Nampa Water & Sewer Hookup and Impact Fees (2026)

Last reviewed: By Utility Cost Guide editor

The City of Nampa runs its own water, wastewater and pressure irrigation systems, so the city bills every utility connection charge for a new house. A single-family home pays $5,867 in current, published water and sewer charges. That covers a $269 water impact fee, a $1,815 wastewater impact fee and a $3,783 wastewater hookup fee. Add the domestic water hookup fee ($1,189) and a 1-inch meter connection fee ($532), and the total is about $7,588. Those last two figures come from a resolution that took effect October 1, 2021, the newest one the city has posted. The caveat that matters most: Nampa charges two layers, impact fees and hookup fees. Impact fees are adjusted for inflation each year, and hookup fees have been raised by council resolution in line with a producer price index, so the $1,721 from 2021 is likely out of date and the city’s permit estimate is the number to budget from.

Official Nampa fees in one table

The table lists every Nampa row we collected. Read it as a menu. A typical house pays the two impact fees, both parts of the wastewater hookup fee, the water hookup fee and one meter fee. The impact fees come from the city’s 2026 Development Impact Fee Schedule, which lists the utility fees in a column headed “2024 Fee (current)”. The wastewater hookup fees come from Resolution 30-2023, effective December 1, 2023. The domestic water hookup and meter fees come from Resolution 50-2021. Because that resolution is from fiscal 2022, we mark its rows for review. The service line fees, the pressure irrigation hookup fee and the utility deposit apply only in some cases.

Worked example: a new home in Nampa

Assumptions: a detached house inside Nampa city limits on city water and city sewer, rated one EDU (equivalent dwelling unit), with the 1-inch meter. That is the smallest size on Nampa’s meter fee list and on its permit estimate form. Wastewater is charged at the SE2 waste-strength class. Resolution 30-2023 lists classes SE1 to SE7 without naming a residential one; we use SE2 because the city labels its residential water and sewer rate sheet for 1-inch-and-smaller meters “SE 2”. The lot is in a subdivision where the developer built the service lines, so no service line fee applies.

City of Nampa utility connection charges for one single-family home

Fee Source Amount
Water impact fee Impact fee schedule, 2024 fee (current) $269.00
Wastewater impact fee Impact fee schedule, 2024 fee (current) $1,815.00
Wastewater hookup, collection fee Res. 30-2023, Dec 1, 2023 $2,407.00
Wastewater hookup, treatment fee (SE2) Res. 30-2023, Dec 1, 2023 $1,376.00
Subtotal, current documents $5,867.00
Domestic water hookup, base (per EDU) Res. 50-2021, Oct 1, 2021 $1,189.00
1-inch meter connection fee Res. 50-2021, Oct 1, 2021 $532.00
Total, city water and sewer $7,588.00

How it adds up: $269 + $1,815 + $2,407 + $1,376 = $5,867. Add $1,189 + $532 = $1,721, and the total is $7,588. Treat the last $1,721 as a floor. Nampa has raised its hookup fees in line with the PPI-West producer price index. The 2021 resolution applied a 3.84% increase, and the 2023 irrigation and wastewater resolutions applied 19.98% and 12.55%. The water hookup amounts in effect today are probably higher than the 2021 figures.

Pressure irrigation adds a third layer if your lot is on Nampa’s municipal pressure irrigation system. The impact fee for a 1-inch irrigation service is $1,582. The March 2023 irrigation resolution adds a hookup fee of $823 per SCE. For a home that pays both, the total becomes $7,588 + $1,582 + $823 = $9,993. If the city installs the service lines instead of a developer, the 2021 and 2023 resolutions list $1,719 for a 1-inch domestic water service line and $2,548 for a 1-inch irrigation service line.

Two sets of numbers are in circulation. The impact fee chapter of the city code (April 2026 version) still prints the original 2022 utility impact fees: $236 for water, $1,592 for wastewater and $1,387 for a 1-inch irrigation service. The same chapter requires all city impact fees to be adjusted every July 1 for inflation, with utility fees following PPI-West. The city’s June 2024 impact fee bulletin shows those adjustments: a 17.36% increase on July 1, 2023 ($277 water, $1,868 wastewater, $1,628 irrigation), then a 2.83% decrease effective July 24, 2024, to the $269, $1,815 and $1,582 used above. The December 2025 bulletin still lists the 2024 amounts as current, so no 2025 change to utility impact fees was published. We did not find a figure for July 1, 2026.

