Celina Water & Sewer Tap and Impact Fees (2026)
The City of Celina provides water and wastewater service and charges the fees for connecting a new house to it. For a new single-family home with Celina’s minimum 1-inch meter, on a lot where the service lines are already in place, the published charges come to about $17,528: a $6,815 water impact fee, a $10,233 wastewater impact fee and a $480 meter fee. If the city has to make the water and sewer connections, the total rises to about $21,203. The caveat that matters most is the plat date: the current impact fees were adopted on August 12, 2025, and lots platted under the older tables pay much less. For how this compares nationally, see our guide to the cost to connect to city water.
Celina tap and connection charges at a glance
The impact fees below come from Ordinance 2025-71, passed August 12, 2025 and printed in the appendix of the city’s July 2025 Water & Wastewater Impact Fee Report. The meter, connection, boring and deposit rows come from the Master Fee Chart updated November 11, 2025. The 3/4-inch rows appear under other published fees because the fee chart sells that meter for existing meters only. The older impact-fee rows are marked for review: we read them in a report summary and a draft city worksheet, not in the ordinances.

Worked example for a single-family home in Celina
Assumptions: detached house inside Celina’s water and wastewater service area, one 1-inch meter (1.0 service unit), lot platted recently enough that the 2025 impact fees apply, no development agreement changing the fee. Impact fees from Ordinance 2025-71, Exhibit B; meter and connection fees from the Master Fee Chart (November 11, 2025).
City of Celina charges for one home, 1-inch meter. We count connection and boring fees only where the city makes the connection; the fee chart does not say when they apply.
| Line item | A: services in place | B: city makes both connections | C: connections with boring |
|---|---|---|---|
| Water impact fee, 1″ | $6,815 | $6,815 | $6,815 |
| Wastewater impact fee, 1″ | $10,233 | $10,233 | $10,233 |
| Meter fee, 1″ | $480 | $480 | $480 |
| Water connection, 1″ access | — | $2,175 | $2,175 |
| Sewer connection, 4″ tap | — | $1,500 | $1,500 |
| Boring fees (water $1,200 + sewer $1,000) | — | — | $2,200 |
| Total | $17,528 | $21,203 | $23,403 |
Impact fees are 97 percent of Case A ($17,048 of $17,528). The fee chart says the standard connection fees do not include “extraordinary” costs such as street and easement repair or, for sewer, manholes; the city bills those at actual cost with an itemized list, so Case C is a floor, not a ceiling. The fee chart also lists a $200 residential water deposit per living unit, a utility-account charge that is not counted above.
The plat date changes the answer. The city’s own impact-fee worksheet (a draft, last updated September 10, 2026) asks for the lot’s plat date and uses it to pick the fee table, sorting lots into three groups:
Water plus wastewater impact fees for a single-family 1-inch meter, by plat-date group in the city’s draft worksheet.
| Plat date (per draft worksheet) | Table | Water | Wastewater | Impact total | With $480 meter |
|---|---|---|---|---|---|
| On or after Mar 12, 2025 | 2025 (Ord. 2025-71) | $6,815 | $10,233 | $17,048 | $17,528 |
| Jul 13, 2021 – Mar 11, 2025 | 2021 adopted rate | $4,400 | $5,200 | $9,600 | $10,080 |
| Before Jul 13, 2021 | Adopted Dec 9, 2014 | $4,981 | $4,007 | $8,988 | $9,468 |
Moving from the 2021 table to the 2025 table raised the 1-inch impact total by $7,448 ($17,048 − $9,600), or about 78 percent. One date in that table does not line up: the draft worksheet starts the 2025 group on March 12, 2025, but Ordinance 2025-71 was passed on August 12, 2025 and took effect on passage and publication. The worksheet uses one plat-date setting for roadway and water/wastewater fees alike, and none of the documents we read explains the March date. Treat the plat-date cutoffs as the draft worksheet’s, not as confirmed rules, and if your lot was platted between March 12 and August 12, 2025, ask the city which table it uses.
If the house needs a bigger meter, the fees scale with it. Under Ordinance 2025-71 a 1-1/2-inch displacement meter counts as 1.3 service units ($8,518 water and $12,791 wastewater), and the meter itself is $1,730 instead of $480.
