Gilbert Water Resource, Infrastructure and Wastewater Connection Fees (2026)

Last reviewed: By Utility Cost Guide editor

The Town of Gilbert supplies both water and wastewater service to nearly every address in town, so one utility bills the connection charges for a new Gilbert home. On the standard 3/4-inch meter, a new single-family home pays $18,396 to $18,603 in official connection fees: a $5,826 water resource fee, an $8,310 water infrastructure fee, and a wastewater fee that runs $4,260 or $4,467 depending on which water reclamation plant serves the lot. Adding the $15 account activation fee brings the total to $18,411–$18,618 plus tax. The single biggest factor is the wastewater service area — Neely or Greenfield — which is fixed by the parcel’s location, not by choice. For how this compares nationally, see our guide to the cost to connect to city water.

The table lists every Gilbert row we verified. All the water and wastewater figures come from the Town’s Land Use Assumptions, Infrastructure Improvements Plan and System Development Fee Study, adopted April 16, 2024 and effective July 1, 2024, and the same amounts still appear in the Town’s current Development Services Fee Schedule (revised for FY2026-27). The account activation fee and utility deposit come from the Town’s Billing & Fees page.

How Gilbert’s connection fee works

Gilbert calls its main growth charge a “connection fee,” but it is built the same way most Arizona system development fees are: a per-meter-size water charge, split into two components, plus a separate wastewater charge. There is no meter-installation line item published for single-family service — the water infrastructure fee is the only charge tied to the meter itself, and we could not find a separate tap or meter-set price for a house beyond it.

Town of Gilbert water and wastewater connection fees by meter size, effective July 1, 2024 (unchanged in the schedule revised 7/1/2026)

Meter size Water resource Water infrastructure Wastewater (Neely) Wastewater (Greenfield) Total (Neely) Total (Greenfield)
3/4″ $5,826 $8,310 $4,260 $4,467 $18,396 $18,603
1″ $9,729 $13,878 $7,114 $7,460 $30,721 $31,067
1.5″ $19,401 $27,672 $14,186 $14,875 $61,259 $61,948
2″ $31,053 $44,292 $22,706 $23,809 $98,051 $99,154

The water resource and water infrastructure fees are the same everywhere in Gilbert; only the wastewater fee changes, because it funds the plant that actually treats the flow from that parcel. Gilbert’s own Neely Water Reclamation Plant serves one part of town, and the Greenfield Water Reclamation Plant, which Gilbert shares with Mesa and Queen Creek, serves the rest. There is no address lookup in the fee documents themselves; the Town’s SDF area map shows the Neely/Greenfield boundary.

Worked example: a new home in Gilbert

Assumptions: one detached home, a standard 3/4-inch meter, a building permit under the fee schedule effective July 1, 2024, and standard account activation.

Estimated official Gilbert charges for one new home (checked Sep 25, 2026)

Charge A: Neely service area B: Greenfield service area C: Neely, 1″ meter
Water resource fee $5,826 $5,826 $9,729
Water infrastructure fee $8,310 $8,310 $13,878
Wastewater connection fee $4,260 $4,467 $7,114
Connection subtotal $18,396 $18,603 $30,721
Account activation fee $15 + tax $15 + tax $15 + tax
Total $18,411 + tax $18,618 + tax $30,736 + tax

Case C shows what happens if the home needs a 1-inch meter instead of 3/4-inch: the connection subtotal rises by about two thirds: you’d pay $30,721 instead of $18,396 in the Neely area, a difference of $12,325. Confirm the meter size the plan actually requires before budgeting from the 3/4-inch figures.

Which wastewater plant serves the lot — Neely or Greenfield — is fixed by the parcel, not a choice, and it moves the total by $207 at 3/4-inch and by more at larger meter sizes. Check the Town’s System Development Fees Area Map before you budget.

Costs outside the Gilbert fee schedule

Gilbert’s connection fees fund system capacity, not the physical work of running pipe onto the lot. In a subdivision, the builder typically installs the on-site service lines as part of construction; on an infill lot, the owner or contractor still needs to connect to the main. National estimates (methodology), which already include trenching:

The same building permit also carries non-utility system development fees that Gilbert charges separately from water and wastewater: for a single housing unit, the Development Services Fee Schedule lists $9,358 for parks and recreation, $1,754 for traffic signals, $3,010 for roads, $1,138 for police and $1,447 for fire, a further $16,707 that is not part of the water/sewer totals above. Electric service comes from either Salt River Project (SRP) or Arizona Public Service (APS) depending on the address; neither publishes a flat new-service price. SRP’s Rules and Regulations (revised November 3, 2025) describe a Contribution in Aid of Construction set case by case, with the customer often supplying trenching and conduit; we found no equivalent APS document with a Gilbert-specific figure.

