insured, and bonded with the City of Indianapolis for sewer lateral work. Only a Citizens-bonded contractor may schedule the actual tap into the water main.
