Kyle Water & Wastewater Tap and Impact Fees (2026)
Inside its service area, the City of Kyle provides water and wastewater, and nearly all of the connection cost is the city’s water and sewer impact fee under Texas Local Government Code chapter 395. For a new single-family home with a standard 5/8-by-3/4-inch meter on land platted on or after August 27, 2025, the FY2026 fee schedule adds up to $20,470 plus actual costs: a $10,908 water impact fee, an $8,762 sewer impact fee, and water and sewer tap fees of $400 each “plus cost.” The meter itself is billed at the city’s actual cost plus 10%, which the schedule does not state in dollars. The most important caveat is the plat date. Kyle keeps a separate impact-fee rate for each plat-date period, and the fee for a lot platted before the 2025 update can be less than half the current rate.
Official Kyle fees in one table
The table below lists every Kyle row in our database, each linked to the document it came from. Kyle states its impact fees per living unit equivalent (LUE). The fee schedule’s LUE table counts a 5/8-by-3/4-inch meter as 1 LUE, a 3/4-inch iPERL meter as 1.5 and a 1-inch iPERL meter as 2.5, so a bigger meter multiplies the impact fee. The older rows are earlier plat-date tiers that the city still applies to land platted in those periods. The tap fees are published as a flat amount “+ Cost,” so the figure shown is a minimum. The Goforth SUD row applies only to addresses in that district’s water service area, and it is marked for review because the notice is from 2022.

What a new Kyle house pays: worked example
Assumptions: detached house served by City of Kyle water and wastewater, inside city limits, one meter. All amounts are from the City of Kyle Approved Fiscal Year 2025-2026 Schedule of Rates, Fines, Fees, and Charges (Code Secs. 50-20(a) and 50-259). The 3/4-inch column multiplies the per-LUE impact fees by 1.5, as the schedule’s LUE table directs. That is our arithmetic, not a figure the city prints.

| Line item | 5/8 x 3/4-inch meter (1 LUE) | 3/4-inch iPERL meter (1.5 LUE) |
|---|---|---|
| Water impact fee ($10,908 per LUE) | $10,908.00 | $16,362.00 |
| Sewer impact fee ($8,762 per LUE) | $8,762.00 | $13,143.00 |

The plat date changes the total the most. Using the same $800 in minimum tap fees and a 5/8-by-3/4-inch meter, here is what each tier comes to:
Kyle impact fees per LUE by approved plat date, FY2026 schedule, with minimum tap fees added.
| Approved plat date | Water | Sewer | Total with $800 in taps |
|---|---|---|---|
| Aug 27, 2025 to present | $10,908 | $8,762 | $20,470 |
| Dec 5, 2023 to Aug 26, 2025 | $6,169 | $6,345 | $13,314 |
| Jan 17, 2017 to Dec 4, 2023 | $3,535 | $2,826 | $7,161 |
| Mar 4, 2008 to Jan 16, 2017 | $2,115 | $2,216 | $5,131 |
Other adjustments:
- Outside city limits. The water and sewer taps are $550 each plus cost instead of $400, so the minimum taps rise from $800 to $1,100.
- Goforth SUD water area. Some Kyle-area addresses get water from Goforth Special Utility District, not the city. Goforth’s 2022 board notice sets its water impact fee at $12,657 per service unit for fees paid after September 2, 2024. If such a lot also has City of Kyle sewer at the current rate, the two impact fees come to $12,657 + $8,762 = $21,419, before either utility’s tap and meter charges. We found no current Goforth tariff online, so confirm the amount with the district.
Costs outside the Kyle fee schedule
The city’s charges cover capacity (the impact fee), the tap and the meter. Work on the private side of the connection is separate:
- Water service line from the meter to the house. National estimate $30–$150 per foot installed, including trenching, typically about $50. A 60-foot run at $50 is $3,000. See water service line cost.
- Sewer lateral from the house to the city connection. National estimate $50–$250 per foot, including trenching, typically about $100. A 60-foot lateral is about $6,000. See sewer lateral cost.
- Rock. Where a trench hits rock, excavation costs a multiple of normal soil (national estimate 2.5×–7×). See utility trenching cost.
- Building and plumbing permits. These are separate from the utility fees. The national estimate for a plumbing permit is $100–$1,300.
- Account fees and deposits. Kyle charges a $63.39 service connection fee to open a water, sewer and trash account and a $95.09 deposit per LUE (Code Secs. 50-21 and 50-22). We leave both out of the totals because they are account charges, not construction costs.
- Electric service. We have not verified any electric line-extension charges for Kyle, so none are included here.