Estimate utility connection costs

Estimates are planning figures, not quotes. Confirm fees and trench rules with your utility.

Services and site work

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

How and when Gilbert fees are paid

Under Code of Gilbert Section 10-342, system development fees are calculated and collected before the Town issues permission to develop: they are due before a building permit is issued, or, if no building permit is required but a water or wastewater connection is, at the time the connection is purchased. The code is explicit that no building permit, water or sewer connection, or certificate of occupancy will be issued until the fee is paid.

Opening a utility account costs a $15-plus-tax activation fee with at least one business day’s notice, $30 plus tax for same-day service, or $75 plus tax after hours. New single-family accounts are assessed a minimum $200 deposit, which can run higher based on payment history and is refunded after 12 months of on-time payments.

Compared with Mesa, Chandler and Phoenix

Gilbert’s connection fee is well above its East Valley neighbors. For a 3/4-inch meter, Mesa charges $9,528 in capacity fees and Chandler charges $9,543 in system development fees — both are roughly half of Gilbert’s $18,396-$18,603. Gilbert also runs well above the high end of Phoenix’s impact-fee range for an infill home, though Phoenix’s Northwest service area, at $29,322, is still higher than Gilbert.

Water and wastewater growth charges for one new home, 3/4″ meter

City Growth charge Varies by area?
Gilbert $18,396 (Neely) or $18,603 (Greenfield), connection fees, 2024 Yes, wastewater only (Neely/Greenfield)
Mesa $9,528 (capacity fees, 2026) No, citywide
Chandler $9,543 (system development fees, 2024) No for utilities
Phoenix, Balance of City $7,467 (impact fees, June 2025) Yes, 15 service areas
Phoenix, Northwest $29,322 (impact fees, June 2025) Yes

None of Gilbert, Mesa or Chandler’s figures above include a paving cut, and none of the four cities’ schedules show a meter-installation charge as large as Phoenix’s $1,779 full water service fee — Gilbert shows no separate meter charge, and Mesa ($460) and Chandler ($419) charge a small add-on.

Gilbert connection fee questions

How much is the water and sewer connection fee for a new house in Gilbert?

For a 3/4-inch meter, the Town’s water resource fee is $5,826 and water infrastructure fee is $8,310, for $14,136 in water charges. Add a wastewater connection fee of $4,260 in the Neely service area or $4,467 in the Greenfield service area, for a total of $18,396 to $18,603, before the $15-plus-tax account activation fee.

What is the difference between Gilbert’s water resource fee and water infrastructure fee?

Both are charged per meter size under the Town’s 2024 System Development Fee Study, but they fund different things: the water infrastructure fee pays for treatment and delivery capacity, and the water resource fee pays for the water supply itself. A 3/4-inch meter pays $8,310 for infrastructure and $5,826 for resources, the same amount everywhere in town.

Why does my Gilbert wastewater fee differ from my neighbor’s?

Gilbert splits its wastewater connection fee by which water reclamation plant serves the lot. A 3/4-inch meter pays $4,260 in the Neely service area and $4,467 in the Greenfield service area, which Gilbert shares with Mesa and Queen Creek. Check the Town’s System Development Fees Area Map to find which applies to a specific address.

Does Gilbert charge a separate water tap or meter-installation fee?

We could not find one published for single-family service. The water infrastructure connection fee is the only charge in Gilbert’s fee schedule tied to the meter; unlike Mesa’s $460 meter set or Chandler’s $419 meter fee, Gilbert’s schedule does not show an added installation charge for a standard residential meter.

When are Gilbert’s system development fees due?

Under Code of Gilbert Section 10-342, they are due before the Town issues a building permit, or, if no building permit is required, when the water or wastewater connection is purchased. No building permit, connection, or certificate of occupancy is issued until the fee is paid.

Is Gilbert’s connection fee really almost double Mesa’s or Chandler’s?

Yes, based on the two cities’ published 2024-2026 schedules. Gilbert’s 3/4-inch total runs $18,396 to $18,603, compared with Mesa’s $9,528 and Chandler’s $9,543 for the same meter size.
