Queen Creek Water and Sewer Capacity Fees (2026)
The Town of Queen Creek water department supplies water to about 40 square miles in and around the town, and it runs a sewer system that covers the Town Center and much of the higher-density housing. A new single-family home on a 3/4-inch meter that is on both town water and town sewer pays $9,026 in official connection charges: a $2,382 water capacity fee, a $6,144 residential sewer capacity fee and a $500 meter. Opening the account adds a $25 establishment fee. Two caveats matter more than the rest. The sewer fee more than doubled on January 5, 2026. And town staff are now proposing a new water resource capacity fee, not yet adopted, that could add $6,119 or more per home if the council approves it after a November 18, 2026 hearing. For how this compares nationally, see our guide to the cost to connect to city water.
Queen Creek connection fees at a glance
The table lists every Queen Creek row we verified. The capacity fees come from the town’s Capacity Fee Schedule, effective January 5, 2026. The meter cost, establishment fee and security deposit come from the Meter Installation Fees table on the Water Rates and Fees page, which repeats the same capacity amounts. That page gives no effective date for the meter prices. The deposit is refundable and is not a connection cost, so it stays out of the totals below.

How Queen Creek’s capacity fees work
Queen Creek calls its water and sewer growth charges “capacity fees,” and it keeps them separate from its development impact fees. The development fee schedule covers only parks and recreation, trails, police, streets and fire, and the town’s Development Services Fee Schedule page says the current impact fees took effect May 12, 2025. The Impact and Capacity Fees page carries the 2024 A.R.S. 9-463.05 notice for the infrastructure plan, which lists parks and recreation, transportation, fire and public safety. Water and sewer are not among them. Queen Creek’s $6,144 sewer capacity fee is the highest of seven cities in our sewer allocation fee guide.
The water capacity fee rises with meter size. The residential sewer fee does not, at least for the two sizes most homes get: a 3/4-inch and a 1-inch meter both pay $6,144. The town’s December 2025 presentation explains that a single-family home pays the same sewer fee whatever its size.
Town of Queen Creek capacity fees and meter cost by meter size, schedule effective January 5, 2026
| Meter size | Water capacity | Residential sewer capacity | Meter cost | Total |
|---|---|---|---|---|
| 3/4″ | $2,382 | $6,144 | $500 | $9,026 |
| 1″ | $3,978 | $6,144 | $600 | $10,722 |
| 1.5″ | $7,933 | $20,481 | $1,600 | $30,014 |
| 2″ | $12,697 | $32,770 | $1,800 | $47,267 |
Multi-family units pay a flat $4,608 per unit for sewer capacity instead of a meter-based amount. For commercial customers, the 1-inch sewer fee is $10,261. Fees for turbine meters and for meters larger than 2 inches need a special calculation.
Worked example: a new home in Queen Creek
Assumptions: one detached home inside the town water service area, building permit paid on or after January 5, 2026, and a standard meter set. Case C is a lot outside the town sewer area that uses a septic system.
Estimated official Town of Queen Creek charges for one new home (checked Sep 25, 2026)
| Charge | A: 3/4″, water + sewer | B: 1″, water + sewer | C: 3/4″, water only (septic) |
|---|---|---|---|
| Water capacity fee | $2,382 | $3,978 | $2,382 |
| Residential sewer capacity fee | $6,144 | $6,144 | — |
| Meter cost | $500 | $600 | $500 |
| Connection subtotal | $9,026 | $10,722 | $2,882 |
| Establishment fee | $25 | $25 | $25 |
| Total | $9,051 | $10,747 | $2,907 |
A home in case C avoids the sewer fee but pays for a septic system, which is private work with no town price. The $125 refundable security deposit is left out of all three columns.
The same January 2026 schedule lists the town’s non-utility development fees for a single-family detached home: $1,933 parks and recreation, $128 trails, $422 police, $1,189 streets and $840 fire. That adds up to $4,512. These are not utility charges, but they are collected at permit too, so a builder budgeting for case A would see roughly $9,051 + $4,512 = $13,563 in town fees before any building permit or plan review charges.
How Queen Creek compares with Mesa
Neighboring Mesa also charges capacity fees by meter size, and the totals come out close for a 3/4-inch home. The split is reversed, though. Mesa’s water fee is much larger, while Queen Creek’s sewer fee is. The two towns co-own the Greenfield Water Reclamation Plant with Gilbert, and Mesa operates it.
