KC Water Tap & Connection Fees (2026)
KC Water, the City of Kansas City, Missouri’s water and sewer utility, provides both services at a typical address inside the city. For a new single-family home with a 3/4-inch corporation tap and a 5/8-inch or 3/4-inch meter, the published city charges come to $858.00: a $100 water service permit, a $303 tap on an iron main, a $239.50 meter (including the radio transmitter), a $73.50 meter set fee and a $142 sewer connection and inspection fee. We found no system development or impact fee in the documents we read, so the plumber’s bill for digging and pipe will be much larger than anything you pay the city.
Kansas City tap and connection charges at a glance
The table lists every Kansas City row in our database with its source. The $100 permit and the $110 plan review fee are set in the City Code, Sections 78-28(c) and 78-28(e), as printed in KC Water’s FY2027 Rate Book (rates effective May 1, 2026). The tap charges, meter set fees and meter prices come from KC Water’s price schedule in its Rules and Regulations for Water Service Lines. Tap prices depend on two things: the tap size (3/4-inch or 1-inch) and whether the main in your street is iron or PVC pipe. You pay one tap charge, not both. The 5% main extension fee applies only when a developer or owner extends a public main, so most home buyers never see it.

What a new Kansas City house pays: worked example
Assume a new house on an existing street with a KC Water main in front, a 3/4-inch copper service line, a 5/8-inch or 3/4-inch meter and a new sewer service line to the public main. The tap prices below are in KC Water’s Rules and Regulations for Water Service Lines (January 2025), Sections 8.9 and 8.10, and the May 2026 edition of those rules lists the same tap prices and set fees. The meter prices are from the May 2026 edition, Section 8.8. The permit fee is in City Code Sec. 78-28(c), KC Water Rate Book FY2027. The sewer fee is in the 2026 Rules and Regulations for Sewer Service Lines, Sec. 1.07(b).
Published KC Water charges for one new single-family home (plumber’s work not included).
| Case | Water permit | Tap | Meter | Meter set fee | Sewer connection/inspection | Total |
|---|---|---|---|---|---|---|
| 3/4-inch tap, iron main | $100.00 | $303.00 | $239.50 | $73.50 | $142.00 | $858.00 |
| 3/4-inch tap, PVC main | $100.00 | $339.00 | $239.50 | $73.50 | $142.00 | $894.00 |
| 1-inch tap and meter, iron main | $100.00 | $327.00 | $316.30 | $77.70 | $142.00 | $963.00 |
| 1-inch tap and meter, PVC main | $100.00 | $351.00 | $316.30 | $77.70 | $142.00 | $987.00 |
The meter price includes the radio transmitter (MTU). The May 2026 edition lists $239.50 for a 5/8-inch or 3/4-inch meter and $316.30 for a 1-inch meter, slightly more than the January 2025 rules. KC Water says meter prices are subject to change without notice and move with supply costs, so ask the permit desk (816-513-2174) for today’s figure before you budget.
If the house needs a water service plan review, add $110 for up to ten service connections, plus $65 if the plans are rejected and have to be resubmitted. KC Water requires plans sealed by a Missouri professional engineer for commercial connection applications; its rules do not list that requirement for a single-family service.
What Kansas City’s fees don’t cover
KC Water’s charges cover the permit, the tap it makes on the main, the meter and inspection. Everything else is private work your licensed master plumber prices:
- Water service line from the main to the house, including the excavation at the main (the rules require a pit at least 3-1/2 by 4-1/2 feet with the main fully uncovered). National estimate $30–$150 per foot, typically about $50, with trenching in normal soil included. See water service line cost.
- Sewer service line from the house to the public sewer. National estimate $50–$250 per foot, typically about $100, trenching included. See sewer lateral cost, and how sewer lateral ownership differs by city, since Kansas City owners own the lateral to the public main.
- Street cuts and pavement repair. KC Water’s rules make street repair the plumber’s responsibility, and a Public Works excavation permit may be needed first. Hard digging in rock or clay costs more; national estimates put it at 1.2× to 7× the normal-soil rate (see utility trenching cost).
- Building and plumbing permits from the City’s building department, which are separate from KC Water’s charges.
- Electric service. Evergy serves Kansas City; its line extension terms were not accessible to us, so no electric figure is included here.

When you pay Kansas City connection fees
Only a licensed master plumber can pull a KC Water service permit (fire sprinkler and demolition contractors get limited permits of their own). The plumber applies through CompassKC, the city’s online permitting system, and pays before the permit is issued. KC Water’s sewer rules say all permit fees, plan review fees, sewer connection charges, meters and meter setting are paid when the permit is procured, and that permit, inspection and plan review fees are not refundable.
Only KC Water taps its water mains. The plumber excavates, KC Water makes the corporation tap (no larger than 1 inch), and KC Water sets and seals the meter, which stays city property under City Code Sections 78-24 and 78-25. Services larger than 1 inch need a branch tee cut in by the plumber and inspected by KC Water; those connections have their own prices in the same schedule, starting at $1,392 for a 6-inch by 6-inch iron pipe connection.
A permit is valid for 180 days and can be renewed once for another 180 days by writing to the permit desk. After a year a new permit is required. Under KC Water’s sewer rules, fees triple for work started without a permit and for a sewer connection made without paying the connection fee. No permit is issued while the owner has an unpaid KC Water account.
Kansas City fee changes to watch
- Meter prices. The May 2026 edition of the water service line rules raised the meter charges over the January 2025 prices. KC Water says meter prices can change without notice.
- Tap and set fees. The May 2026 edition kept the 3/4-inch and 1-inch tap prices and the $73.50 and $77.70 set fees. KC Water says connection charges can change without notice, so check with the permit desk.
- Annual rate ordinance. The permit and plan review fees sit in City Code Chapter 78 alongside the water rates. The current Rate Book covers bills from May 1, 2026; check for a newer edition before relying on these amounts.
- Main extensions. KC Water circulated proposed revisions to its main extension rules in February 2026. The 5% fee ($750 minimum) is unchanged in the draft.
Kansas City tap fee FAQ
How much does KC Water charge to connect a new house?
The published charges total $858.00 for a 3/4-inch tap on an iron main: $100 permit, $303 tap, $239.50 meter, $73.50 meter set fee and $142 sewer connection and inspection. On a PVC main the tap is $339, for a total of $894.00.
Does Kansas City, Missouri have a water impact fee or system development charge?
We found none in the KC Water Rate Book, the City Code sections on water service, or KC Water’s service line rules. The city’s charges for a new home are the permit, tap, meter, set fee and sewer connection fee.
Who makes the water tap in Kansas City?
KC Water. Its rules say only KC Water may tap a water main. Your licensed master plumber digs to the main, installs the service line and handles street repair, and KC Water makes the tap and sets the meter.
Why does the tap cost more on a PVC main?
KC Water prices small taps by pipe material. A 3/4-inch tap is $303 on an iron main and $339 on a PVC main; a 1-inch tap is $327 or $351. Your plumber or the permit desk can tell you which kind of main serves the lot.
How long is a KC Water service permit good for?
180 days. It can be renewed once for another 180 days with a written request; after a year the plumber needs a new permit. Work abandoned and restarted during that time needs a new permit at half the original fee.
What does the $142 sewer fee cover?
It is KC Water’s sewer service connection and inspection fee. The water rules break it into a $52 connection charge and a $90 inspection charge. It is paid with the permit, and it triples if the connection is made without a permit.