Costs outside the Nampa fee schedule

Impact and hookup fees buy capacity in Nampa’s systems, the meter and, in some cases, the public service line. None of them pays for the private pipe on your lot. City code puts the private water service line entirely on the owner, from labor to materials. The sewer lateral from the house to the city stub is usually private work too. National estimates (methodology), which already include trenching:

Nampa also collects non-utility impact fees with the building permit. For a single-family permit application submitted on or after January 1, 2026, those are $3,133 for parks, $761 for police, $1,267 for fire and $4,933 for streets, or $10,094 in all. We have not added them to the utility total. Electric service comes from Idaho Power. We did not read a current line-extension tariff for this page, so it has no electric figures. Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

Paying Nampa fees: timing and process

Impact fees are due when the building permit (or manufactured home installation permit) is issued, under Nampa City Code 3-7. A fee payer can pay under protest to avoid delaying the permit. Hookup fees work a little differently. City code sections 8-1-10 and 8-2-12 let the city defer water and sewer hookup fees for up to 180 days, or until a certificate of occupancy is requested, whichever comes first. The owner must apply in writing. No one may connect to a sewer line without paying the fee or receiving a deferral.

The city installs every new water meter. To get an estimate, fill in the Building Department’s Project Assessment Fee Estimate form and email it to buildingpermits@cityofnampa.us. The form returns sewer, water and irrigation fee totals alongside the building permit fee. Once the house is occupied, Utility Billing (208-468-5711) opens the account. The city’s 2021 billing guidelines list a $34 new service processing fee on the first bill. City code allows a $150 residential deposit, but only in listed cases, such as an unpaid prior city account or a disconnection for nonpayment in the past four years.

How Nampa compares with Boise and Meridian

City utility connection charges for one typical new single-family home

City What is counted Total
Nampa Water and wastewater impact fees, wastewater hookup, water hookup, 1-inch meter $7,588.00
Meridian Water and sewer assessments, 3/4-inch meter (FY2027) $7,937.44
Boise FY2026 sewer fees for a 2,100 sq ft home on a low-density lot, plus tap-in permit; Veolia water has no hookup fee $4,633.62

Nampa’s total is $349.44 below Meridian’s ($7,937.44 − $7,588) and $2,954.38 above Boise’s ($7,588 − $4,633.62). On sewer alone, Nampa’s $1,815 impact fee plus $3,783 hookup fee comes to $5,598, close to Meridian’s $5,807 sewer assessment and above Boise’s $4,549.20. Nampa’s water charges are lower than Meridian’s, but its figures include older amounts that have likely risen. A Nampa lot on city pressure irrigation adds another $2,405, which neither comparison city charges.

Nampa tap fee FAQ

How much are water and sewer hookup fees in Nampa, Idaho?

For one single-family home, the current published charges are a $269 water impact fee, a $1,815 wastewater impact fee and a $3,783 wastewater hookup fee, or $5,867. The 2021 water hookup fee ($1,189) and 1-inch meter fee ($532) bring the total to about $7,588.

What is the difference between an impact fee and a hookup fee in Nampa?

Impact fees pay for growth-related capacity, such as supply, storage and treatment, and are paid when the building permit is issued. Hookup fees are set by council resolution and cover service lines, meters, mains and collection and treatment capacity for each connection. A new home pays both.

Why is Nampa’s sewer hookup fee split into collection and treatment?

Resolution 30-2023 charges a collection fee that is the same for every customer, $2,407, plus a treatment fee that depends on waste strength, from $667 (SE1) to $5,428 (SE7). Nampa’s residential water and sewer rate sheet uses the SE2 class, so we use its $1,376 treatment fee, for a total of $3,783. Confirm the class with the city.

Do I pay pressure irrigation fees in Nampa?

Only if your lot is on the city’s municipal pressure irrigation system. The impact fee for a 1-inch irrigation service is $1,582, and the March 2023 resolution lists an $823 hookup fee. The city’s irrigation connection form involves annexing the property into the Nampa Municipal Irrigation District, so ask whether your lot is served.

Can Nampa hookup fees be deferred?

Yes. City code lets the city defer water and sewer hookup fees for up to 180 days or until a certificate of occupancy is requested, whichever comes first, on written application. Impact fees are still due at building permit issuance.

Is it cheaper to build in Nampa or Meridian?

On city water and sewer fees they are close: about $7,588 in Nampa against $7,937.44 in Meridian. Nampa’s water figures date from 2021 and have likely risen, so the gap may be smaller. Both cities also charge parks, police, fire and road impact fees, which are not included here.
