Water Connection Cost in 2026: Official Fees by City and What You’ll Pay
Connecting a new single-family home to city water costs roughly $1,700 to $16,000 in utility charges in the cities we checked, before any private plumbing between the meter and the house. The low end is a place like Tucson, where a 5/8-inch service and meter plus the CAP water resource fee comes to $1,980. The high end is Sacramento, where a 1-inch service adds up to about $16,184 in FY2026-27 development, tap and meter fees. Most of the spread comes from one line item: the capacity or impact fee, which is a charge for buying into the water system, not for the pipe itself.

Estimate utility connection costs
Estimates are planning figures, not quotes. Confirm fees and trench rules with your utility.
What a water connection bill is made of
Utilities split the cost of a new connection into three to six separate charges. Their names differ from place to place, and that makes it easy to miss one when you compare cities.
- Capacity, impact or system development charge. A one-time buy-in to treatment plants, storage and supply. It goes by many names: impact fee (Fort Worth, San Antonio), capital recovery fee (Austin), system development fee or charge (Charlotte, Denver Water, Seattle, Portland), capital facility fee (Raleigh), development charge (Colorado Springs Utilities), regional connection charge (Las Vegas). This is usually the largest item, and it usually scales with meter size.
- Tap or connection fee. The physical work of tapping the main, and in many cities also running the service line to the curb or property line and setting the meter box. See the water tap fee guide for how scope changes the price.
- Meter charge. The meter itself and its installation, sometimes bundled into the tap fee. Details by size are in the water meter installation cost guide.
- Permits, inspections and account fees. Usually $100 to $300 in total at the utility, plus the building department’s plumbing permit.
- Private service line. The pipe from the meter to the house, installed by your plumber and not billed by the utility. See water service line cost.

*Austin’s meter, tap and inspection amounts come from the FY2026-27 fee sheet, which the utility marks as pending final adoption. Treat them as provisional. The $4,800 capital recovery fee is the published current rate.
Why one city costs five times another
Capacity fees follow growth costs, not pipe length
In Tucson the only capacity-type charge we found is the $240 CAP water resource fee. In Sacramento the FY2026-27 water development fee for a 1-inch meter is $10,953.50. Neither number depends on how far your house sits from the main. They reflect each utility’s plan for paying for new supply and treatment. That is why moving one town over can change your bill more than any site condition can.
Lot size and location formulas
Two utilities in the table price water by lot size. Denver Water adds $1.01 per square foot of lot (first 22,000 sq ft) to its $3,380 base for applications paid on or after July 1, 2026, so a 7,000 sq ft lot pays $3,380 + (7,000 × $1.01) = $10,450 before the meter. Outside the City and County of Denver the base is $4,740 plus $1.42 per sq ft. Colorado Springs Utilities tiers both its development charge and its water resource fee by lot size, which is why its range in the table runs from $9,829 to $19,586. Phoenix does the same thing by area rather than lot size: its 2025 water treatment impact fee is $4,387 everywhere, but the water transmission fee is $14,046 in the Northwest and similar growth areas and $0 in the Balance of City (City of Phoenix, effective June 23, 2025).
Who installs the service
Orlando shows the effect of scope inside one tariff. OUC charges $4,155 when it installs the connection, service line, curb stop, meter and box for a 5/8-inch service, and $460 when your contractor installs the connection and line and OUC only sets the meter (OUC Water Tariff, Jan. 1, 2026). The $3,695 difference does not disappear. It moves to your contractor’s bid.
Paving and street type
Cutting pavement costs more. Tucson Water’s 5/8-inch service is $1,740 unpaved and $2,700 with pavement replacement. Seattle’s 3/4-inch installation is $4,800 on a non-arterial street and $6,175 on an arterial. Portland’s 1-inch service is $8,464 without paving and $9,701 with it.
Worked example: building your own estimate
Take a new house in Charlotte on a lot with a water main in the street, a 5/8-inch meter, and the house set back 70 feet from the meter box.
- Charlotte Water connection fee (installs tap and service): $4,407
- Water system development fee: $1,453
- Private service line, meter to house, 70 ft × $50/ft (national estimate, typical): $3,500
- Plumbing permit (national estimate, typical): $300
Utility charges: $4,407 + $1,453 = $5,860. With the private line and permit: $5,860 + $3,500 + $300 = $9,660. Using the national low and high service-line rates of $30 and $150 per foot, the private line alone ranges from $2,100 to $10,500. National estimates when your city is not listed
For a planning number before you have the utility’s schedule, our national estimates are:
- Water tap fee: $500 to $5,500, planning midpoint $1,600.
- Meter set (5/8″ to 1″): $200 to $500, midpoint $300.
- Combined water and sewer impact fees: $3,500 to $25,000, midpoint $7,500. Many jurisdictions charge $0.
- Private service line: $30 to $150 per foot, midpoint $50.

