Round Rock Water & Wastewater Impact Fees (2026)
Inside Round Rock, the City of Round Rock supplies water and wastewater service, and almost all of the connection cost is the city’s water and wastewater impact fee, charged per living unit equivalent (LUE). For a new single-family home with a 5/8-inch meter on a lot whose plat was recorded after January 1, 2024, the city’s published charges come to $8,353: a $4,912 water impact fee, a $2,921 wastewater impact fee, a $320 water meter fee and a $200 water/sewer line fee. A 3/4-inch meter counts as 1.5 LUEs, which pushes the impact fees alone to $11,749.50. The biggest caveat is the plat date. Round Rock publishes six older rate tiers, and a house in a subdivision platted before 2005 pays $3,969 in impact fees instead of $7,833.
Official Round Rock fees in one table
The table below lists every Round Rock row in our database, each linked to the city page or code section it came from. Most of the numbers come from the city’s building-inspection page for new single-family construction, which lists the permit-stage fees and the impact fee schedule in one place. Read the impact fees in two steps. First find your tier: Round Rock picks the rate by the date the subdivision plat was recorded, not by the date of your building permit. Then multiply by your meter’s LUE count. The city’s table sets a 5/8-inch meter at 1 LUE, a 3/4-inch meter at 1.5 and a 1-inch meter at 2.5. The $100 deposit and $25 service connection fee are account charges, and the oversize fees are listed with the city code’s subdivision fees rather than the building-permit fees, so none of the three is in our typical total.

Worked example: a new home in Round Rock
Assumptions: a detached house inside city limits and served by the City of Round Rock, on a lot whose plat was recorded after January 1, 2024. All figures come from the city’s New Residential Single Family Construction page (checked September 24, 2026).
Round Rock water and wastewater charges for one home by meter size, current (post-2024 plat) impact fee tier.
| Line item | 5/8-inch meter (1 LUE) | 3/4-inch meter (1.5 LUE) |
|---|---|---|
| Water impact fee ($4,912 per LUE) | $4,912.00 | $7,368.00 |
| Wastewater impact fee ($2,921 per LUE) | $2,921.00 | $4,381.50 |
| Water meter fee | $320.00 | not published |
| Water/sewer line fee | $200.00 | $200.00 |
| Total | $8,353.00 | $11,949.50 + meter fee |
The city page lists a meter fee only for the 5/8-inch size, so the 3/4-inch column is incomplete. Ask the Planning and Development Services front desk (512-218-5428) for the larger meter’s charge before you budget.
How the plat date changes the total for the same 5/8-inch home, with the same $520 in meter and line fees:
- Plat recorded after February 1, 2021 and before the 2024 tier: $4,234 + $1,799 = $6,033 in impact fees, $6,553 in total.
- Plat recorded March 1, 2016 to January 31, 2021: $4,025 + $2,099 = $6,124, or $6,644 in total. This older tier is $91 higher than the 2021 tier: its water fee is $209 lower but its wastewater fee is $300 higher.
- Plat recorded before January 1, 2005: $2,910 + $1,059 = $3,969, or $4,489 in total.
The three other tiers run from $5,602 (2005 to 2008) to $6,829 (2009 to July 2012) in impact fees per LUE. The city page prints the start of that 2009 tier as “January 1, 200,9”, which we read as 2009.
What Round Rock’s fees don’t cover
The city’s charges cover the impact fees, the meter and the line fee. The page does not say what the $200 water/sewer line fee pays for, so do not assume it covers any pipe on your lot. The work between the street and the house is private and paid separately:
- Water service line from the meter to the house. National estimate $30–$150 per foot installed, trenching included, typically about $50. A 60-foot run at $50 is $3,000. See water service line cost.
- Sewer lateral from the house to the public main. National estimate $50–$250 per foot, trenching included, typically about $100. A 60-foot lateral is about $6,000. See sewer lateral cost.
