Baton Rouge Water Company Tap & East Baton Rouge Sewer Impact Fees (2026)

Last reviewed: By Utility Cost Guide editor

In most of Baton Rouge, water comes from Baton Rouge Water Company, a private utility whose rates are approved by the Louisiana Public Service Commission, and sewer comes from the City of Baton Rouge / Parish of East Baton Rouge (City-Parish). A new single-family home on the standard 5/8-inch meter pays $2,450 in official connection charges: the water company’s $300 residential initial service charge (Schedule of Rates and Charges, effective Oct 1, 2026) and the City-Parish’s $2,150 residential sewer impact fee for a 5/8-inch meter (Sewer Impact Fee Schedule). The caveat that matters most is meter size: the sewer impact fee doubles to $4,300 at 3/4 inch and reaches $5,844 at 1 inch. The sewer schedule is also dated January 1, 2003. It is the newest one the City-Parish posts, and a 2025 intergovernmental agreement repeats the same amounts, but confirm the fee before you budget.

Baton Rouge connection fees at a glance

Water rows come from Baton Rouge Water Company’s schedule of rates and charges, stamped as received by the Public Service Commission on September 22, 2026. Sewer rows come from the sewer impact fee schedule linked on the City-Parish’s Permit & Inspection Fees page. The sewer impact fee is keyed to the water meter size, so the table shows one row per size. Rows marked for review come from a document older than 2024. “Other published fees” are real charges that a typical new house does not pay as a connection cost, such as the apartment rate, the account deposit or the plumbing trade permit.

What a new Baton Rouge house pays: worked example

Assumptions: a detached house served by Baton Rouge Water Company, a water main already in the street in front of the lot, City-Parish sewer available, and a 5/8-inch meter. Baton Rouge Water Company’s new construction application lists a 5/8-inch meter for residential service. The water charge is one flat residential amount with no meter-size split. The sewer impact fee is the part that changes with meter size.

One-time official connection charges for one new single-family home in Baton Rouge, by water meter size. Sources: Baton Rouge Water Company Schedule of Rates and Charges (effective Oct 1, 2026), City-Parish Sewer Impact Fee Schedule (effective Jan 1, 2003). Deposit, permits and private line construction not included.

Meter size Water initial service charge Sewer impact fee (residential) Total
5/8 inch (standard residential) $300 $2,150 $2,450
3/4 inch $300 $4,300 $4,600
1 inch $300 $5,844 $6,144

The arithmetic for the first row is $300 + $2,150 = $2,450. Moving from a 5/8-inch to a 1-inch meter adds $3,694, all of it on the sewer side, so ask your plumber whether the house really needs the larger meter. Two smaller City-Parish permit items come on top: the residential plumbing trade permit is $125, and every permit carries a $25 technology fee (Permit & Inspection Fees). With those, the 5/8-inch house comes to $2,600. The water company also takes a deposit when the account is opened. Its tariff sets that at 2.5 times the average monthly bill rather than a fixed dollar amount, so we leave it out of the totals.

Baton Rouge vs. Birmingham, Huntsville and Houston

At $2,450, Baton Rouge’s water and sewer connection charges are the lowest of the four cities. Huntsville’s come to $4,281 for a 5/8-inch meter: a $1,635 tap, a $1,646 water system development charge and a $1,000 sewer access fee (see our Huntsville tap fee page). That is $1,831 more than Baton Rouge. Houston’s water and wastewater impact fees total $4,383.35 for one service unit under the rates effective July 1, 2026, $1,933.35 more than Baton Rouge (Houston tap fees). Birmingham’s example 10-fixture house pays $5,868.88, $3,418.88 more (Birmingham tap fees). Baton Rouge’s water side is unusually cheap, at $300 against more than $1,700 in the other three cities. Its sewer impact fee is not: at 1 inch, the $6,144 total is higher than any of the three example-home totals above.

What Baton Rouge’s fees don’t cover

Baton Rouge Water Company sets the meter in the street right of way or servitude; the owner installs the plumbing line from the meter to the house (New Business FAQ). Typical costs the fees don’t cover:

A 60-foot water line at $50 a foot ($3,000) and a 60-foot sewer lateral at $100 a foot ($6,000) would add about $9,000, more than three times the official charges for a 5/8-inch house. The national figures come from our benchmark set. See water service line cost and sewer lateral cost, or model your own lot here:

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

Baton Rouge fee changes to watch

Baton Rouge Water Company’s new schedule takes effect October 1, 2026. It raises the monthly minimum for a 5/8-inch meter from $10.80 to $11.55 and the first-tier usage rate from $3.599 to $3.851 per 100 cubic feet. The $300 residential initial service charge is the same as in the schedule effective August 29, 2025. On the sewer side, the impact fee schedule is dated January 1, 2003, and we found no newer version on the City-Parish site or in the Code of Ordinances. The City of St. George’s Resolution 2025-008, adopted May 13, 2025, attaches the same amounts as the sewer impact fee schedule in its collection agreement with the City-Parish (St. George Resolution 2025-008). The City-Parish sought a sewer impact fee study in 2016, so a revised schedule remains possible. The monthly sewer user fee rises each January under Ordinance 18504, and Ordinance 19755 amended the sewer user fee ordinance on February 25, 2026.

Before you budget, confirm with City-Parish Permits & Inspections that the 2003 sewer impact fee amounts still apply, ask your plumber what meter size the house needs, and ask Baton Rouge Water Company whether a main already runs past the lot.

Baton Rouge connection fee questions

How much are water and sewer tap fees in Baton Rouge, LA?

For a new house on a 5/8-inch meter, Baton Rouge Water Company charges a $300 residential initial service charge and the City-Parish lists a $2,150 residential sewer impact fee, $2,450 in total. The sewer fee is $4,300 for a 3/4-inch meter and $5,844 for a 1-inch meter. Permits and the water deposit are extra.

Is Baton Rouge Water Company owned by the city?

No. It is a private company whose schedule of rates and charges is approved by the Louisiana Public Service Commission. The company says its one-time new-service charge is approved by the commission as part of that schedule. Sewer is a City-Parish service.

Is the East Baton Rouge sewer impact fee still $2,150?

That is the residential 5/8-inch figure in the schedule the City-Parish links on its Permit & Inspection Fees page. The schedule is dated January 1, 2003. We found no newer one, and a May 2025 collection agreement between the City-Parish and the City of St. George lists the same amounts, but confirm the current amount with Permits & Inspections before you rely on it.

How big is the water deposit for a new account?

Baton Rouge Water Company sets the deposit at 2.5 times the average monthly bill rather than a fixed amount, and collects it with the application. Its schedule has no single dollar figure for a new home, so ask the New Business office for the amount on your account.

How long does it take to get a new water meter in Baton Rouge?

Baton Rouge Water Company says installation typically takes 10 to 12 working days from the date it receives the application and payment. It will not rush orders, and a mailed check counts as the application only on the day it arrives.
