Indiana Utility Connection Costs (2026): Tap Fees by City
In the two Indiana cities in our database, a new single-family home’s published one-time water and sewer connection charges run from about $2,045 in Fort Wayne’s cheapest sewer service area to $4,585 in Indianapolis, at 2026 rates. Fort Wayne’s total can reach $3,745 in its priciest sewer area, and Indianapolis’s rises to $5,834 with a larger, 1-inch water service. The two cities aren’t quoted on identical footing: Fort Wayne’s standard case uses a 5/8-inch meter, while Indianapolis requires at least a 3/4-inch service for a house and has no 5/8-inch option to compare against. The more useful difference between the two isn’t the total, though — it’s how each city sets its sewer charge. Fort Wayne’s Area Connection Fee depends entirely on which of five sewer service areas the lot sits in, from $1,000 to $2,700 per ERU. Indianapolis’s CWA Authority sewer connection fee is a flat $2,530 no matter where in the city the lot is, because it’s billed per home (one equivalent dwelling unit), not by neighborhood or meter size. Our database covers Fort Wayne City Utilities and Indianapolis’s Citizens Water/CWA Authority so far. Other Indiana utilities are not yet collected, and we say so rather than guess.
Official fees in Indiana
The table below lists every verified Indiana fee row in our database, with utility, meter size, and a link to the source document. Fort Wayne prices its sewer Area Connection Fee per ERU by service area (five zones, $1,000 to $2,700); its water-side charges are fixed regardless of location. Indianapolis prices its Citizens Water charges by meter or service-line size under a 2016 tariff, while CWA Authority’s sewer connection fee is a flat per-home rate that does not change with meter size or location.
| City | Provider | Water typical new home* | Sewer typical new home* |

City comparison
Published Fort Wayne City Utilities and Indianapolis (Citizens Water / CWA Authority) charges for one new single-family home, 2026 rates.
| Situation | Fort Wayne | Indianapolis | Difference |
|---|---|---|---|
| Utility’s lowest published case for a new home | $2,045.17 (5/8″ meter, Central sewer area) | $4,585.00 (3/4″ service, the city’s minimum for a house) | $2,539.83 |
| Utility’s highest published case for a new home | $3,745.17 (5/8″ meter, Northeast sewer area) | $5,834.00 (1″ service) | $2,088.83 |
How the rows are built. Fort Wayne: $650 System Development Charge + $225.17 meter and radio installation + $85 water tap inspection + $1,000 Area Connection Fee (Central area) + $85 sewer tap inspection = $2,045.17. Swap in the Northeast area’s $2,700 Area Connection Fee and the same water-side charges give $3,745.17 — the entire $1,700 gap is the sewer fee, not the water fee. Indianapolis: $1,800 System Development Charge + $19 Establish Account and Install Meter fee + $2,530 CWA Authority sewer connection fee + $236 sewer lateral permit = $4,585.00 for the minimum 3/4-inch service. Move up to a 1-inch service and the water side rises to $3,000 SDC + $68 meter fee, for $5,834.00, while the $2,530 sewer connection fee and $236 permit stay exactly the same, because CWA Authority counts a single-family home as 1.0 equivalent dwelling unit regardless of meter size.
Split each total into its water and sewer halves and the pattern flips between the two cities. In Fort Wayne, the water side is fixed no matter where the lot is, and the sewer side is what moves — by up to $1,700 depending on the sewer service area. In Indianapolis, the sewer side is fixed no matter what size home is being built, and the water side is what moves — by $1,249 between a 3/4-inch and 1-inch service. A buyer pricing a lot in either city should ask the matching question first: in Fort Wayne, “which sewer service area is this address in?” In Indianapolis, “what size water service does this house need?”

What decides your number
- Which sewer service area you’re in (Fort Wayne only). City Utilities’ Area Connection Fee ranges from $1,000 per ERU in the Central area to $2,700 in the Northeast area at 2026 rates. City Utilities does not publish a map of which neighborhoods fall in which of its five areas, so confirm yours before budgeting.
- Water service size (Indianapolis). Citizens Water’s System Development Charge scales with the pipe size: $1,800 at 3/4-inch, the smallest Citizens allows for a house, rising to $3,000 at 1-inch. CWA Authority’s sewer connection fee does not scale this way — it stays $2,530 regardless.
- Whether a Subsequent Connection Fee applies (Indianapolis). A lot fronting a water or sewer main a developer built within roughly the last 10 years can carry an added, address-specific charge on top of the totals above; Citizens does not publish a lookup table for this.
- Fort Wayne’s published multi-year schedule. City Utilities has already announced Area Connection Fee increases in every service area through January 1, 2029, so a fee quoted today can be out of date for a project that closes a year or two out.
Frequently asked questions
How much are water and sewer tap fees in Indiana?
It depends on the city and, within each city, on different things. In Fort Wayne, a new home with a 5/8-inch meter pays $2,045.17 to $3,745.17 in City Utilities charges, depending on which of five sewer service areas the lot sits in. In Indianapolis, a new home pays $4,585.00 with the minimum 3/4-inch water service, rising to $5,834.00 with a 1-inch service; the sewer charge itself does not change with meter size or location.
Why does Fort Wayne’s sewer fee vary by neighborhood while Indianapolis’s doesn’t?
The two utilities price sewer capacity differently. Fort Wayne’s Area Connection Fee is set per one of five geographic sewer service areas, reflecting the cost the city has put into that area’s downstream sewer capacity, so it ranges from $1,000 to $2,700 per ERU. Indianapolis’s CWA Authority instead bills sewer connections by equivalent dwelling unit, and a single-family home is always exactly 1.0 EDU, so its $2,530 sewer connection fee is the same everywhere in the city.
Which Indiana city has higher connection fees, Fort Wayne or Indianapolis?
The ranges do not overlap: Indianapolis is higher in every published case. Fort Wayne’s cheapest case ($2,045.17, Central sewer area) and its most expensive case ($3,745.17, Northeast sewer area) are both below Indianapolis’s standard case ($4,585.00). Indianapolis’s published totals are higher across the board once you account for its $2,530 flat sewer connection fee and $236 lateral permit, which together exceed anything Fort Wayne charges on the sewer side.
Does meter size change the fee in both cities?
Only on the water side, and only in Indianapolis does it move the total meaningfully for a house-sized service. Fort Wayne’s water-side charges (System Development Charge, meter and radio installation) are the same regardless of address, and its sewer fee doesn’t scale with meter size at all — it scales with sewer service area. Indianapolis’s water System Development Charge does scale with service size, from $1,800 at 3/4-inch to $3,000 at 1-inch, while its sewer connection fee stays flat at $2,530 either way.
