Lakeland Water & Wastewater Impact Fees (2026)

Last reviewed: By Utility Cost Guide editor

In Lakeland, the city runs all three utilities. Lakeland Water Utilities provides water and wastewater, and Lakeland Electric provides power and handles billing. Its service areas reach well past the city limits: about 132 square miles for water and 149 for wastewater. For a new single-family home inside city limits, the published one-time charges for fiscal 2026 are $3,603 (water impact fee) + $3,672 (wastewater impact fee) + $632.15 (3/4-inch water meter connection) + $148.85 (sewer connection) + $20 (scheduled service start) = $8,076. The same house outside city limits but on Lakeland water and sewer pays $4,504 + $4,590 + $745.19 + $186.06 + $20 = $10,045.25. The main caveat is where the connection fees are published: the city’s rates page says “connection fees may also be required” but lists no amounts. We took them from the September 2024 City Commission resolutions that set the fee schedule. Confirm them with Water Utilities Engineering before you set your budget.

Official Lakeland fees in one table

The impact fees come from the city’s Water Utilities rates page, for fees effective October 1, 2025 through September 30, 2026. Lakeland charges them per equivalent residential unit (ERU). A detached single-family house counts as one ERU, sized at 325 gallons per day for water and 260 for wastewater. The connection fees come from the Uniform Schedule of Charges in City Commission Resolutions 24-064 (water) and 24-065 (wastewater), passed September 16, 2024. The deposits and start-up fees come from Lakeland Electric’s start, stop and move service page, since one city account covers electric, water and wastewater. The electric rows come from the Lakeland Electric rate tariff and its Standard Electric Service Requirements. Rows for builders, developers or special cases are listed separately and are not added to the typical total.

lakelandgov.net would not load from our network when we checked on September 24–25, 2026. We read the impact fees from the Internet Archive’s copies of the official rates page (February and June 2026, same figures) and matched them against a text copy of the live page on September 25, 2026. The two fee resolutions were read from the Internet Archive’s August 2025 copies. The fee period on the rates page ends September 30, 2026, so confirm the fiscal 2027 amounts with the city at (863) 834-8316.

Worked example for a single-family home in Lakeland

Assumptions: one detached house counted as one ERU, served by both Lakeland water and Lakeland wastewater, with a standard 3/4-inch meter (the rates page calls this the most common residential size). The account is opened with a scheduled start date.

City of Lakeland one-time charges for one house, fees effective Oct 1, 2025 – Sep 30, 2026 (sources: Water Utilities rates; Resolutions 24-064 and 24-065; Lakeland Electric start service).

Charge Inside city limits Outside city limits
Water capacity charge / impact fee (1 ERU) $3,603.00 $4,504.00
Wastewater (pollution control) impact fee (1 ERU) $3,672.00 $4,590.00
Water meter connection fee (3/4-inch smart meter and service) $632.15 $745.19
Wastewater connection fee (per sewer connection) $148.85 $186.06
Service start, scheduled $20.00 $20.00
Total fees $8,076.00 $10,045.25
Refundable deposits if not waived: water $30 + wastewater $35 + electric $150 $215.00 $215.00

Inside: $3,603 + $3,672 + $632.15 + $148.85 + $20 = $8,076. Outside: $4,504 + $4,590 + $745.19 + $186.06 + $20 = $10,045.25. Most of the gap comes from City Code section 102-130, which adds a 25% surcharge to wastewater impact and connection charges outside the city. That works out to $3,672 × 1.25 = $4,590 and $148.85 × 1.25 = $186.06. The water impact fee follows the same ratio: $3,603 × 1.25 = $4,503.75, published as $4,504. The rates page says connection fees “may also be required”, so ask the city whether both apply to your lot.

Three situations change the total:

What is not included in Lakeland fees

The impact fees buy capacity at the treatment plants and in the pipe network. The pipe on your lot is a separate cost:

For a house 40 feet from the street, that is roughly 40 × $50 = $2,000 for water and 40 × $100 = $4,000 for sewer (national benchmarks, not Lakeland figures). Add your own lengths in the calculator:

Estimate utility connection costs

Estimates are planning figures, not quotes. Confirm fees and trench rules with your utility.

Location and property
Services and site work

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

When you pay Lakeland connection fees

How Lakeland compares with Tampa and Hillsborough County

Typical official one-time charges for one new house, from each page’s worked example.

Area Typical total What it covers
Lakeland, inside city limits $8,076 Water + wastewater impact and connection fees, start fee
Lakeland, outside city limits $10,045.25 Same, at outside-city rates
Tampa, non-CIAC area about $6,465 Connection, capacity, meter and wastewater capacity (water schedule from 2021)
Hillsborough County, South/Central $10,530.75 Impact fees, AGRF, meter, set-up
Hillsborough County, Northwest $7,503.25 Same charges, lower impact fees

The comparison is not exact: each area bundles its meter and connection charges differently, and Tampa’s water schedule is older. More utilities are on the Florida utility connection costs page.

Lakeland connection fee questions

How much are water and sewer impact fees in Lakeland, FL?

For a detached single-family home in fiscal 2026 (October 1, 2025 to September 30, 2026), they are $3,603 for water and $3,672 for wastewater inside city limits, for a combined $7,275. Outside city limits the fees are $4,504 and $4,590, a combined $9,094.

Why do homes outside Lakeland city limits pay more?

City Code section 102-130 adds a 25% surcharge on wastewater impact charges for service outside the city limits. The water impact fee follows the same ratio. Many homes with a Lakeland mailing address are outside the city but on city water.

When do I pay Lakeland’s impact fees?

The code requires full payment of the wastewater impact charge when you request permanent water service. The water policies manual says all charges and deposits must be paid before the meter is installed.

Does Lakeland charge a separate tap or meter fee?

Yes. The rates page says connection fees may also be required but lists no amounts. The fee schedule adopted in September 2024 sets a water meter connection fee of $632.15 for a 3/4-inch meter ($745.19 outside city limits) and a wastewater connection fee of $148.85 ($186.06 outside). Water Utilities Engineering at (863) 834-8316 can confirm what applies to your lot.

Is my lot on Lakeland sewer or Polk County sewer?

It depends on the parcel. Lakeland lists a $210 deposit for Polk County sewer where that applies, so some Lakeland water customers get sewer from the county. Give the city your street address and parcel number to confirm service availability.

What does Lakeland Electric charge to connect a new house?

A $20 scheduled start fee and a $150 deposit that good credit can waive. Builders pay $125 plus a $100 deposit for temporary construction power.
