Alabama Utility Connection Costs (2026): Tap Fees by City
In Alabama’s three largest documented cities, a new single-family home’s official one-time water and sewer connection charges run from $4,281 in Huntsville to $5,868.88 in Birmingham, with Mobile in between at $5,625. Each city routes the money through a different structure. Huntsville Utilities and the City of Huntsville’s Water Pollution Control office split water and sewer between two agencies and price sewer as a flat access fee ($1,635 water tap + $1,646 water system development charge + $1,000 sewer access fee, for a 5/8-inch or 1-inch meter). Birmingham’s Central Alabama Water and Jefferson County’s Environmental Services Department also split water and sewer, but the county prices sewer per plumbing fixture rather than by meter size โ the $5,868.88 figure is illustrative for a 10-fixture example home, and a smaller or larger house pays less or more ($1,768 water tap + $89.18 sewer permit + $401.17 per fixture). Mobile is the outlier: the Mobile Area Water and Sewer System (MAWSS) is a single public utility that bills water and sewer together, in flat dollar amounts for a 5/8-inch meter ($280 water capacity + $1,180 water tap + $245 water connection + $720 sewer capacity + $3,200 sewer tap). Private plumbing from the tap to the house, trenching and permits come on top in all three cities. Our database covers Huntsville, Birmingham and Mobile so far. Other Alabama utilities are not yet collected, and we say so rather than guess.
Official fees in Alabama
The table below lists every verified Alabama fee row in our database, with utility, meter size (or fixture basis where that’s how the fee works), and a link to the source document. Huntsville and Mobile price their charges by water meter size. Jefferson County’s sewer impact fee for Birmingham is priced per plumbing fixture unit instead, so it does not reduce to a single meter-size row the way the other two cities’ fees do.
| City | Provider | Water typical new home* | Sewer typical new home* |
|---|---|---|---|
| Birmingham | Jefferson County Environmental Services Department | $1,768 | $401.17 |
| Huntsville | Huntsville Utilities | $3,281 | $1,000 |
| Mobile | Mobile Area Water and Sewer System (MAWSS) | $245 | $3,920 |
* Simplified sum of default official residential fees for a standard meter and one unit where applicable. Confirm your actual charges with the utility.

| City | Water utility | Sewer utility | Basis | Water charges | Sewer charges | Total |
|---|---|---|---|---|---|---|
| Huntsville | Huntsville Utilities | City of Huntsville (Water Pollution Control) | 5/8″ or 1″ meter | $3,281 | $1,000 | $4,281 |
| Mobile | MAWSS | MAWSS (same utility) | 5/8″ meter | $1,705 | $3,920 | $5,625 |
| Birmingham | Central Alabama Water | Jefferson County ESD | 10-fixture example home | $1,768 | $4,100.88 | $5,868.88 |
How the rows are built. Huntsville: $1,635 water tap + $1,646 water system development charge = $3,281 in water charges, plus a flat $1,000 sewer access fee for the smallest meter tier, for $4,281. Mobile: $280 water capacity + $1,180 water tap + $245 water connection = $1,705 in water charges, plus $720 sewer capacity + $3,200 sewer tap = $3,920 in sewer charges, for $5,625. Birmingham: a $1,768 Central Alabama Water tap, plus Jefferson County’s $89.18 sewer connection permit and a $401.17-per-fixture impact fee that comes to $4,011.70 for a 10-fixture example home, for $5,868.88 in total โ the only one of the three that changes with house size rather than meter size.
Split the totals apart and the three cities don’t rank the same way on water and sewer separately. Birmingham’s water tap is the cheapest of the three at $1,768, and Mobile’s is close behind at $1,705; Huntsville’s $3,281 is nearly double either one. On sewer, the order flips: Huntsville’s flat $1,000 access fee is the smallest sewer charge, Birmingham’s 10-fixture impact fee and permit come to $4,100.88, and Mobile’s combined sewer capacity and tap fee is $3,920. Because Jefferson County’s fee scales with fixtures rather than meter size, Birmingham’s ranking against Mobile isn’t fixed: an 8-fixture Birmingham home totals $5,066.54, below Mobile’s $5,625, while a 13-fixture home totals $7,072.39, above it.

What decides your number
- Which utilities serve the address. Huntsville splits water (Huntsville Utilities) from sewer (City of Huntsville). Birmingham splits water (Central Alabama Water) from sewer (Jefferson County ESD), and the county serves addresses across city lines. Mobile is the only one of the three where a single utility, MAWSS, bills both. Confirm the actual provider before budgeting; Alabama service boundaries don’t always match city limits.
- Meter size, in Huntsville and Mobile. Huntsville’s sewer access fee rises from $1,000 to $1,500 for a 1-inch meter, even though its water tap and system development charge stay the same. Mobile’s total rises from $5,625 to $7,285 with a 1-inch meter, because four of its five charges are sized to the meter. Central Alabama Water prices its 3/4-inch and 1-inch taps the same, $1,768.
- Fixture count, in Birmingham only. Jefferson County’s sewer impact fee is $401.17 per plumbing fixture, so the number of toilets, sinks, tubs, showers and appliances on the plans sets the sewer bill, not the water meter size. Our example uses 10 fixtures; the Birmingham page works through cases from 8 to 13.
- Whether part of the charge is already paid or credited. Huntsville splits its water system development charge into a CIAC-stage portion, often already paid for a lot, and a smaller meter-installation portion. Birmingham can credit fixtures from a demolished building or a permitted septic conversion, and Central Alabama Water charges a lower $768 replacement-tap price where a lot already had water service. Ask the utility what’s already been paid for your specific lot before you budget the full number.
Frequently asked questions
How much are water and sewer tap fees in Alabama?
It depends on the city. Huntsville’s total is $4,281 for a 5/8-inch or 1-inch meter, Mobile’s is $5,625 for a 5/8-inch meter, and Birmingham’s is $5,868.88 for an example 10-fixture home. Birmingham’s sewer charge scales with plumbing fixtures rather than meter size, so its total moves with house size.
Why do Alabama cities split water and sewer between different utilities?
In Huntsville and Birmingham, water and sewer come from separate providers with separate fee schedules: Huntsville Utilities and the City of Huntsville in one case, Central Alabama Water and Jefferson County’s Environmental Services Department in the other. Mobile is different โ MAWSS is a single combined water-and-sewer utility, so all five of its one-time charges come from one fee schedule.
Why isn’t Birmingham’s total a fixed number the way Huntsville’s and Mobile’s are?
Jefferson County’s Environmental Services Department charges $401.17 per plumbing fixture for sewer, with no flat residential rate. Our $5,868.88 figure uses a 10-fixture example home; add or remove a fixture and the total moves by $401.17.
Which Alabama city has the highest tap fees in our database?
Of the three cities covered, Birmingham’s 10-fixture example total ($5,868.88) is highest, Mobile’s flat 5/8-inch total ($5,625) is second, and Huntsville’s ($4,281) is lowest. That order isn’t fixed for Birmingham, though: an 8-fixture Birmingham home ($5,066.54) falls below Mobile’s figure, while a 13-fixture home ($7,072.39) rises above it.