Water and sewer capacity fees plus meter installation, 3/4-inch single-family home (Mesa figures as of July 1, 2026)
| Charge | Queen Creek | Mesa |
|---|---|---|
| Water capacity fee | $2,382 | $7,719 |
| Sewer / wastewater capacity fee | $6,144 | $1,809 |
| Meter installation | $500 | $460 |
| Total | $9,026 | $9,988 |
For a 1-inch meter the gap widens in Queen Creek’s favor: $10,722 against Mesa’s $16,339, because Mesa’s sewer fee scales with meter size and Queen Creek’s residential sewer fee does not. If Queen Creek adopts the proposed water resource capacity fee described below, a 3/4-inch Queen Creek home on town sewer would pay more than a Mesa home.
What Queen Creek’s fees don’t cover
The capacity fees pay for the town’s share of wells, treatment and sewer capacity. They do not pay for anything on your lot. National estimates for the private work (methodology):
- Water service line from the meter to the house: $30–$150 per foot, typical $50, trenching included. A 40-foot run is about $2,000.
- Sewer lateral to the town main: $50–$250 per foot, typical $100, trenching included. A 60-foot run is about $6,000.
- Plumbing permit: $100–$1,300, typical $300.
Larger meters and landscape meters also need an above-ground backflow device, installed by the customer before the meter is set. For lots outside the sewer area, compare the options in our septic vs. sewer guide.

Estimates are planning figures, not quotes. Confirm fees and trench rules with your utility.
How and when Queen Creek fees are paid
The capacity fee schedule says water and wastewater capacity fees are collected when the building permit is issued, on top of the meter installation fee. The meter comes later. According to the Water Rates and Fees page, once you have a permit you request a meter by emailing the town’s new meter request address with a copy of the permit. The town processes requests within 24 hours and then contacts you to set up the account and take payment, and a meter set can take up to 7 to 10 business days after that.
Town water also reaches some projects outside the town limits. There, the county (Maricopa or Pinal) issues the permit, and the builder submits a water sizing worksheet to the town afterward. Inside the town limits the sizing information prints on the building permit.
Queen Creek fee changes to watch
- Proposed water resource capacity fee. A September 22, 2026 stakeholder presentation recommends a new one-time fee to pay for long-term water supplies: $10,199 for a single-family home with a water-only account and $6,119 for a home with both water and wastewater accounts, the same for a 3/4-inch or 1-inch meter. The lower figure reflects a 40 percent credit for wastewater returned through the town sewer system. The presentation schedules a council hearing for November 18, 2026 and a capacity fee implementation date of December 21, 2026. It is a proposal, not an adopted fee.
- Existing water capacity fee. The September 22 presentation scheduled a September 29, 2026 focus group meeting on increasing the current $2,382 fee. We found no proposed new amount published as of September 25, 2026.
- New state law. The same presentation says HB 2946 requires capacity fees adopted or increased after December 31, 2026 to follow the A.R.S. 9-463.05 adoption process. The town’s proposed timeline would put new capacity fees in place before that date.
- Sewer fee history. The town’s December 2025 presentation shows the sewer fee rising from $2,901 per home, last set in 2019, to $6,144. Permits not paid before January 5, 2026 are recalculated at the new amount.
Queen Creek connection fee questions
How much are water and sewer tap fees in Queen Creek, AZ?
For a new single-family home on a 3/4-inch meter with town water and sewer, the capacity fees and meter come to $9,026: $2,382 for water, $6,144 for sewer and $500 for the meter. A 1-inch meter raises the total to $10,722. The $25 establishment fee is extra.
Does Queen Creek charge water and sewer impact fees?
Not under that name. The town’s A.R.S. 9-463.05 development impact fees cover parks, trails, police, streets and fire ($4,512 for a single-family home). Water and sewer are charged as separate capacity fees on the same schedule.
Why did the Queen Creek sewer capacity fee go up in 2026?
The town council approved the increase on December 3, 2025, effective January 5, 2026. According to the town presentation, the fee went from $2,901 per home, last updated in 2019, to $6,144, and would have been $10,378 without the offsets the town applied, such as state funding and an EPCOR exchange agreement.
What if my lot is on septic?
The residential sewer capacity fee applies to connections to the town sewer system, which serves the Town Center and much of the higher-density housing. A lot on septic pays the water capacity fee and meter ($2,882 on a 3/4-inch meter), but the proposed water resource capacity fee would be higher for a water-only account ($10,199 against $6,119).
How long does it take to get a water meter set in Queen Creek?
The town says meter requests sent with a copy of the building permit are processed within 24 hours, and meters are set within 7 to 10 business days after the account is set up and payment is received.
Is Queen Creek going to charge a new water fee for new homes?
Town staff proposed one in September 2026. The recommended water resource capacity fee is $6,119 for a home with water and wastewater service or $10,199 for a water-only home, with a council hearing planned for November 18, 2026 and a proposed implementation date of December 21, 2026. It is not adopted. Check the town’s Impact and Capacity Fees page for the adopted amount.
