Kentucky Utility Connection Costs (2026): Tap Fees by City

Last reviewed: By Utility Cost Guide editor

Kentucky’s three largest cities in our database price a new connection three different ways. Louisville Water publishes a fixed water total — a $350 System Development Charge plus a $1,475 service installation fee for a 3/4-inch line, $1,825 — but sewer runs through a separate agency, the Louisville/Jefferson County Metropolitan Sewer District (MSD), which bills the actual construction cost plus $250 rather than a flat figure. Lexington also splits water and sewer between two providers, Kentucky American Water and the Lexington-Fayette Urban County Government (LFUCG), but both publish real numbers: a $1,223 water tap plus a sewer tap-on fee that starts at $1,699.50 on a lot of 1/4 acre or less, for a published total of $2,922.50 that climbs with lot size. Bowling Green Municipal Utilities (BGMU) is the only single utility of the three, billing a $400 water main line tap fee and a $1,600 fee for the 5/8-inch meter, plus a $2,000 sewer attachment deposit, for a published total of $4,000 — but that sewer figure is only a deposit against BGMU’s actual time-and-materials cost, not a fixed price, so the real bill can land above or below it. Our database covers Louisville, Lexington and Bowling Green so far. Other Kentucky utilities are not yet collected, and we say so rather than guess.

Official fees in Kentucky

The table below lists every verified Kentucky fee row in our database, with utility, meter size and a link to the source document. All three cities split water and sewer between different administrative structures. Louisville and Lexington use two separate agencies each, one for water and one for sewer. Bowling Green’s BGMU runs both from a single office. Only Lexington’s LFUCG prices its main connection charge by lot size rather than meter size; Louisville’s MSD and Bowling Green’s BGMU price their sewer connections by actual cost, not by a published schedule.

Published one-time water and sewer connection charges for one new single-family home with the smallest standard meter (sources: Louisville Water 2026 tariff; MSD schedule, Sept. 1, 2026; Kentucky American Water tariff; LFUCG Code Sec. 16-60; BGMU Meter Charges and Miscellaneous Service Fees).

Charge Louisville Lexington Bowling Green
Water tap / installation $1,825 (3/4″, SDC + install) $1,223 (5/8″ tap) $2,000 (5/8″; $400 tap + $1,600 meter)
Sewer Actual cost + $250 (MSD; not a flat fee) $1,699.50 (tap-on, 1/4 acre or less; rises with lot size) $2,000 deposit (BGMU bills actual cost; not a final price)
Published total (smallest meter, smallest lot) $1,825 + sewer cost $2,922.50 $4,000 (deposit basis)

How the rows are built. Louisville: Louisville Water’s tariff sets a $350 System Development Charge and a $1,475 service installation fee for a 3/4-inch line, $350 + $1,475 = $1,825. That total is water only. MSD does not publish a flat sewer tap fee; its connection fee is the actual cost of building the connection plus a $250 administrative charge, so a comparable “total” for Louisville cannot be a single number without a construction estimate. Lexington: Kentucky American Water’s tapping fee for a 5/8-inch meter is $1,223. LFUCG’s sewer tap-on fee is $1,699.50 on a lot of 1/4 acre or less, so $1,223 + $1,699.50 = $2,922.50. On a 1/4-to-1/2-acre lot the sewer fee rises to $3,155.90, for a total of $4,378.90. Bowling Green: BGMU’s $400 water main line tap fee plus its $1,600 fee for a 5/8-inch meter plus its $2,000 sewer attachment deposit is $400 + $1,600 + $2,000 = $4,000. Unlike the other two figures in this row, the $2,000 is a deposit BGMU reconciles against actual time and materials after the work is done, so $4,000 is a starting point, not a guaranteed final bill.

What decides your number

Louisville, Lexington and Bowling Green are the only Kentucky utilities in our database. Other Kentucky addresses may be served by different water districts, private utilities or on-site well and septic systems, and their fees are not yet collected here.

Frequently asked questions

How much are water and sewer tap fees in Kentucky?

It depends on the city and provider. Louisville Water’s 2026 published water charges for a 3/4-inch service are $1,825, with sewer billed separately by MSD at actual cost plus $250. Lexington’s combined water and sewer total is $2,922.50 on a small lot, rising with lot size. Bowling Green’s published total, including a sewer deposit, is $4,000.

Why doesn’t Louisville have one published total like Lexington and Bowling Green?

Because Louisville splits water and sewer between two agencies with different pricing methods. Louisville Water publishes a fixed tariff, so its $1,825 figure is reliable. MSD, the sewer agency, bills the actual construction cost of the connection plus a $250 administrative fee, so there is no single sewer number to add to the water total without a project-specific estimate.

Is Bowling Green’s $4,000 total a final price?

Not entirely. The $400 tap fee and $1,600 meter fee are fixed. The $2,000 sewer figure is a deposit BGMU collects at application; the utility then bills its actual time, materials and any road cut and repair, refunding an overpayment or invoicing the difference. Treat $4,000 as a starting point, not a guaranteed final bill.

Which Kentucky city has the highest published tap fees?

Among the three cities in our database, Bowling Green’s $4,000 published total is the highest, ahead of Lexington’s $2,922.50 on a small lot and Louisville’s $1,825 water-only figure. The comparison is not exact, since Louisville’s and Bowling Green’s sewer charges are not fixed prices.
