Louisville Water & MSD Sewer Connection Fees (2026)

Last reviewed: By Utility Cost Guide editor

In Louisville, two separate agencies connect a new house. Louisville Water Company supplies the water, and the Louisville/Jefferson County Metropolitan Sewer District (MSD) runs the sewers. For a new single-family home on a standard 3/4-inch service, Louisville Water’s 2026 tariff sets a $1,475 service installation fee and a $350 System Development Charge, for $1,825 in published water charges (Louisville Water 2026 tariff). MSD does not publish a flat sewer tap fee. Its connection fee is the actual cost of building the sewer connection plus $250, and its capacity charge is a per-gallon formula billed to developers (MSD schedule, effective Sept. 1, 2026). The caveat that matters most is how your street’s water main was paid for. If Louisville Water built the main at its own expense, or a developer built it under a tapping-fee contract, a tapping fee ($5,450 on the 2026 schedule) can apply on top. For how this compares nationally, see our guide to the cost to connect to city water.

Louisville connection fees at a glance

Louisville Water’s rows come from its 2026 tariff, effective January 1, 2026. MSD’s come from its Jefferson County schedule, effective September 1, 2026. Louisville Water prices by meter size, and 3/4 inch is its smallest domestic size. Rows marked as not typical, such as the tapping fee, the builder bond and the developer-paid MSD charges, apply only in the situations their notes describe. MSD rows with a formula and no dollar amount depend on MSD’s own flow estimate for the project.

Worked example for a single-family home in Louisville

Assumptions: one house, a 3/4-inch domestic service, typical installation conditions (no rock, no multi-lane road crossing) and no irrigation meter. The water side is fixed by the tariff. The sewer side depends on how the lot gets sewer service, so the table shows three common cases.

Published Louisville connection charges for one house, by situation (sources: Louisville Water 2026 tariff, MSD rates, rentals and charges, Sept. 1, 2026). Construction cost of the sewer connection not included.

Charge A: Lot in a new subdivision B: Infill lot, new sewer connection C: Infill lot on a Louisville Water-built main
Water service installation (3/4″) $1,475 $1,475 $1,475
Water System Development Charge (3/4″) $350 $350 $350
Water tapping fee $0 $0 $5,450
MSD connection fee (admin part) $0 (covered by developer’s contract) $250 + construction cost $250 + construction cost
Published total $1,825 $2,075 + cost $7,525 + cost

Case A assumes the developer built the sewers under an MSD Lateral Extension contract, which exempts the lot from MSD’s connection fee, and that the water main was not a tapping-fee main. In that case the developer also paid MSD’s capacity and inflow-and-infiltration charges when it signed the sewer extension contract, and those costs are usually built into the lot price. For infill lots (cases B and C), MSD’s schedule applies its inflow-and-infiltration charge ($1 per gallon per day, $400 minimum per project) to individuals as well as developers who connect to its separate sanitary sewer, due with any capacity charge, so ask MSD whether either charge applies. Properties inside the 1946 City of Louisville boundaries are exempt from the capacity charge. In case C, Service Rule 3.01.6 refers to the tapping fee applicable when the main was installed, so confirm the amount for your street with Service Applications. A 1-inch water service raises the water figures to $1,975 plus $600, or $2,575, which is $750 more than the 3/4-inch service. MSD’s single-family permit review ($250, pending confirmation) would add to every case.

Costs outside the Louisville fee schedule

Louisville Water’s installation fee pays for the service line from the main to your property or easement line, the meter and its vault. MSD’s connection is built to the property or easement line. Everything from those points to the house is private work, which the fees above do not cover:

For example, 60 feet of water line at $50 and 60 feet of sewer lateral at $100 add about $9,000 in private work. These are national benchmark figures, not Louisville quotes. See water service line cost and sewer lateral cost for detail, and model your own lot here:

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

How and when Louisville fees are paid

Louisville vs. Nashville

The two cities charge for connections in different ways. Metro Nashville charges small flat tap fees ($500 for a 5/8-inch water tap, $360 for a sewer connection) plus capacity charges of $3,675 per 350-gallon-per-day unit. At one unit that comes to $4,535, and every added unit adds $3,675. Louisville charges a larger flat installation fee but a much smaller system charge, so its published water total for a subdivision lot is $1,825. Its sewer capacity cost is billed to developers rather than to each lot, which is why it is missing from case A.

Upcoming changes in Louisville

Louisville Water’s fees are set by calendar year. The 2026 tariff was presented to the Board of Water Works on December 16, 2025 and took effect January 1, 2026, and its service rules say the tapping fee schedule is reviewed every year. Check for a 2027 tariff before you pay in January. MSD’s schedule changed on September 1, 2026. It restates the connection-fee and capacity-charge rules but still does not print the per-gallon capacity value, which MSD resets each calendar year from its audited net worth. MSD’s development-charge chart is dated 2021. It marks the $250 single-family permit charge “Effective TBD,” and MSD’s 2021 FAQ says building-permit charges started January 1, 2022. Confirm that figure at MSD’s customer counter.

Before you buy an infill lot in Jefferson County, ask Louisville Water whether the main in front of it carries a tapping fee, and ask MSD whether a paid property service connection already exists. Together those two answers can change your bill by more than $5,000.

Louisville connection fee questions

How much does a new water tap cost in Louisville, KY?

For a 3/4-inch domestic service, Louisville Water’s 2026 tariff charges a $1,475 service installation fee and a $350 System Development Charge, a total of $1,825. A 1-inch service costs $1,975 plus $600, or $2,575. A tapping fee ($5,450 in 2026) is charged only on mains that Louisville Water built at its own expense or that a developer built under a tapping-fee contract, and such a developer can waive it.

What is Louisville Water’s System Development Charge?

It is a one-time charge on every new tap on a water main, set by meter size: $350 for 3/4 inch and $600 for 1 inch in 2026. It is not charged when an existing tap is relocated. If you upgrade an existing service, you pay only the difference between the two sizes.

How much does MSD charge to connect to the sewer?

MSD’s connection fee is the actual construction cost of the connection plus a $250 administrative fee. It does not apply to lots in subdivisions built under an MSD Lateral Extension contract, or to working connections MSD accepted before August 1, 1998.

Do homeowners pay MSD’s capacity charge?

MSD’s schedule bills the capacity charge to developers, before connection or when the sewer extension contract is signed. It is a per-gallon rate times the daily flow MSD estimates. The schedule lists exemptions, including properties within the old City of Louisville sewer system that was transferred to MSD in 1946 and developed properties switching from septic.

Who installs the water line to my house in Louisville?

Louisville Water installs the service from the main to your property or easement line, including the meter and vault, for the flat installation fee. Your plumber installs the private line from the meter to the house. That work needs a Kentucky Division of Plumbing permit, which Louisville Water requires with the application.
