Meridian Water & Sewer Assessment Fees (2026)

Last reviewed: By Utility Cost Guide editor

The City of Meridian operates its own water and sewer utilities, so one city fee schedule covers both connections. A new detached single-family home pays $7,937.44 in city water and sewer connection charges for a permit issued on or after October 1, 2026: a $1,696 water assessment, a $5,807 sewer assessment and $434.44 for a 3/4-inch meter with its radio transmitter in its own meter vault. Both assessments rose on June 1, 2026, by a combined $578. The caveat that matters most is that Meridian calls these charges “assessments,” not tap fees, and charges them per equivalent residential unit (ERU), so a home counted as more than one ERU pays a multiple. For how this compares nationally, see our guide to the cost to connect to city water.

Meridian tap and connection charges at a glance

The table below lists every Meridian row we verified. Read it as a menu, not a bill: a typical new house pays the two assessments once each and buys one water meter. Of the three meter rows priced for fiscal 2027, you pay one. The standard 3/4-inch meter in its own vault costs $434.44. Where two homes share one meter vault, each pays $359.86 because they split a dual-port transmitter. A fourth meter row shows the $422.37 price that applies to permits issued before October 1, 2026. The assessment amounts come from the city’s June 1, 2026 fee notice and match its online City Fees Schedule, which cites Resolution 26-2566. The meter prices come from the FY2027 water meter fee notice.

Worked example: a new home in Meridian

Assumptions: a detached house inside Meridian city limits, served by city water and city sewer, counted as one ERU, with a 3/4-inch meter. The table shows three versions, because the meter price depends on the permit date and on whether the lot has its own meter vault.

City of Meridian water and sewer connection charges for one single-family home (1 ERU)

Case Water assessment Sewer assessment Meter Total
Permit on or after Oct 1, 2026, own meter vault $1,696.00 $5,807.00 $434.44 $7,937.44
Permit on or after Oct 1, 2026, shared meter vault $1,696.00 $5,807.00 $359.86 $7,862.86
Permit June 1 to Sept 30, 2026, own meter vault $1,696.00 $5,807.00 $422.37 $7,925.37

How the base case adds up: $1,696 + $5,807 = $7,503 in assessments, plus $434.44 for the meter, is $7,937.44. Before June 1, 2026 the same assessments were $1,514 and $5,411, or $6,925. That means a house permitted in May 2026 paid $578 less in assessments than one permitted in June.

If a home needs a 1-inch meter, swap in $505.44 for the meter and the fiscal 2027 total becomes $1,696 + $5,807 + $505.44 = $8,008.44. The ERU is the multiplier to watch. The fee schedule lists each assessment as a fee “per Equivalent Residential Unit” for residential, multifamily and commercial customers. Meridian City Code Title 9 (sections 9-1-12 and 9-4-18) bases single-family assessments on one ERU and rates other uses from an ERU table or by the City Engineer. A project the city rates at more than one ERU pays a multiple, so ask how yours will be rated.

The city’s residential fee calculation worksheet (dated June 1, 2026) is only partly updated. It lists the new $1,696 and $5,807 assessments as unit prices, but its amount column still shows the old $1,514 and $5,411. Its meter menu labels the 3/4-inch meter as the most common size and prices it at $323.92, the older dual-vault price. We used the current fee notices for meter prices. If your lot shares a vault, expect the lower dual-port figure.

What Meridian’s fees don’t cover

The assessments buy capacity in Meridian’s water and wastewater systems, and the meter fee buys the meter and its radio transmitter. None of these fees pays for pipe on your lot. Your plumber or site contractor builds the private water line from the meter to the house and the sewer lateral from the house to the city’s service stub. The city also lists a $50 residential sewer/water combo inspection on its plumbing permit fee schedule. National estimates (methodology), which already include trenching:

Other one-time permit charges are not utility fees. The city’s worksheet lists police, fire and parks impact fees scaled by living area and a flat $5,803 Ada County Highway District impact fee for a single-family home. For a home of 1,701 to 2,500 square feet, the worksheet’s police, parks and fire fees are $402, $4,119 and $995. We have not added those to the utility total above. Electric service comes from Idaho Power. We could not load its line-extension tariff, so this page has no electric figures. We also have no Intermountain Gas hookup figure on file. For national ranges, see cost to run power to a property and gas line connection cost.

