Lehi City Water, Sewer and Power Connection and Impact Fees (2026)

Last reviewed: By Utility Cost Guide editor

Lehi City provides culinary (drinking) water, pressurized irrigation, sewer collection, storm drainage and electricity, and sewage is treated by the regional Timpanogos district. A new single-family home with a 3/4-inch culinary meter on a lot of a quarter acre or less pays about $10,660 in water, secondary water, sewer and storm drain connection and impact fees, and about $3,020 more for a 200-amp Lehi City Power service. The largest single item is not a city fee: the $5,793 regional sewer treatment impact fee, which the district held a hearing on revising on September 17, 2026.

Lehi connection fees at a glance

The rows come from two city documents. Connection fees (the charge for the meter or lateral) are taken from the Lehi City FY 2027 Fee Schedule. Impact fees come from the city’s Connection and Impact Fees sheet, updated August 26, 2026. The water, sewer, pressurized irrigation and storm drain impact fees are still the amounts the sheet labels FY 2020. Two of them are charged per acre with a quarter-acre minimum, so the table shows the per-acre rate, not what a typical lot pays. The worked example below does that math. Lehi charges no connection fee for sewer or storm drain, only impact fees.

Worked example: a new home in Lehi

Assumptions: a detached home inside Lehi on city culinary water, pressurized irrigation and sewer, a 3/4-inch culinary meter, a 1-inch irrigation lateral (the smallest size the schedule lists) and a 200-amp single-phase electric service. The lot is a quarter acre or less, so the per-acre fees are charged at the quarter-acre minimum.

Lehi connection and impact fees for one new home (FY 2027 connection fees; impact fees as listed August 26, 2026)

Charge Lot ≤ 1/4 acre 1/2-acre lot
Culinary water connection fee, 3/4″ meter $476.73 $476.73
Culinary water impact fee, per dwelling $1,194.07 $1,194.07
Pressurized irrigation connection fee, 1″ lateral $567.04 $567.04
Pressurized irrigation impact fee ($5,638 per acre) $1,409.50 $2,819.00
Lehi sewer impact fee, per dwelling $872.44 $872.44
Timpanogos regional sewer impact fee, per house $5,793.00 $5,793.00
Storm drain impact fee ($1,391 per acre) $347.75 $695.50
Water, sewer and storm drain subtotal $10,660.53 $12,417.78
Lehi City Power connection fee, up to 200 A $465.57 $465.57
Power impact fee, 200 A single phase $2,554.00 $2,554.00
Total with electric $13,680.10 $15,437.35

The quarter-acre figures are 0.25 × $5,638 = $1,409.50 for irrigation and 0.25 × $1,391 = $347.75 for storm drain. On a half-acre lot both double. Ask the city whether it measures gross lot area or irrigable area for your parcel, since the sheet says only “per acre.”

Two choices move the total. A 1-inch culinary meter costs $568.45 instead of $476.73, adding $91.72. A 400-amp electric service costs $544.00 to connect and carries a $4,469 impact fee, so the electric line becomes $5,013.00 instead of $3,019.57, about $1,990 more. Lehi’s power impact fee also steps down for smaller services: $1,596 for 100 amps and $2,234 for 150 amps.

Two city documents disagree on connection fees. The August 26, 2026 fee sheet still shows the FY 2025 amounts ($425.62 for a 3/4-inch culinary meter, $541.66 for a 1-inch irrigation lateral, $374.02 for a 200-amp power connection). The adopted FY 2027 Fee Schedule lists $476.73, $567.04 and $465.57. Lehi’s fiscal year runs July 1 to June 30 (Finance Department), so FY 2027 is the current year, and that schedule sets connection fees itself while saying impact fees are adopted separately. We use the FY 2027 schedule; confirm with the building department before you pay.

How Lehi compares with Salt Lake City

Lehi’s total is far higher than Salt Lake City’s current connection fees. There, a new home with a 3/4-inch meter on a quarter-acre lot pays about $3,080 for water, sewer, stormwater and inspections under the June 2026 schedule. Lehi’s comparable water, sewer and storm drain charges come to $10,660.53, about $7,580 more. The gap comes mostly from two things Salt Lake City does not charge: the $5,793 regional treatment impact fee and a separate pressurized irrigation system ($1,976.54 for connection and impact on a quarter acre). Salt Lake City has proposed impact fees that would bring its total to about $12,130, about $1,470 more than Lehi’s $10,660.53.

What Lehi’s fees don’t cover

The fees above pay for capacity in the city’s systems and for the meter or lateral connection. They do not cover the pipe on your lot, the trench, the plumbing permit or the building permit. National estimates (methodology), which include trenching:

The underground electric service from the transformer to your meter base is also not in these figures. Lehi’s building permit checklist asks for the meter base location and service amperage with your plans, and that amperage sets the power fees above.

The calculator below leaves the two per-acre impact fees (pressurized irrigation and storm drain) out of its total and shows them without an amount. Enter your own figure for each: $1,409.50 and $347.75 on a lot of a quarter acre or less.

Estimate utility connection costs

Estimates are planning figures, not quotes. Confirm fees and trench rules with your utility.

Services and site work

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

How and when Lehi fees are paid

Lehi posts its connection and impact fee sheet on the Building and Inspections page, next to the new residential construction checklist; the documents we read do not state exactly when each fee is collected, so ask the building department whether it is at permit issuance or at meter set. The regional sewer impact fee is listed on the same city sheet, but the FY 2027 fee schedule refers it to the district (“See T.S.S.D.”), so ask the building department who collects it.

Water rights are a separate requirement that usually falls on the developer, not the home buyer. Under Section 27.070 of the Lehi Development Code, anyone who annexes, rezones or subdivides land in a way that needs more city water must convey water rights to the city. Most single-family zones require 3.69 acre-feet per acre; in the R-1-8 zone that is 1.80 acre-feet for culinary water and 1.89 for irrigation. The code does not publish a dollar fee-in-lieu. Culinary water can be obtained from the city for a fee set by the City Engineer. If you are buying a single lot outside a finished subdivision, ask the Planning Department whether water rights were already conveyed for it.

The FY 2027 schedule also lists a pre-construction water permit ($85 plus $1 per 1,000 square feet of lot, or $25 per lot, whichever is less) under pressurized irrigation. It is not clear that every home builder pays it, so it is not in the example.
