Las Cruces Utilities (LCU) Water and Sewer Tap Fees (2026)
Las Cruces Utilities (LCU), the city’s own combined water and sewer utility, handles both connections for nearly every address in Las Cruces through one office. For a new single-family home with the standard 5/8 x 3/4-inch meter, LCU’s official charges total $8,241: a $1,207 water service connection charge, a $2,748 Water Development Impact Fee, a $1,560 wastewater service connection charge, and a $2,726 Wastewater Development Impact Fee. The timing is the catch: only $5,504 of that is due when the building permit is issued — the two connection charges plus the “Fee to Builder” half of each impact fee — while the remaining $2,737 is a “Customer Surcharge” that LCU bills the homeowner separately when water service is turned on, financeable over 60 months instead of paid in cash. A lot outside LCU’s “in-fill area” may also owe a Water Rights charge that we could not fully confirm; see the caveat below.
Official Las Cruces fees in one table
Two separate LCU schedules apply. The Utility Connection Charge is what LCU charges to physically install the service line and set the meter (for sewer, just the lateral, since there’s no meter); it covers labor and materials for the first 25 feet. The Development Impact Fee is the capacity charge tied to meter size — similar to what other cities call a tap fee — and it splits into a “Fee to Builder” and an equal “Customer Surcharge,” explained below. Rows marked as needing review, like the Water Rights charge, are real published figures we could not fully confirm apply to a typical in-fill lot.

Worked example for a single-family home in Las Cruces
Assumptions: a detached home on a standard 5/8 x 3/4-inch meter, new water and sewer connections installed by LCU itself (not a private contractor) under a building permit, and fees billed after October 1, 2024. The unknowns are meter size and whether the lot sits inside LCU’s in-fill area.
Estimated official connection charges, Las Cruces Utilities, effective October 1, 2024
| Charge | A: 5/8 x 3/4″, in-fill lot | B: 5/8 x 3/4″, outside in-fill | C: 1″ meter, in-fill lot |
|---|---|---|---|
| Water Connection Charge | $1,207 | $1,207 | $1,266 |
| Water Development Impact Fee | $2,748 | $2,748 | $6,045 |
| Wastewater Connection Charge | $1,560 | $1,560 | $1,560 |
| Wastewater Development Impact Fee | $2,726 | $2,726 | $5,997 |
| Water Rights Charge (unconfirmed) | $0 | $383 | $0 |
| Total | $8,241 | $8,624 | $14,868 |
Of the $8,241 in case A, $5,504 is due when the building permit for the water and sewer connections is issued: the $1,207 water connection charge, the $1,560 wastewater connection charge, and the $1,374 + $1,363 = $2,737 “Fee to Builder” halves of the two impact fees. The other $2,737 — the “Customer Surcharge” halves — is billed to the homeowner when the account applies for water service. LCU lets a residential customer finance that amount over up to 60 months: 3.59% annual interest on the $1,374 water surcharge and 3.94% on the $1,363 wastewater surcharge, with no penalty for paying it off early.
Moving up to a 1-inch meter (case C) barely changes the connection charges — $1,266 + $1,560 = $2,826, just $59 more than case A — but the two impact fees jump from $5,474 to $12,042, an extra $6,568, because Kamstrup Flow Meter capacity charges roughly double at each step up.
What is not included in Las Cruces fees
Unlike cities where a private contractor installs the service line under a permit, LCU’s Connection Charges above cover LCU installing the water service line and sewer lateral itself, up to 25 feet from the main. Extra footage is billed at LCU’s own per-foot rate — $20/ft (water) or $35/ft (sewer) — and a $750 pavement-cut charge applies only if the street or driveway must be cut. Not covered here:
- City of Las Cruces building and plumbing permit fees for the house itself.
- Electric line extension or gas service charges. See cost to run power to a property for national figures.
- Grading, landscaping, or driveway repair beyond LCU’s own pavement-cut allowance.

When you pay Las Cruces connection fees
- At the building permit. The water and wastewater Connection Charges, plus the “Fee to Builder” half of each Development Impact Fee, are due in full when the City issues the building permit for the water and sewer connections. For the smallest meter that’s $1,207 + $1,560 + $1,374 + $1,363 = $5,504.
