Ocala Water & Sewer Impact Fees and Connection Costs (2026)
Inside Ocala city limits, the City of Ocala provides water, sewer and electricity. Water Resources runs water and sewer, and Ocala Electric Utility (OEU) supplies power. The city’s water and sewer impact fees depend on the home’s air-conditioned floor area. A typical new house of 1,500 to 2,499 square feet with a 5/8-inch meter pays $695 (water impact fee) + $2,656 (sewer impact fee) + $4,440 (city-installed water meter and service) + $40 (meter service charge) + $57 (new electric account) = $7,888. If the builder installs the service line and the city only sets the meter, the meter charge is $315 and the total is $3,763. The main caveat is timing: Ordinance 2025-27 raises the impact fees every October 1 through 2028. Fiscal 2027 rates took effect October 1, 2026: a house billed from that date pays $772 (water) + $2,951 (sewer) in impact fees, and the city-install total rises to $8,260.
Ocala tap and connection charges at a glance
The impact fees come from the city’s Water & Sewer Impact Fee schedule under Ordinance 2025-27. It lists four years of rates, starting October 1, 2025. The water meter charges and the $57 electric start fee come from the Municipal Services Statement effective October 1, 2025. The other electric charges come from OEU’s Electric Fees schedule, where the current column is dated March 1, 2024. Each house-size band is a separate row; you pay only the one matching your plans. Deposits, construction power, the scheduled October 2026 rates and the out-of-city figures are listed separately and are not added to the typical total.

Worked example for a single-family home in Ocala
Assumptions: a detached house inside city limits, served by city water and city sewer, with a standard 5/8-inch meter, at the fiscal 2026 rates in effect through September 30, 2026. Single-family impact fees are due at certificate of occupancy, so a house whose certificate is issued on or after October 1, 2026 may be billed at the higher fiscal 2027 rates. Ocala sets the impact fee by the square footage of air-conditioned living area, not by lot size or bedroom count.
City of Ocala one-time charges by house size, fiscal 2026 rates effective October 1, 2025 (sources: Ordinance 2025-27 fee schedule; Municipal Services Statement, Oct 2025).
| A/C living area | Water impact | Sewer impact | City-installed 5/8″ meter + $40 | Electric start | Total |
|---|---|---|---|---|---|
| Under 1,500 sq ft (0.60 ERU) | $556 | $2,125 | $4,480 | $57 | $7,218 |
| 1,500–2,499 sq ft (0.75 ERU) | $695 | $2,656 | $4,480 | $57 | $7,888 |
| 2,500–3,499 sq ft (1.00 ERU) | $926 | $3,542 | $4,480 | $57 | $9,005 |
| 3,500 sq ft and up (1.25 ERU) | $1,158 | $4,427 | $4,480 | $57 | $10,122 |
For the middle case: $695 + $2,656 = $3,351 in impact fees, plus $4,440 + $40 = $4,480 for the meter, plus $57 to open the electric account, for $7,888.
Three situations change the total:
- The builder installs the water service. The statement lists two rates for each meter size: a City Install Rate and a much lower Developer Install Rate. For a 5/8-inch meter they are $4,440 and $315. Homes in a new subdivision usually get service lines from the developer’s contractor, so the charge drops to $315 + $40 = $355 and the 1,500–2,499 sq ft total drops to $3,351 + $355 + $57 = $3,763.
- A larger meter. A 1-inch meter costs $4,510 with city installation or $400 with developer installation. Single-family impact fees do not change with meter size.
- Outside city limits. City Code section 70-502 sets impact fees for out-of-city customers at 125% of the in-city rate. For a 1,500–2,499 sq ft house that works out to $695 × 1.25 = $868.75 for water and $2,656 × 1.25 = $3,320 for sewer, or $4,188.75, through September 30, 2026. From October 1, 2026 the FY2027 in-city rates give $772 × 1.25 = $965 for water and $2,951 × 1.25 = $3,688.75 for sewer, or $4,653.75. That is our arithmetic, because the city does not publish a separate out-of-city table. Out-of-city owners apply through the city’s Out of City Water & Sewer Impact Fee Request form, which asks for the county permit number.
What Ocala’s fees don’t cover
Impact fees pay for treatment-plant and pipe-network capacity. The city-install meter charge covers the connection at the street. The pipe on your lot is a separate cost:
- Water service line from the meter to the house: $30 to $150 per foot, about $50 typical, trenching included (national estimate).
- Sewer lateral from the house to the city cleanout or main: $50 to $250 per foot, about $100 typical, trenching included (national estimate). The city schedules we read do not list a separate sewer tap charge, so ask Water Resources who builds the connection at the main for your lot.
