El Paso Water Connection & Impact Fees (2026)
El Paso Water provides water and sewer across the city, and it charges a flat, all-in connection price for the physical work. For a new single-family home with a domestic meter under 1 inch, the Water Service Connection Charge is $4,380 and the Sewer Service Connection Charge is $890, a total of $5,270 under Rules and Regulations No. 7 as adopted July 8, 2026. Impact fees apply only inside three designated service areas (Northeast, Westside and Eastside), where they add $1,880 to $2,070 and bring the total to $7,150–$7,340. The first thing to check is whether your lot sits in one of those areas.

Worked example: a new single-family home
Assumptions: detached house, domestic meter smaller than 1 inch, El Paso Water installs both the water service and the sewer lateral to the edge of pavement, no bore across the right-of-way. Connection charges come from Rules and Regulations No. 7 (adopted July 8, 2026); impact fees from Rules and Regulations No. 16 (effective May 7, 2024, revised June 12, 2024).

The three impact-fee areas end up within $190 of each other, even though they split water and wastewater very differently: the Northeast area charges more for water ($1,508) and little for wastewater ($372), while the Westside and Eastside areas charge less for water and more for wastewater. The bigger question is simply in or out. The designated areas are mostly growth areas and parts of the extraterritorial jurisdiction, so check the service-area maps in Rules and Regulations No. 16 for your parcel.
Two adjustments can lower or raise the total. If you provide your own sewer service line, El Paso Water charges no sewer connection charge (Section III.C), which takes $890 off. And if the lot needs a separate irrigation (yard) meter under 1 inch, that connection is $4,800 rather than $4,380. The $75 deposit is refundable and is not included above.
What these fees don’t include
Because El Paso Water’s charge already includes the line to behind the curb, the remaining private work is the run from the curb and meter to the house:
- Water service line from the meter to the house. National estimate $30–$150 per foot, typically about $50. A 50-foot run at the typical rate is 50 × $50 = $2,500. See water service line cost.
- Building sewer from the house to the lateral. National estimate $50–$250 per foot, typically about $100. See sewer lateral cost.
- Boring across the right-of-way, which El Paso Water charges separately as a boring fee when needed. Our research notes put it at $15,000 or more; confirm the amount with the utility for your lot.
- Plumbing permit from the city, national estimate $100–$1,300.

How and when you pay
El Paso Water’s connection charges are non-refundable and cover the utility’s own work on the main, service and meter box, so you are paying the utility to do the tap rather than hiring a contractor for it. The sewer charge applies when the utility provides the lateral from the main to the edge of pavement. Impact fees are charged only for lots inside the three designated service areas and do not apply to fire service lines. When you open the account, the single-family deposit is $75 and there is no set-up fee, per El Paso Water’s rates and fees page.
El Paso Water’s published documents do not give a standard installation wait time, so ask when you apply.
Changes to watch
- July 2026 connection charges. The $4,380 and $890 figures come from Rules and Regulations No. 7 as adopted July 8, 2026, so they are current. Anyone quoting older connection prices is using a superseded schedule.
- Impact fees have been in effect since May 7, 2024 (revised June 12, 2024). We found no scheduled change.