- At application for service. The “Customer Surcharge” half of each impact fee — $1,374 water, $1,363 wastewater, for the smallest meter — is billed to the property owner around move-in, when the account applies for service. It can be paid in full then, or financed over up to 60 months at 3.59% (water) or 3.94% (wastewater), for residential and non-rental multi-unit accounts only.
- Meter upsizing. A later meter swap to a larger size only owes the difference between the impact fee already paid and the fee for the new size.
- If the surcharge isn’t paid. Falling behind can lead to termination of all City utility service and a municipal lien. The balance is also due in full on sale or transfer — including foreclosure, deed-in-lieu, or probate — so a buyer of a new-build home should confirm with LCU whether one is still outstanding.
- Developed Property path. An existing structure connecting for the first time, with no builder involved, instead owes the full impact fee as one “Total Surcharge,” under the same pay-now-or-finance choice. LCU may require a field visit to confirm that status.
Las Cruces fee changes to watch
- The Water Development Impact Fee was approved September 12, 2024 (LCUB Resolution 25-LCU007), effective for billing October 1, 2024 — the figures here reflect that update.
- The Wastewater Development Impact Fee still runs on Resolution 21-22-LCU004, approved July 8, 2021, and was not revised alongside the 2024 water update. LCU’s October 2024 combined schedule reprints the same 2021 dollar amounts as current, so it may be due for its own refresh.
- We could not find a published prior amount for the Connection Charges, so we can’t say how much they rose before October 2024.
- Wastewater Development Impact Fees are not assessed on lots inside the West Mesa Industrial Park (Resolution 15-16-LCU007).
How Las Cruces compares
Las Cruces’s $8,241 standard-meter total sits between its two nearest neighbors in this database. El Paso, about 45 miles south, charges a base connection fee of $5,270 for a meter under 1 inch, rising to $7,150–$7,340 inside an impact-fee service area. Albuquerque, three hours north, combines its water and sewer capacity charges (ABCWUA’s Utility Expansion Charges) into a $9,356 standard-meter total. Las Cruces is the only one of the three that splits its impact fee in half between builder and homeowner rather than charging it to one party at one time.
Las Cruces connection fee questions
What does it cost to connect water and sewer for a new home in Las Cruces?
Las Cruces Utilities’ official charges for a standard 5/8 x 3/4-inch meter total $8,241: a $1,207 water connection charge, a $2,748 Water Development Impact Fee, a $1,560 wastewater connection charge, and a $2,726 Wastewater Development Impact Fee. A lot outside LCU’s in-fill area may also owe an unconfirmed $383 Water Rights charge.
What is a Development Impact Fee in Las Cruces?
It’s LCU’s capacity charge for connecting to the water or sewer system, sized by meter capacity. For the smallest (5/8 x 3/4-inch) meter it’s $2,748 for water and $2,726 for wastewater. Both split in half into a “Fee to Builder” and a “Customer Surcharge.”
What is the difference between the Fee to Builder and the Customer Surcharge?
The Fee to Builder is the minimum amount due in full when the building permit is issued, paid by the builder. The Customer Surcharge is the other half, billed to the homeowner separately when the water account applies for service, and it can be financed over up to 60 months instead of paid up front.
Can I finance the Las Cruces water and sewer impact fee?
Yes, but only the Customer Surcharge half, and only for residential or non-rental multi-unit accounts. LCU allows up to 60 monthly payments at 3.59% annual interest for the water surcharge and 3.94% for the wastewater surcharge, with no penalty for early payoff.
What is the Las Cruces Water Rights charge?
LCU’s connection-charge summary sheet lists a $383 domestic Water Rights charge for the smallest meter, footnoted as not applicable to residential or commercial development inside the in-fill area. We could not confirm this charge in the Development Impact Fee resolution or find a map of the in-fill boundary, so ask LCU directly whether it applies to your lot.
Does Las Cruces Utilities install the water and sewer service line?
Yes, for the first 25 feet from the main — that’s what the $1,207 (water) and $1,560 (wastewater) Connection Charges cover, unlike cities where a private contractor bids that work separately. Extra footage beyond 25 feet is billed at LCU’s own per-foot rate.
