Cedar Rapids Water & Sewer Connection Fees (2026)

Last reviewed: By Utility Cost Guide editor

In Cedar Rapids, the Utilities Department’s Water Division supplies water and the Public Works Engineering Division handles new sanitary sewer connections. For a new single-family home, the published 2026 charges depend on one fact: whether the water main and sewer already ran past the lot before you bought it. Where they did, and the owner never paid toward them, the city’s flat $1,000 water connection fee and $2,000 sewer connection charge both apply, plus a $350.33 tap fee and $100 in right-of-way permits — about $3,480 in published charges. In a brand-new subdivision where the developer already extended the mains, neither connection fee is charged, and the published total drops to about $480. Both figures exclude the water meter itself, which the Water Division bills “at cost” with no published price list.

The table below pulls every fee row we verified against Cedar Rapids’ current Municipal Code and fiscal-year fee schedules. Rows marked “not typical” apply only to larger commercial taps or to non-residential acreage formulas, not a standard house.

What a new Cedar Rapids house pays: worked example

The water and sewer connection fees are each a flat $1,000 and $2,000 “regardless of area of the lot or tract,” under Municipal Code Section 12.04(b) and Section 13.04(c) — but each is due only “where adjacent water mains [or sanitary sewer] have previously been constructed at no expense to the property owners,” and each is waived where a developer extended the main or sewer to serve the lot through the Subdivision Ordinance process. That single fact changes the total by $3,000.

Published Cedar Rapids charges for one new home with a standard 5/8-inch or 3/4-inch meter (contractor’s digging, pipe and the meter’s own cost not included).

Case Water connection fee Sewer connection charge Water tap fee ROW permits (water + sewer) Total
Infill lot, mains already built and unpaid-for $1,000.00 $2,000.00 $350.33 $100.00 $3,450.33
New subdivision, developer already extended mains $0.00 $0.00 $350.33 $100.00 $450.33

Add the $30 house-sewer plumbing inspection fee Building Services charges, and the two totals become $3,480.33 and $480.33. Neither figure includes the water meter, billed “at cost” rather than from a published price list, or the private service-line pipe and trenching a licensed plumber installs from the curb to the house.

Ask before you budget the $1,000/$2,000 connection fees. A lot in a subdivision platted and built out in the last few years likely had its mains extended by the developer, which by Code waives both fees. An older infill lot, a lot served through a City extension district, or a teardown on a street with an existing main is where the $3,000 in connection fees is more likely to apply. Water Engineering (319-286-5950) or Public Works Engineering can confirm which case your address is in before you order a tap.

Costs outside the Cedar Rapids fee schedule

The largest costs are private work by a licensed contractor, none of which is set by the city’s fee schedules:

Paying Cedar Rapids fees: timing and process

The owner or agent applies to the Water Division for the water connection and to Public Works Engineering for the sewer connection, stating the address, pipe size and where the service enters the building. Under Section 12.04(b)(4), the water connection fee is due “prior to the start of construction,” and the connection isn’t made until the city has been paid; the sewer connection charge is due “prior to issuance of a sewer permit.” Only the Water Division’s crew (or its authorized contractor) makes the actual tap into a water main. Small taps of 2 inches or smaller are scheduled by calling the Meter Shop the day of the work (319-286-5930); larger taps go through the Distribution Division and the city’s water inspector. Sewer connections are made “in the presence of” Public Works Construction Engineering staff. Owners with an existing single-family home may pay connection or service-line charges in installments over five years at 7% interest (Section 12.04(f)) — an option a builder wouldn’t typically use.

Cedar Rapids tap fee FAQ

How much does it cost to connect a new house to water and sewer in Cedar Rapids?

It depends on whether the water main and sewer already served your lot. If they did, published charges run about $3,480: a $1,000 water connection fee, $2,000 sewer connection charge, $350.33 water tap fee, $100 in right-of-way permits and a $30 plumbing inspection fee. If a developer already extended both mains for your subdivision, the two connection fees are waived and the published total drops to about $480, not counting the meter.

What is the Cedar Rapids water connection fee, and do I always have to pay it?

It’s a flat $1,000 charge under Section 12.04(b) meant to recoup ratepayers’ investment in the water system. It’s due only where the adjacent main was already built at no expense to the property owner; where a developer extends the main through the Subdivision Ordinance process, the Code waives it.

Is there a separate sewer tap fee like the water tap fee?

We found no published flat sewer tap fee comparable to the Water Division’s $350.33 water tap charge. A new sewer connection instead goes through the $2,000 (or waived) connection charge, a $50 right-of-way permit, and Building Services’ $30 house-sewer inspection fee, with the tap made in the presence of Public Works Construction Engineering staff.

Do I pay for the water meter separately?

Yes, but Cedar Rapids does not publish a flat price. The Utilities FAQ says the owner pays “at cost” for the meter and reading device, which the Water Division installs and continues to own. Call the Meter Shop (319-286-5930) for the current cost.

Can I get a smaller tap or meter to reduce the fees?

Not for the tap fee: any tap of 2 inches or smaller costs the same flat $350.33, so a 5/8-, 3/4- or 1-inch service all cost the same to tap. The water and sewer connection fees are also flat per dwelling regardless of meter or pipe size.

Who actually makes the water and sewer taps?

Only the Water Division or its authorized contractor may tap a water main; a property owner’s own plumber cannot (Section 12.04(a)). Sewer connections are made by the owner’s contractor under permit, but only in the presence of Public Works Construction Engineering staff.