How Celina compares with Frisco and McKinney
Published city charges for a new single-family home with services already in place. Sources are on each city’s page.
| City | Meter | Impact fees (water + sewer) | Meter fee | Total | Impact table date |
|---|---|---|---|---|---|
| Celina | 1″ | $17,048 | $480 | $17,528 | Aug 2025 |
| McKinney | 1″ | $5,673 | $565 (meter set) | $6,238 | Dec 2020 |
| McKinney | 3/4″ | $3,397 | $510 (meter set) | $3,907 | Dec 2020 |
| Frisco | 1″ | $4,464 | $835 (incl. $150 deposit) | $5,299 | 2019 |
With the same 1-inch meter, Celina’s published charges are $11,290 more than McKinney’s ($17,528 − $6,238) and $12,229 more than Frisco’s ($17,528 − $5,299). The gap is almost all impact fees. Celina’s table was recalculated in 2025, while the latest Frisco and McKinney tables we found date from 2019 and 2020 and are marked for review on their pages. And the July 2025 report puts eligible water and wastewater costs, with financing, at about $1.41 billion over ten years, spread over 41,304 new service units. Tap charges are closer: McKinney’s 1-inch water plus 4-inch sewer tap is $3,080, Celina’s pair $3,675.
Costs outside the Celina fee schedule
- Roadway impact fees. Celina also charges roadway impact fees, based on a January 2025 study and set by roadway service area. We have not recorded them here; the city’s impact fee page links the worksheet and service-area map.
- Other building-permit charges for new one- and two-family homes, such as the $1,500-per-unit park improvement fee in the Master Fee Chart.
- Water service line from the meter to the house. National estimate $30–$150 per foot including trenching, typically about $50. See water service line cost.
- Sewer lateral on your lot. National estimate $50–$250 per foot including trenching, typically about $100. See sewer lateral cost.
- Plumbing permit and inspections, national estimate $100–$1,300 for the plumbing portion.
- Electric service. Where CoServ Electric serves the address, its tariff charges a $40 connect fee and, since November 1, 2024, no membership fee. Line extensions follow the co-op’s line extension policy. Check which electric utility serves your lot.

Paying Celina fees: timing and process
The Master Fee Chart lists impact fees among the building permit fees for new one- and two-family dwellings, noting the amount “may vary with agreement”, so a development agreement can change what a builder pays. The city installs meters up to 2 inches. Taps and meters larger than 2 inches, and sewer taps larger than 4 inches, must be installed by the contractor, and larger meters need a vault built to the city’s engineering standards. The documents we read do not give wait times for connections or meter sets.
Celina fee changes to watch
- Impact fees were reset by Ordinance 2025-71 on August 12, 2025. Texas requires the land-use assumptions and capital plan behind them to be updated at least every five years, so the next required update falls around 2030.
- Fee chart: the Master Fee Chart we used was updated November 11, 2025. Celina updates it from time to time, so check for a newer version before you pay.
- The city’s impact-fee worksheet is labeled a draft (updated September 10, 2026). The plat-date groups on this page come from it and could change.
Celina tap fee FAQ
How much are Celina’s water and wastewater impact fees?
Under Ordinance 2025-71 (August 12, 2025), a single-family 1-inch meter pays $6,815 for water and $10,233 for wastewater, $17,048 combined. A 3/4-inch meter is listed at $4,259 and $6,395, but new homes use the 1-inch minimum.
Why does a new Celina home need a 1-inch meter?
Celina’s Master Fee Chart lists the 1-inch meter ($480) as the minimum size and sells 3/4-inch meters ($415) for existing meters only. So a new house is priced from the 1-inch rows.
How much does Celina charge for water and sewer taps?
The fee chart lists $2,175 for a 1-inch water connection and $1,500 for a 4-inch sewer tap. Boring adds $1,200 on the water side and $1,000 on the sewer side, and street or easement repairs are billed at actual cost.
My lot was platted before August 2025. Do I pay the new impact fees?
It depends on the plat date. The city’s draft worksheet applies the 2025 table to plats on or after March 12, 2025, the 2021 rate ($4,400 water, $5,200 wastewater for 1 inch) to plats from July 13, 2021 through March 11, 2025, and the 2014 table ($4,981 and $4,007) to earlier plats. The worksheet is a draft and its March date comes before the ordinance’s August 12, 2025 passage, so confirm the assessed amount with the city.
Why are Celina’s fees so much higher than Frisco’s or McKinney’s?
Celina’s fee was recalculated in 2025 to fund a large growth program: about $1.41 billion in eligible water and wastewater costs over ten years. The latest Frisco and McKinney tables we found date from 2019 and 2020. For a 1-inch meter, Celina’s published total is $17,528, against $6,238 in McKinney and $5,299 in Frisco.