Paying Kyle fees: timing and process
- Impact fees are usually paid at the plat stage. Kyle Code Sec. 50-314 (the water and wastewater impact fee division adopted by Ordinance 1380 on August 19, 2025) says the impact fee is assessed and collected when the city releases a plat for recording. For development without a plat, it is due at the earlier of the building permit application or the application to connect to city water or wastewater. On a lot in a recorded subdivision, the fee may therefore already have been paid at the plat stage, so ask the seller or the city before budgeting for it.
- Service unit count. Sec. 50-315 multiplies the number of service units by the per-LUE fee set in Sec. 50-310. If a property later needs more LUEs, it owes the current fee on the added units.
- Taps before service. Sec. 50-20 requires connection fees to be paid in full before service is activated. It says they include labor, materials, inspections and administrative costs, which appears to be what the “+ cost” in the schedule covers.
- Meter before water. Sec. 50-21 requires the meter installation charge and meter cost recovery charge, set by meter size and model, before water service starts. The schedule also lists a $150 trip charge each time a crew arrives and the meter box is not ready.
Kyle fee changes to watch
- FY2027 schedule. The city manager’s proposed FY2026-27 fee schedule (dated July 23, 2026) keeps every impact fee tier and both tap fees unchanged for the fiscal year starting October 1, 2026. It also adds a table of impact fees by meter size that lists $16,363 water and $13,143 sewer ($29,506 combined) for a 3/4-inch meter, $1 above our 1.5-LUE arithmetic. As of September 25, 2026, the city’s budget page had not posted an adopted FY2026-27 fee schedule, so check it once it appears.
- Goforth SUD. Its $12,657 fee comes from a 2022 order. It may have been updated since.
How Kyle compares with Austin and San Antonio
Kyle’s 2025 impact fees put it well above both big-city neighbors. With a 5/8-inch meter, Austin Water’s published charges for a lot platted after its 2023 update come to about $8,119. SAWS impact fees run $7,343 to $11,528, depending on elevation zone and sewer area. Kyle’s current tier is $19,670 in impact fees alone, and $20,470 with minimum taps. For a lot platted between 2017 and late 2023, though, Kyle’s $7,161 is close to Austin’s figure. More Texas cities are on our Texas utility connection costs page.
Kyle tap fee FAQ
How much are Kyle’s water and sewer impact fees in 2026?
For land platted on or after August 27, 2025, the FY2026 schedule charges $10,908 for water and $8,762 for sewer per LUE. That is $19,670 for a standard home with a 5/8-by-3/4-inch meter. The proposed FY2027 schedule leaves both amounts unchanged.
Why does my lot have a lower impact fee than the current rate?
Kyle sets a rate for each plat-date period. A lot platted between December 5, 2023 and August 26, 2025 pays $6,169 for water and $6,345 for sewer per LUE. A lot platted between January 17, 2017 and December 4, 2023 pays $3,535 and $2,826. Because the code collects the fee when the plat is released for recording, the developer may already have paid it.
What does “$400 + Cost” mean for a Kyle tap fee?
The schedule sets a base charge of $400 for a water or sewer tap inside the city ($550 outside) and adds the city’s cost. Code Sec. 50-20 says connection fees include labor, materials, inspection and administrative costs. The city does not publish the cost portion, so ask for a quote for your lot.
Does a bigger meter cost more in Kyle?
Yes. The LUE table counts a 3/4-inch iPERL meter as 1.5 LUE and a 1-inch iPERL as 2.5 LUE. At current rates, moving from 5/8 by 3/4 inch to a 3/4-inch meter raises the impact fees from $19,670 to $29,505. The meter itself also costs more, since it is billed at the city’s cost plus 10%.
Who provides water in Kyle?
The City of Kyle serves much of the city, but some addresses in the area are in Goforth Special Utility District’s water service area. Goforth has its own impact fee of $12,657 per service unit under a 2022 board order. Check your address with the city before budgeting.
Because some Kyle addresses sit in another utility’s water service area, confirm the water provider for your address before you budget.