- The building permit. Round Rock lists a $485 building permit fee on the same page. It is a building fee, not a utility fee, so it is not in our totals.
- The roadway impact fee. Round Rock has charged a separate roadway impact fee since January 1, 2020, phased in by final plat date. It is billed with the building permit but is not a utility charge, and we do not include it.
- Electric and gas. The city lists Oncor for electricity and Atmos for gas. We have not verified any line-extension charges from either, so none are included.

When you pay Round Rock connection fees
- With the building permit. The impact fees, the meter fee and the line fee appear on the city’s list of permit fees for a new single-family house. After the city accepts the application, it calculates the fees and posts them in the permit portal. The permit is not issued until outstanding fees are paid.
- Review time. The city says a new single-family permit review takes about 30 business days from acceptance, and expedited review is not available. A permit expires if work does not start within six months of issue.
- Finding your plat date. If you do not know when your subdivision plat was recorded, the city asks you to call Planning and Development Services at 512-218-5428.
- Starting the water account. Under Sec. 44-31 of the city code, a residential customer pays a $100 water services deposit per dwelling unit, which also covers sewer and garbage. It is waived for an existing customer with a clean 12-month payment history, or a new customer who brings a comparable letter of credit from another utility. Sec. 44-30 adds a $25 service connection fee, or $75 for same-day connection.
Upcoming changes in Round Rock
- No new impact fee tier found. The newest tier covers plats recorded after January 1, 2024. We found no newer adopted rate as of September 2026.
- No adopting ordinance cited. The city lists the impact fee schedule on its building-inspection page, not in the codified utility chapter, which reserves Secs. 44-37 to 44-54. We could not locate the council ordinance that set the 2024 rates. Treat the city page as the working schedule, and confirm the final amount on your permit invoice.
How Round Rock compares with Austin, Georgetown and Leander
For a 5/8-inch meter on a lot platted after each city’s most recent fee update, Round Rock’s $8,353 is close to Austin Water’s roughly $8,119 and well below Leander’s $11,503. At 3/4 inch, Round Rock’s impact and line fees reach $11,949.50 before the meter fee. That is already near Austin’s full charge of about $11,997 and far below Leander’s $17,109.50. Georgetown is the outlier at about $24,494 at its current rates, though it counts a standard home as one service unit regardless of meter size.
Round Rock tap fee FAQ
How much are Round Rock’s water and wastewater impact fees in 2026?
For plats recorded after January 1, 2024, the city charges $4,912 for water and $2,921 for wastewater per LUE. A standard home with a 5/8-inch meter is 1 LUE, so the impact fees total $7,833. Adding the $320 meter fee and $200 line fee brings the published total to $8,353.
Why does my builder quote a lower impact fee?
Round Rock charges the rate that matches the date your subdivision plat was recorded. The city lists seven tiers. For plats recorded after February 1, 2021, the rate is $4,234 plus $1,799 per LUE. For plats recorded before 2005 it is $2,910 plus $1,059. Call the city at 512-218-5428 to confirm your plat date.
Does a bigger water meter cost more in Round Rock?
Yes. The impact fee is multiplied by the meter’s LUE count. A 3/4-inch meter is 1.5 LUEs, so the current impact fees rise from $7,833 to $11,749.50. A 1-inch meter is 2.5 LUEs, or $19,582.50 in impact fees.
Is the roadway impact fee part of the tap fee?
No. The roadway impact fee took effect on January 1, 2020 and is phased in by final plat date. It is collected with the building permit, but it pays for roads, not water or sewer, so we leave it out of the utility totals on this page.
Do I have to pay a water deposit in Round Rock?
A residential customer pays a $100 water services deposit per dwelling unit when applying for service, and it also covers sewer and garbage. The city waives it for an existing customer who, in the prior 12 months, had no more than one late payment and no disconnection for nonpayment, among other conditions. A new customer can qualify with a letter of credit from another utility showing the same record.