- Plumbing permit: $100 to $1,300, about $300 typical (national estimate).
- Electric service: a 200-amp panel and meter base runs $1,800 to $6,000, about $3,000 typical (national estimate). OEU bills the extra cost of underground service before work begins.
For a house 40 feet from the street, that is roughly 40 × $50 = $2,000 for the water line and 40 × $100 = $4,000 for the sewer lateral (national benchmarks, not Ocala figures). Add your own lengths in the calculator:

When you pay Ocala connection fees
- Impact fees, inside the city: under Code section 70-502(d), a new single-family home or duplex pays when the building official issues the certificate of occupancy. Other new buildings pay at building permit. For an existing structure adding service, payment is due when the plumbing permit is issued. The city’s online Residential Impact Fee Calculator also adds fire, EMS, education and transportation impact fees, which are not utility charges.
- Impact fees, outside the city: due when you apply to the city for water or sewer service.
- Credits: fees already paid for a demolished building on the same property, or a more intense prior use, can reduce what you owe. Credit claims have to be documented before the permit is issued (contact permitcoordinator@ocalafl.gov).
- Electric: a new account costs $57, and the schedule lists $68 for a same-day connection. The residential deposit is twice the average bill, with a $250 minimum. Builders pay $100 for a temporary service connection. OEU’s fee schedule also lists a Residential Feeder Recovery Fee by lot size, $114 for a quarter acre or less and up to $284 above one acre, without saying when it applies. Ask OEU whether your new service triggers it.
How Ocala compares with Lakeland and Orlando
Typical official one-time charges for one new house, from each page’s worked example.
| Area | Typical total | What it covers |
|---|---|---|
| Ocala, city-installed service (1,500–2,499 sq ft) | $7,888 | Water + sewer impact fees, 5/8″ meter and service, electric start fee |
| Ocala, developer-installed service | $3,763 | Same, with the $315 developer-install meter rate |
| Lakeland, inside city limits | $8,076 | Water + wastewater impact and connection fees, start fee |
| Lakeland, outside city limits | $10,045.25 | Same, at outside-city rates |
| Orlando (OUC water, city sewer) | $9,067.50 | OUC system development charge and service connection, city sewer impact and permit |
Ocala’s impact fees alone ($3,351 for a mid-size house) are well below Lakeland’s $7,275 inside city limits. Most of Ocala’s total comes from the $4,440 charge for a city-installed service. Each utility bundles meter and connection work differently, so the comparison is rough. Other cities are on the Florida utility connection costs page.
Ocala fee changes to watch
- October 1, 2026: the second year of Ordinance 2025-27 began. For a 1,500–2,499 sq ft house, the water fee goes from $695 to $772 and the sewer fee from $2,656 to $2,951, adding $372. The typical city-install total became $8,260 (if the meter charges are unchanged). Single-family homes pay at certificate of occupancy, so a house finished after October 1 may be billed at the new rate; ask the permit coordinators.
- October 1, 2027 and 2028: further steps to $849/$3,246 and then $926/$3,542 for the same size band. By 2028 the combined fee is $4,468, 33% above today’s $3,351.
- Electric fees: the posted Electric Fees schedule is dated March 2024. Its $57 connection charge matches the October 2025 Municipal Services Statement, but other electric fees could have changed since then.
Common questions about Ocala fees
How much are water and sewer impact fees in Ocala, FL?
For a single-family home inside city limits, from October 1, 2025 to September 30, 2026, they range from $556 water plus $2,125 sewer for under 1,500 square feet of air-conditioned space to $1,158 plus $4,427 for 3,500 square feet or more. A 1,500–2,499 sq ft house pays $695 plus $2,656, or $3,351.
Why does the Ocala water meter cost $4,440 for some homes and $315 for others?
The $4,440 City Install Rate applies when the city installs the water service and meter. The $315 Developer Install Rate applies when the developer’s contractor builds the service line and the city only sets the meter. Both come with a $40 service charge.
When are Ocala impact fees paid?
For a new single-family home or duplex inside the city, at certificate of occupancy. Outside city limits, they are due when you apply for city water or sewer service.
Do homes outside Ocala city limits pay more?
Yes. City Code section 70-502 sets out-of-city impact fees at 125% of the in-city rate, about $4,653.75 instead of $3,723 for a 1,500–2,499 sq ft house under the rates effective October 1, 2026.
Are Ocala’s impact fees going up?
Yes. Ordinance 2025-27, adopted June 17, 2025, raises them every October 1 through 2028. For a mid-size house the combined water and sewer fee goes from $3,351 now to $3,723 on October 1, 2026, and $4,468 in 2028.