Timing traps that change the bill
- Plat date vs permit date. Austin picks the capital recovery fee table by the date the lot was platted: $4,800 per service unit for plats on or after October 1, 2023, $4,700 for 2018–2023 plats. Fort Worth’s rate follows the building permit date, and it rises on October 1, 2026 ($2,824 to $2,990 for a 5/8-inch meter).
- Scheduled increases. The Southern Nevada Water Authority regional connection charge adjusts every March 1. It was $7,358 before March 1, 2026 and is $7,998 now. Charleston Water System steps its impact fees every January 1 (3/4-inch water from $4,620 to $5,115 on January 1, 2027, per CWS).
- Pending changes. Salt Lake City has proposed raising the 3/4-inch water fee from $1,871 to $5,577. The change takes effect 90 days after Council approval, so check SLC’s impact fee page before budgeting.
- Exemptions. Portland reports that new-housing permits issued August 15, 2025 through September 30, 2028 may be exempt from SDCs. Denver Water offers a 20% SDC credit for qualifying water-efficient projects.
- Split providers. In Orlando, OUC serves water inside city limits, but sewer comes from the City of Orlando. Unincorporated addresses are served by Orange County Utilities, which charges its own $2,790 per ERC water capital charge.

How much does it cost to connect a new house to city water?
In the 15 cities above, the utility’s charges for a standard single-family meter run from about $1,741 (Columbus, which does not install the service line) to about $16,184 (Sacramento, 1-inch meter), with Charlotte’s FY2027 total of $5,860 near the middle. Add the private line from the meter to the house, which our national estimate puts at $30 to $150 per foot, and a plumbing permit.
Is a water tap fee the same as an impact fee?
No. The tap fee pays for the physical connection, and the impact, capacity or system development fee pays for a share of plants and supply. Charlotte charges both: a $4,407 connection fee and a $1,453 system development fee for a 5/8-inch meter. Denver Water blurs the terms by calling its system development charge a “tap fee,” while the physical tap is a separate $185. See tap fee vs impact fee.
Who pays the water connection fees, the buyer or the builder?
The utility bills whoever applies for the service, which on new construction is the builder or the owner-builder. On a finished spec home the fees are part of the price, not a separate closing item. If you are building on your own lot, expect them before the building permit or meter set. In Orange County, Florida, the water capital charge is due right before the building permit.
Does a bigger meter cost more to connect?
Usually a lot more, because capacity fees scale with meter size. Charlotte’s FY2027 system development fee is $1,453 for 5/8-inch and $3,632 for 1-inch, and its connection fee rises from $4,407 to $7,068. Austin multiplies its $4,800 capital recovery fee by 2.5 for a 1-inch meter, or $12,000. The meter cost guide has more examples.
Do I pay again if I tear down and rebuild a house?
Often not in full. Seattle gives SDC credit for an existing service. Sacramento credits existing water connections against its development fee. Nashville does not charge the tapping fee when an existing tap of the same size is reused. Portland charges $523 to activate an existing 1-inch service instead of $8,464 for a new one. Ask for the credit in writing before demolition.
Why are water connection fees going up in 2026?
Several utilities re-priced growth charges at once. Denver Water changed its SDC for the first time since 2013 and phased it in on January 1 and July 1, 2026. SNWA’s regional connection charge rises every March 1, and Charleston steps its impact fees every January 1. Salt Lake City has a pending proposal to roughly triple its 3/4-inch water fee.
