New Mexico Utility Connection Costs (2026): Tap Fees by City
In New Mexico’s two largest cities, a new single-family home with a 5/8 x 3/4-inch meter pays $8,241 (Las Cruces) to $9,356 (Albuquerque) in official one-time water and sewer connection charges. The two totals land close together, but the timing does not: Albuquerque’s ABCWUA bills its full amount at meter sale or application for service, while Las Cruces Utilities splits its two Development Impact Fees in half, so only about $5,504 of the Las Cruces total is due when the building permit is issued and the remaining $2,737 arrives later as a “Customer Surcharge” on the homeowner’s own utility account, financeable over 60 months. Private plumbing from the main to the house, trenching and permits come on top of both totals. Our database covers ABCWUA (Albuquerque) and Las Cruces Utilities so far. Other New Mexico utilities are not yet collected, and we say so rather than guess.
Official fees in New Mexico
The table below lists every verified New Mexico fee row in our database, with utility, meter size and a link to the source document. Both utilities charge a capacity fee sized by water meter, plus a separate installation charge. Albuquerque calls its capacity charge a Utility Expansion Charge (UEC) and prices water and sewer separately by the same meter; its installation charge is a flat $50 Connection Permit fee per service, since a private contractor builds the line. Las Cruces calls its capacity charge a Development Impact Fee, also priced by meter for water and wastewater; its installation charge is a “Connection Charge” that, unlike Albuquerque, covers LCU installing the service line and lateral itself for the first 25 feet. Only Las Cruces splits its impact fee into a “Fee to Builder” and a “Customer Surcharge,” explained below.
| City | Provider | Water typical new home* | Sewer typical new home* |
|---|---|---|---|
| Albuquerque | Albuquerque Bernalillo County Water Utility Authority | $5,687 | $3,569 |
| Las Cruces | Las Cruces Utilities | $3,955 | $2,726 |
* Simplified sum of default official residential fees for a standard meter and one unit where applicable. Confirm your actual charges with the utility.

| Situation | Albuquerque (ABCWUA) | Las Cruces (LCU) | Difference |
|---|---|---|---|
| Official total, 5/8 x 3/4″ meter | $9,356 | $8,241 | $1,115 |
| Due up front (building permit) | $9,356 | $5,504 | $3,852 |
| Billed later to the homeowner (financeable) | $0 | $2,737 | — |
| Official total, 1″ meter | $15,382 | $14,868 | $514 |
How the rows are built. Albuquerque: $5,377 water Utility Expansion Charge + $3,569 sewer Utility Expansion Charge + $310 meter set + $50 water Connection Permit + $50 sewer Connection Permit = $9,356, all of it due at meter sale or application for service — nothing is deferred to a later bill. Las Cruces: $1,207 water Connection Charge + $1,560 wastewater Connection Charge + $2,748 Water Development Impact Fee + $2,726 Wastewater Development Impact Fee = $8,241. But the two impact fees split in half: the $1,374 + $1,363 = $2,737 “Fee to Builder” halves are due with the connection charges when the building permit is issued, for $5,504 total. The other $2,737 — the “Customer Surcharge” halves — is billed to the homeowner separately when the water account applies for service, financeable over up to 60 months at 3.59% (water) or 3.94% (wastewater).
Split the totals apart and the two cities look almost identical on paper — $8,241 against $9,356 — but very different in practice. A Las Cruces builder needs $3,852 less in hand at the building permit than an Albuquerque one does for the same size home, because Las Cruces automatically defers a third of its total to a bill the homeowner, not the builder, receives later. Albuquerque has no equivalent deferral built into its fee structure: ABCWUA does let a customer finance up to 95% of both UECs at 7% annual interest over up to 120 months, but that is an optional loan applied for at payment time, not a charge that is split and billed to a different party by default. Moving to a 1-inch meter narrows the gap to $514, since Las Cruces’s impact fees roughly double at that size while Albuquerque’s UECs rise a bit less steeply.

What decides your number
- Which fee structure applies. Albuquerque’s ABCWUA bills its full $9,356 UEC total at meter sale or application for service — nothing is deferred to a later bill. Las Cruces splits its two Development Impact Fees in half: only $5,504 is due when the building permit is issued, and the other $2,737 is billed to the homeowner later, when the water account applies for service.
- Meter size. Moving from a 5/8 x 3/4-inch to a 1-inch meter adds $6,026 in Albuquerque (to $15,382) and $6,627 in Las Cruces (to $14,868), because both cities’ capacity charges rise sharply at the next meter size.
- Where the lot sits. Outside Albuquerque’s Established Service Area, a lot needing a service expansion also owes a $4,579 Water Resource Charge, lifting the total to $13,935. Outside Las Cruces’s in-fill area, a lot may owe an unconfirmed $383 Water Rights charge, for $8,624 — LCU’s own paperwork does not map that boundary, so confirm with LCU before budgeting it in.
- Whether you finance, and how. Albuquerque lets a customer finance 95% of both UECs at 7% annual interest over up to 120 months — an optional loan, separate from the built-in Las Cruces split. Las Cruces lets a residential customer finance only the Customer Surcharge half over up to 60 months, at 3.59% (water) or 3.94% (wastewater).
Frequently asked questions
How much does it cost to connect water and sewer to a new home in New Mexico?
For a standard 5/8 x 3/4-inch meter, official charges run $8,241 in Las Cruces to $9,356 in Albuquerque. Outside each city’s standard service area, add a $383 (unconfirmed) Water Rights charge in Las Cruces or a $4,579 Water Resource Charge in Albuquerque.
Why is only part of the Las Cruces fee due at the building permit?
Las Cruces Utilities splits its Water and Wastewater Development Impact Fees in half. The “Fee to Builder” half — $5,504 combined with the two connection charges — is due when the building permit is issued. The “Customer Surcharge” half, $2,737, is billed to the homeowner separately when the water account applies for service, and can be financed over up to 60 months. Albuquerque has no equivalent split; its full UEC total is due at meter sale or service application.
Can New Mexico utility connection fees be financed?
Yes, in both cities, but the terms differ. Albuquerque lets a customer put a minimum 5% down and finance the rest of both UECs at 7% annual interest over up to 120 months. Las Cruces lets a residential customer finance only the Customer Surcharge half of its impact fees, over up to 60 months, at 3.59% (water) or 3.94% (wastewater).
Does a bigger meter raise the fee in both cities?
Yes. Moving from the standard 5/8 x 3/4-inch meter to a 1-inch meter adds $6,026 in Albuquerque (to $15,382) and $6,627 in Las Cruces (to $14,868), because both cities’ capacity charges scale with meter size.