Estimate utility connection costs

Estimates are planning figures, not quotes. Confirm fees and trench rules with your utility.

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

Paying Meridian fees: timing and process

Plan on paying the water and sewer assessments and the meter fee through Community Development as part of the building permit. The city’s residential fee worksheet estimates all three alongside the building permit fee, and the FY2027 meter notice is addressed to builders, contractors and applicants. The meter notices announce new prices by effective date, so a permit issued on or after October 1, 2026 should expect the fiscal 2027 meter price. Confirm the amount with the permit counter if your project is close to that date.

Questions about the fees go to Community Development at 33 E. Broadway Ave., Suite 102, 208-887-2211. Once the house is occupied, water and sewer accounts are handled by Utility Billing at 208-888-4439.

How Meridian compares with Boise next door

The two cities sit side by side but charge very differently. In Boise, the city handles only sewer. Most homes get water from Veolia Water Idaho, whose tariff has no hookup fee when a main fronts the lot. Boise’s sewer fee also varies with the home’s size and the lot’s density. A 2,100-square-foot home on a low-density lot pays $4,549.20 in fiscal 2026 sewer connection fees, plus an $84.42 tap-in permit, or $4,633.62.

Meridian charges one flat sewer assessment regardless of house size, and it adds a water assessment and a meter. For the same 2,100-square-foot house, Meridian’s utility total is $7,937.44 against Boise’s $4,633.62, a gap of $3,303.82. Sewer alone is $5,807 in Meridian versus $4,549.20 in Boise. Boise’s FY2027 proposed budget would raise its figure to $5,133, still $674 below Meridian. Even a Boise house over 2,800 square feet on a low-density lot pays $5,726.64, less than Meridian’s sewer assessment alone.

Meridian tap fee FAQ

How much are water and sewer hookup fees in Meridian, Idaho?

For one single-family home the city charges a $1,696 water assessment and a $5,807 sewer assessment, effective June 1, 2026. Add a water meter, $434.44 for a 3/4-inch meter with a single-port transmitter from October 1, 2026, and the total is $7,937.44.

What is a water or sewer assessment fee in Meridian?

It is Meridian’s name for its connection or capacity fee. The fee schedule describes each one as a fee per Equivalent Residential Unit to connect to the city system. The city code bases single-family assessments on one ERU, so a detached house pays each assessment once.

Did Meridian’s connection fees go up in 2026?

Yes. On June 1, 2026 the water assessment rose from $1,514 to $1,696 and the sewer assessment from $5,411 to $5,807, a combined $578. Meter prices rise again on October 1, 2026.

Why are there two prices for a 3/4-inch meter?

The meter is sold with a radio transmitter called an MXU. A meter in its own vault needs a single-port unit, $434.44 in all for fiscal 2027. When two meters share one vault, each pays half of a dual-port unit, so the price drops to $359.86.

Is it cheaper to build in Boise or Meridian?

On utility connection fees, Boise is cheaper for most homes. A 2,100-square-foot Boise home pays $4,633.62 in FY2026 city sewer fees and permits and usually nothing for Veolia water. In Meridian the same house pays $7,937.44. Road, park and other impact fees differ too and are not included here.

When do I pay Meridian’s assessment fees?

Expect them as part of the building permit. The city’s residential fee worksheet estimates the water assessment, sewer assessment and meter alongside the building permit fee, so budget for the rates in effect when the permit is issued and confirm with the permit counter.
