Tampa Water Connection & Capacity Fees (2026)

Inside Tampa city limits, the City of Tampa Water Department provides water and the Wastewater Department provides sewer. A new single-family home counts as one equivalent residential unit (ERU). Using the smallest meter on the city’s schedule (3/4 inch), outside the special CIAC areas, the one-time charges add up to $2,800 (water connection) + $1,713 (water capacity) + $665 (meter installation) + $50 (meter application) + $1,237 (wastewater capacity) = about $6,465, plus a $45 deposit. In Downtown or South Tampa the water side adds a $2,145 contribution-in-aid-of-construction charge, for about $7,917. The main caveat is the water schedule itself: the current PDF on tampa.gov is marked “Updated March 2021,” and the city has proposed capacity-fee changes, so confirm every water figure before you rely on it.

Official fees at a glance

The table shows every Tampa row we recorded. The wastewater capacity fee ($1,237 per ERU) comes from the city’s current wastewater capacity fee page and is marked verified. The water rows come from the Water Connection and Service Fees PDF. It sits in the site’s 2026 folder but is labeled “Updated March 2021,” so we mark those rows needs-review. The water side has three layers: a connection fee by meter size (higher outside city limits), a capacity fee per ERU, and in designated CIAC areas a reduced capacity fee plus a separate CIAC charge.

Tampa’s water connection, capacity, CIAC and meter figures come from a document dated March 2021 (some line items carry earlier effective dates: the non-CIAC capacity fee 2023, the Downtown/South Tampa CIAC 2012). The city has proposed capacity-fee updates. Treat the water totals on this page as a starting estimate and confirm with the Water Department.

Worked example: a new single-family home

Assumptions: one detached house inside city limits, 3/4-inch meter (the smallest size on the city’s schedule), one ERU for water and one for wastewater, which City Code 26-37(a) ties together. We also assume the connection fee and the meter installation charge both apply to new construction, since the PDF lists them separately. Ask the city whether that is right for your permit.

The arithmetic for A is $2,800 + $1,713 + $665 + $50 + $1,237 = $6,465. In B, the capacity fee drops to $1,020 but the $2,145 CIAC charge is added: $2,800 + $1,020 + $2,145 + $665 + $50 + $1,237 = $7,917. C uses the Northeast Area CIAC of $2,724 instead: $8,496.

Two other variables move the total by thousands. Location outside city limits: the same 3/4-inch connection is $3,500 instead of $2,800 where Tampa Water serves beyond the city line, adding $700. Meter size: a 1-inch connection is $7,000 inside the city ($8,750 outside), so case A with a 1-inch connection would come to $10,665 if the capacity, meter and wastewater charges stayed at their one-ERU, 3/4-inch amounts. We could not confirm that from the PDF, so check with the city before you accept a 1-inch connection.

Neighborhood Sewer Improvement fees can also apply to some lots, on top of the wastewater capacity fee. We did not collect those amounts.

What these fees don’t include

Tampa’s charges cover the city’s connection, capacity and meter. The pipe on your lot is separate:

Water service line from meter to house: $30 to $150 per foot, about $50 typical (national estimate).
Sewer lateral: $50 to $250 per foot, about $100 typical (national estimate).
Trenching: $4 to $15 per foot in normal soil (national estimate).
Plumbing permit: $100 to $1,300, about $300 typical (national estimate).

For a house 40 feet from the street, typical private work is about 40 × $50 = $2,000 for water and 40 × $100 = $4,000 for sewer, before trenching. These ranges come from our national benchmark set, not from Tampa. Add them with the calculator:

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

How and when you pay

The water meter requires a $50 application fee and a $45 deposit, and Tampa offers a utility deposit waiver. Reinstalling a meter where service existed in the past five years costs $70 instead of the new-installation charge.
Wastewater capacity is billed per ERU, and a single-family residence is one ERU. Wastewater ERUs equal the water ERUs assigned to the property.
The PDF does not state when in the permit process each water fee is collected. Ask the Water Department when you apply.

Changes to watch

Tampa has proposed updates to its capacity fees, and the water schedule we used is labeled March 2021. Expect the water totals above to change, and check the city’s pages again before you close or pull a permit. Unincorporated Hillsborough County has its own schedule. News coverage reports a large proposed increase in the county’s water and wastewater impact fees. We have not collected or verified the county’s adopted figures, so they are not on this page.
