St. Paul Water & Sewer Connection Fees (2026)
In Saint Paul, Saint Paul Regional Water Services (SPRWS) runs the water system, the City’s Department of Safety and Inspections issues the sewer connection permit, and the Metropolitan Council bills for regional wastewater capacity. For a new single-family home on an already-developed street where the connection meets SPRWS’s standard conditions, the published charges come to $3,620: a $1,050 SPRWS water service connection, an $85 sewer connection permit and the Metropolitan Council’s $2,485 Sewer Availability Charge (SAC). The SAC alone is nearly 70% of that total, and unlike some cities’ fees it never changes with meter size — one house is always one SAC unit. The $1,050 water figure only applies if the site meets SPRWS’s published criteria (main size, right-of-way width, mains on both sides, excavation done by others); any other connection is billed at actual cost, which SPRWS does not publish.
St. Paul tap and connection charges at a glance
The table lists every Saint Paul row in our database with its source. SPRWS’s $1,050 connection charge is a flat fee for a standard 1-inch street service, not a per-meter-size charge — Saint Paul bills the same ongoing water base rate whether the meter behind that service is 5/8″, 3/4″ or 1″. The sewer permit fee is the City’s own charge for tapping the sanitary sewer main, separate from SAC, which the Metropolitan Council sets per SAC unit; a single-family home is always 1 unit. We also list the storm sewer line from the same city permit table, which most new houses on an already-developed street won’t need.

Worked example for a single-family home in St. Paul
Assume a new house on an existing Saint Paul street where a water main and sanitary sewer are already in the ground. What changes the total is whether SPRWS’s crew can do a standard tap.
Published City of Saint Paul, SPRWS and Metropolitan Council charges for one new single-family home. Private plumbing, the service line, and the sewer lateral are separate and are usually the larger cost — see below.
| Case | SPRWS water connection | Sewer permit | Met Council SAC | Total |
|---|---|---|---|---|
| Meets SPRWS’s standard criteria (≤12″ main, ≤79 ft ROW, mains on both sides, excavation by others) | $1,050.00 | $85.00 | $2,485.00 | $3,620.00 |
| Does not meet SPRWS’s standard criteria (larger main, wider ROW, cul-de-sac over 109 ft, or SPRWS must excavate) | Actual cost (not published) | $85.00 | $2,485.00 | $2,570.00 + water connection at actual cost |
SPRWS’s rates and fees page states plainly that “all other service connections are done at actual cost, payment of estimated costs required prior to scheduling of work.” There is no published price list for non-standard taps; the engineering service desk (651-266-6270) quotes those individually. The sewer permit and SAC don’t change between the two cases, since neither depends on the water main or right-of-way.
Once service is on, the ongoing bill is separate: SPRWS’s quarterly base fee for a single-family “Under 1\”” or 1-inch meter is $26.91 plus usage, and the City’s Storm Sewer System Charge adds $150.11 per parcel per year for a one- or two-family home. Neither is part of the $3,620 connection total above.
Costs outside the St. Paul fee schedule
The published charges cover the tap, the sewer permit and regional capacity. The larger, unpublished costs are private work and interior permits:
- Water service line from the SPRWS main to the house. National estimate: $30-$150 per foot, typically about $50, including trenching in normal soil. See water service line cost.
- Sewer lateral from the house to the City’s sanitary sewer. National estimate: $50-$250 per foot, typically about $100, including trenching. See sewer lateral cost and who is responsible for the sewer lateral.
- Whether a new water meter is billed separately. SPRWS’s $1,050 fee covers furnishing, tapping and installing the 1-inch service; it doesn’t say whether the meter itself is included. SPRWS’s published $383-$615 meter charges are labeled replacement fees for an existing service, not new construction. Confirm with SPRWS engineering (651-266-6270) before budgeting.
- Interior plumbing permit. The City’s plumbing application, inspection & fees page lists a $92 initial fee when fixtures are installed, $36 per fixture, and $6 per fixture for the water supply. A new house with a dozen fixtures adds several hundred dollars on top of the connection charges above. The building permit itself is priced on the job’s value.
- Street cuts and pavement repair. National estimate: $1,000-$10,000 per crossing, typically about $4,000. See utility trenching cost.

Paying St. Paul fees: timing and process
SPRWS installs the water tap itself rather than licensing a contractor: its rates page says the utility will “furnish, tap, and install” the service. A builder or homeowner requests the connection through SPRWS’s engineering service desk (651-266-6270), and for non-standard work SPRWS requires payment of the estimated cost before scheduling. A new SPRWS billing account has to be opened to start service.
The sewer connection permit is applied for through PAULIE, the City’s permitting and licensing platform, under the Sewer (Storm or Sanitary) permit type, and is inspected through the Public Works Sewer Design and Permit Service Desk (651-266-6234). Interior plumbing work needs its own separate permit from the Department of Safety and Inspections.
What could change in St. Paul
- SAC. The Metropolitan Council’s rates page lists the same $2,485 base unit for 2026 and 2027, so the regional charge isn’t scheduled to rise before 2028.
- SPRWS’s $1,050 connection fee. No printed effective date; the linked city rate-comparison PDFs are dated 2026. Confirm the amount and the five qualifying conditions before you apply.
- Whether a new meter is extra. Not published for new construction; get this in writing from SPRWS before budgeting.
- Sewer and plumbing permit fees. Both City pages show a last-updated date of Aug 31, 2026. Verify the $85 sewer line and the $92/$36/$6 plumbing figures are still current when you apply.
Saint Paul connection fee FAQ
How much does it cost to connect a new house to water and sewer in Saint Paul?
The published charges total $3,620 when SPRWS can do a standard 1-inch tap: a $1,050 water service connection, an $85 sewer connection permit and the $2,485 Metropolitan Council SAC. If the site doesn’t meet SPRWS’s standard conditions, the water charge is billed at actual cost instead. Private plumbing, the service line and the sewer lateral are separate and usually cost more than these fees combined.
What is SAC in Saint Paul?
The Sewer Availability Charge is a one-time regional fee the Metropolitan Council charges when a property first connects to the Twin Cities’ regional wastewater system. A single-family home is always 1 SAC unit, which costs $2,485 in both 2026 and 2027. The Council bills it to the City, which collects it from the owner as part of a permit process.
Does the SPRWS water connection fee change with meter size?
No. The published $1,050 charge is for a standard 1-inch street service and doesn’t vary by the meter size installed inside the home. Saint Paul also bills the ongoing quarterly base rate the same for “Under 1\”” and “1\” (Single Family Dwelling)” meters, so 5/8″, 3/4″ and 1″ meters fall in the same residential class.
What if my lot doesn’t meet SPRWS’s standard connection criteria?
SPRWS’s flat $1,050 fee applies only when the main is 12 inches or smaller, the right-of-way is 79 feet or less (109 feet or less in a cul-de-sac), the street has mains on both sides, and excavation is done by others. Anything else is billed at actual cost, quoted individually by SPRWS engineering.
Do I pay a separate fee to connect to the storm sewer?
Only if your permit includes a storm sewer tap. The City’s sewer permit fee schedule lists Storm Sewer as its own $85 line, separate from Sanitary Sewer. Most new single-family lots on an already-developed street don’t need a separate storm connection.
Who installs the water service line at a new Saint Paul home?
SPRWS installs the tap and street-side service itself rather than licensing a contractor for that work. The property owner is still responsible for the private line from the curb stop into the house, which isn’t part of SPRWS’s published fee.
For another Twin Cities utility, see Minneapolis water and sewer tap fees, which uses the same Metropolitan Council SAC.
