Huntsville Utilities Tap & Sewer Access Fees (2026)
In Huntsville, city-owned Huntsville Utilities provides water, natural gas and electricity, while the City of Huntsville’s Water Pollution Control office runs the sewer system. For a new single-family home that needs a new water tap and a 5/8-inch or 1-inch meter, the published charges come to $4,281: a $1,635 water tap (Huntsville Utilities Customer Service Fees, effective Nov 1, 2024), a $1,646 water system development charge (Water System Development Charges, effective April 1, 2024), and a $1,000 sewer access fee for the smallest meter tier (City Code Sec. 21-282). Add the $885 gas tap and the total is $5,166. The main caveat: the larger part of the water development charge ($1,426) is due at the contribution-in-aid-of-construction (CIAC) stage rather than at meter installation, so ask Huntsville Utilities whether it has already been paid for your lot. For how this compares nationally, see our guide to the cost to connect to city water.
Official Huntsville fees in one table
The rows come from Huntsville Utilities’ Customer Service Fees table (effective November 1, 2024), its water system development charge (SDC) sheet (effective April 1, 2024) and the City of Huntsville Code of Ordinances for sewer. “Other published fees” are real charges that only some homes pay, such as a new electric transformer, a second irrigation meter or a gas line longer than 100 feet.

Worked example for a single-family home in Huntsville
Assumptions: a house inside city limits on city sewer, a 5/8-inch or 1-inch water meter (tap and SDC prices are the same for both), a gas line of 100 feet or less, and no Hampton Cove or Knox Creek per-lot water fee already paid. The sewer ordinance lists 3/4 inch as its smallest meter size and has no 5/8-inch row. We apply its lowest tier, $1,000, to any meter under 1 inch, including 5/8 inch. That is our reading; the ordinance does not say it, so confirm with the city.
One-time official charges for one new single-family home in Huntsville, by situation. Sources: Huntsville Utilities Customer Service Fees (Nov 1, 2024), Water System Development Charges (April 1, 2024), City Code Sec. 21-282. Private line construction not included.
| Situation | Water tap | Water SDC | Sewer access | Gas tap | Total |
|---|---|---|---|---|---|
| New tap, 5/8-inch meter, water and sewer only | $1,635 | $1,646 | $1,000 | none | $4,281 |
| Same, with gas service | $1,635 | $1,646 | $1,000 | $885 | $5,166 |
| New tap, 1-inch meter, with gas | $1,635 | $1,646 | $1,500 | $885 | $5,666 |
| CIAC-stage SDC already paid, 5/8-inch meter | see note | $220 | $1,000 | $885 | $2,105 + any tap |
The arithmetic for the first row is $1,635 + $1,426 + $220 + $1,000 = $4,281. The 1-inch row changes only the sewer access fee, which rises to $1,500 because the city bases it on the new water meter size. The last row applies only if Huntsville Utilities confirms the $1,426 CIAC-stage portion has already been paid for the lot. The fee table lists no charge for setting a first meter on an existing stub, so we leave that cell open rather than guess.
Electric is the swing item. If Huntsville Utilities has to set a new overhead transformer for the house, its blanket ATC charge is $3,270 with underground service or $2,895 with overhead service. Where an existing transformer must be upgraded and underground service installed, the charge is $3,780. Many lots need none of these, so they are left out of the totals; adding the $3,270 charge to the second row would make it $8,436.
Huntsville vs. Knoxville and Nashville
Huntsville’s $4,281 water and sewer total sits between its two Tennessee neighbors. Knoxville Utilities Board lists a $1,000 water tap and a $1,700 wastewater tap, and we found no capacity charge in its fee documents, a $2,700 minimum (see our Knoxville tap fee page). Huntsville’s total is $1,581 higher, mostly because of its $1,646 water development charge. Nashville’s Metro Water Services charges $500 and $360 in tap fees plus $3,675 in capacity charges per 350-gallon-per-day unit, $4,535 at one unit (Nashville tap fees). That is $254 more than Huntsville, and the gap widens to $3,929 if Metro assigns a house two units. KUB’s figures are published minimums; Huntsville’s are fixed by meter size.
Costs outside the Huntsville fee schedule
The owner bears all costs of installing and connecting the building sewer (City Code Sec. 21-121). Gas piping past the meter is also the owner’s. Typical costs the fees don’t cover:
- Water service line from the meter to the house: $30 to $150 per foot, about $50 typical, installed including the trench (national estimate).
- Sewer lateral: $50 to $250 per foot, about $100 typical, installed including the trench (national estimate).
- Street cut or bore if a line must cross the road: $1,000 to $10,000 per crossing, about $4,000 typical (national estimate).
- Underground electric service lateral: $6 to $30 per foot, about $15 typical (national estimate), plus a 200-amp panel and meter base at about $3,000 typical (national estimate).
- Plumbing permit: about $300 typical (national estimate).
Gas is better covered: the $885 fee includes tap, service line and meter, with $25 per foot charged only past 100 feet. A 60-foot water line at $50 a foot ($3,000) and a 60-foot sewer lateral at $100 a foot ($6,000) add about $9,000, about double the official water and sewer charges. These figures come from our national benchmark set. See water service line cost, sewer lateral cost, gas line connection cost and cost to run power to property, or model your own lot here:

Paying Huntsville fees: timing and process
- Water SDC in two steps. Huntsville Utilities’ SDC sheet splits the charge: $1,426 at the time of contribution in aid of construction and $220 at the time of meter installation, for 5/8-inch and 1-inch meters. Lots in Hampton Cove and Knox Creek whose owners already paid the $1,200 per-lot fee are exempt.
- Sewer access fee to the city. The city inspection department collects the sewer access fee, based on the new or added water meter size (Sec. 21-282).
- A second $1,000 in some cases. Where the sewer main serving the lot was built at no cost to the property, the applicant must pay the city clerk-treasurer $1,000 before the inspection division issues the connection permit. This does not apply in approved subdivisions whose mains were paid for by the properties they serve (Sec. 21-122).
- Aid to construction before work starts. Huntsville Utilities says utilities are not always readily available and a non-refundable CIAC payment may be required before construction. Huntsville Utilities’ residential gas request form says installation fees and any extra ATC must be paid before the line goes in, though the owner can agree to have the tap fee added to the utility bill (Residential Gas Service Line Request form). On contractor-built underground electric jobs, part of the ATC must be paid before a job-site meeting is scheduled (Underground Installation Specification, Oct 2021).
- Opening the account. Account set-up costs $60 ($140 accelerated, $230 after hours). New customers who do not meet credit requirements pay a $300 standard residential deposit, held three years; after that, good payment history brings a refund of all but $100. For how other utilities set these, see what utility deposits cost on a new home.
Upcoming changes in Huntsville
The sewer access fee amounts date from ordinances adopted in 2005 and 2006 and remain in the current city code; the city’s own sewer fee web page was last updated in 2019 and shows the same table. The water SDC sheet took effect April 1, 2024, and the customer service fee table on November 1, 2024. An older gas request form still shows $865; the $885 fee-table figure is newer. Monthly sewer usage rates are also climbing on a schedule set in the city code: $5.83 per 1,000 gallons for single-family homes from September 1, 2025, $6.08 from September 1, 2026, and $6.33 from September 1, 2027.
