Conroe Water & Sewer Tap Fees (2026)
Inside Conroe city limits, the City of Conroe supplies water and sewer service, and its connection charge is a tap fee set by the size of the tap. For a new single-family home on the smallest listed water tap, the city’s Code of Ordinances fee schedule adds up to $3,750: a $1,875 fee for a 3/4-inch water tap and a $1,875 fee for a 4-inch sewer tap. Conroe does not charge a water or wastewater impact fee today: the fee schedule lists none, and City Council has not adopted one. The city restarted an impact fee study in August 2026, and Community Impact reported that a public hearing on adopting fees could come in late 2027. The biggest caveat is who serves your lot. The city’s own development guidance says municipal utility districts (MUDs) may impose their own requirements within the city, and the fees on this page apply only where the City of Conroe provides the water and sewer.
Official Conroe fees in one table
The table below lists every Conroe row in our database, each linked to the document it came from. The tap fees are in Appendix A of the city code, in the Chapter 70 utilities section, and are priced by tap size, not meter size. The water table starts at a 3/4-inch tap. Conroe’s billing page calls the 5/8-inch meter the typical residential size, but the fee schedule does not say which tap goes with which meter. Water taps of 2 inches and larger are for bigger buildings, so they are not in our typical total. There are two sewer tap sizes, 4 inches and 6 inches, and the schedule does not say which building types use each. We total the 4-inch tap and show the 6-inch tap as an alternative. The $250 deposit and $15 account charge are account-opening charges, so they are also left out of the total.

Worked example: a new home in Conroe
Assumptions: a detached house inside Conroe city limits, served by the City of Conroe (not a MUD), with no impact fee because the city has not adopted one. Fees come from Appendix A of the Conroe Code of Ordinances (checked September 24, 2026).
City of Conroe tap fees for one house, by tap size.
| Line item | 3/4-inch water tap, 4-inch sewer tap | 1-inch water tap, 4-inch sewer tap | 3/4-inch water tap, 6-inch sewer tap |
|---|---|---|---|
| Water tap fee | $1,875.00 | $2,000.00 | $1,875.00 |
| Sewer tap fee | $1,875.00 | $1,875.00 | $2,750.00 |
| Water and wastewater impact fees | none adopted | none adopted | none adopted |
| Total | $3,750.00 | $3,875.00 | $4,625.00 |
Moving up to a 1-inch water tap adds $125. A 6-inch sewer tap adds $875. Two more charges come on top of any of these totals. The city code says a meter installation charge equal to the actual labor and equipment cost is collected each time a meter is installed, but it does not publish an amount, so none is included here. When you open the account, the city also collects a minimum residential deposit of $250 and a $15 service charge. The deposit can be refunded after 12 months of on-time payments.
What is not included in Conroe fees
Under Sec. 70-74 of the city code, the city makes the water and sewer connections from the main only as far as the property line. The work on your lot is private and paid separately:
- Water service line from the meter to the house. National estimate $30–$150 per foot installed, trenching included, typically about $50. A 60-foot run at $50 is $3,000. See water service line cost.
- Sewer lateral from the house to the property-line connection. National estimate $50–$250 per foot, trenching included, typically about $100. A 60-foot lateral is about $6,000. See sewer lateral cost. The city code requires a licensed plumber to make sewer connections.
- Building and plumbing permits. Conroe updated its building permit fee schedule on November 13, 2025. Those are building fees, not utility fees, and we do not include them.
- Subdivision infrastructure. Under Sec. 70-201 of the city code, the developer of a new subdivision pays for the water mains, sewer mains, laterals, service lines and any lift stations, and the city takes them over once they are accepted. The same section says the developer or the property owner still pays the city’s connection charge for water and sewer taps, so a new-subdivision lot is not exempt. Whether the builder or the buyer ends up paying it depends on the sale.
- Electric and gas. We found no official published connection charge for Conroe-area electric or gas service, so none is included.

Paying Conroe fees: timing and process
- With the permit. Sec. 70-74 says the applicant pays the tap fee when the permit is issued. Conroe takes permit applications and inspection requests through its OpenGov contractor portal.
- The city makes the taps. City crews connect to the water main and the sewer main and bring both out to the property line, and they set the water meter there when one is needed. A water service connection from the main to the meter cannot be longer than 50 feet, and the meter has to sit in a public street or alley right-of-way where crews can reach it.
- Starting the account. You can apply for service online. The city offers next-business-day service when the application and deposit are processed before 2:00 p.m. The minimum residential deposit is $250, and there is a required $15 service charge.
What could change in Conroe
- Impact fees are being studied. On August 27, 2026, the city’s consultant, Freese and Nichols, briefed City Council on a water, wastewater and roadway impact fee study. The study had been on hold since May 2026. Under the presented schedule, public hearings would follow in 2027, and Community Impact reported that an adoption hearing could come in the fourth quarter of 2027. Council did not set any fee. If Conroe adopts impact fees, they would be charged on top of the tap fees above.
- Tap fees are new to the code. The tap fee table was added to Appendix A by Ordinance No. 2759-25, adopted November 13, 2025. The code version before it had no tap fee amounts. The code does not state a separate effective date, so confirm the charge on your permit invoice.
How Conroe compares with Houston, Round Rock and Georgetown
Conroe’s $3,750 is below all three of these cities, but the totals include different charges. Houston’s $4,383.35 in water and wastewater impact fees (about $4,572 with permits) does not include the cost of the physical tap, which Houston’s fee schedule does not list. Round Rock charges $8,353 for a 5/8-inch meter on a post-2024 plat, and Georgetown charges about $24,494 at its current rates. In both cities, most of the total is impact fees, which Conroe does not charge yet.
Conroe tap fee FAQ
How much does a water and sewer tap cost in Conroe, TX?
The city’s fee schedule lists $1,875 for a 3/4-inch water tap and $1,875 for a 4-inch sewer tap, $3,750 in total. A 1-inch water tap is $2,000 and a 6-inch sewer tap is $2,750. The tap fee is paid when the permit is issued.
Does Conroe charge water or wastewater impact fees?
Not as of September 2026. The city is running a water, wastewater and roadway impact fee study. The schedule presented to City Council in August 2026 puts public hearings in 2027, so check again before you budget for a project that will be permitted after that.
What does the Conroe tap fee pay for?
The city makes the connection from the water main and the sewer main to your property line and sets the water meter there when one is required. The line from the meter to the house and the sewer lateral on your lot are private work.
Is there a separate meter charge?
The city code says a meter installation charge based on the actual labor and equipment cost is collected each time a meter is installed. Conroe does not publish a fixed amount, so ask the city for the figure before you finalize your budget.
How much is the water deposit in Conroe?
The minimum deposit for a residential account is $250, plus a required $15 service charge. The code sets the deposit at twice the estimated cost of water, sewer and garbage service and refunds it after 12 months of on-time payments.
Do these fees apply if my home is in a MUD?
Only if the City of Conroe provides your water and sewer. The city’s site development guidance notes that municipal utility districts may have their own requirements inside the city. If a MUD serves your lot, get its connection charges from the district.
