JEA Water & Sewer Capacity Fees and Tap Charges, Jacksonville (2026)

Last reviewed: By Utility Cost Guide editor

JEA provides water, sewer and electric service in most of Jacksonville and Duval County. For a new single-family home with the standard 3/4-inch meter and no separate irrigation meter, on a lot whose water and sewer services are already in place, as in a new subdivision where the developer built them, JEA’s tariff charges add up to $8,279: $300 meter set fee + $1,170 water plant capacity fee + $1,695 line extension growth capacity charge + $5,114 sewer plant capacity fee (JEA Water and Sewer System Tariff, effective December 1, 2025). If the lot has no services and JEA has to tap both mains, add the $1,360 water tap fee and the $8,330 sewer tap charge, for $17,969. JEA’s design guidelines list only the meter set, capacity and growth fees for a lot using existing or builder-installed services. Quotes of just “water $1,170 + sewer $5,114” leave out the $1,695 line extension charge and the meter set fee.

Official Jacksonville fees in one table

JEA charges three kinds of one-time fee. Plant capacity fees are set by meter size as a minimum. JEA charges that minimum or a per-gallon rate on estimated average daily flow, whichever is greater: $4.68 per gallon for water and $25.57 for sewer. The line extension growth capacity charge is a second water charge by meter size. Tap and meter set fees pay for the installation itself. Where a meter size has two water capacity rows, the second applies when irrigation goes through a separate meter. The electric rows are marked for review because we could only read an archived copy of the electric tariff, captured June 14, 2026.

What a new Jacksonville house pays: worked example

Assumptions: one detached house, no fire line, fixture counts within the meter-size allowance. Case A is a lot whose water and sewer services already exist or were installed by the builder, the usual case for a subdivision lot. Case B is a lot with no services, where JEA must make both taps. Case C is a larger house that needs a 1-inch meter, with JEA making both taps.

One-time JEA charges for one house (source: JEA Water and Sewer System Tariff Document, sections 102, 103 and 105).

Charge A. 3/4″ meter, existing services B. 3/4″ meter, JEA taps both mains C. 1″ meter, JEA taps both mains
Water tap fee — $1,360 $1,360
Meter set fee $300 $300 $320
Water plant capacity fee $1,170 $1,170 $1,404
Line extension growth capacity charge $1,695 $1,695 $2,000
Sewer plant capacity fee $5,114 $5,114 $6,392.50
Sewer tap charge (6-inch) — $8,330 $8,330
Total $8,279 $17,969 $19,806.50

The arithmetic: A is $300 + $1,170 + $1,695 + $5,114 = $8,279. B is $1,360 + $300 + $1,170 + $1,695 + $5,114 + $8,330 = $17,969. C is $1,360 + $320 + $1,404 + $2,000 + $6,392.50 + $8,330 = $19,806.50. Sewer is the largest part in every case.

Other adjustments that can apply:

Why most new homes skip the tap fees: the tariff treats the water tap fee as JEA’s installation cost, and the JEA Water, Wastewater and Reclaimed Water Design Guidelines (June 2025, sections 2.5 and 2.6) separate lots that use an existing service from lots where JEA installs a new one after a special estimate. When a builder installs the services on an infill lot, the guidelines list only the meter set, capacity and growth fees. The guidelines’ standard notes for developer-built projects still name “tap fees” among the fees due before the meter is set, so confirm with JEA; the service availability letter for your address says which case applies.

What is not included in Jacksonville fees

JEA’s tap and meter charges end at the meter and at the sewer connection. Everything on the private side is extra:

The ranges come from our national benchmark set. For long private runs, see sewer lateral cost and water service line cost. If the lot is on a well or septic today, see well vs. city water and septic vs. sewer. To add private work to the official fees:

Services and site work

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

Electric service from JEA

JEA’s electric connection charges are small. The electric tariff edition effective October 1, 2025 (archived June 14, 2026), whose service-charge sheet is dated April 1, 2023, lists $10 for each initial service connection. Temporary construction power costs a $75 minimum if metered, or $200 per service if non-metered (Duval County only). JEA builds line extensions at no cost when most of the extension runs on public right-of-way. Otherwise a residential customer can be charged the standard construction cost above 30 times the estimated annual non-fuel revenue. Developers pay the extra cost of underground lines over overhead ones. These rows stay marked for review until we can confirm the current edition. See cost to run power to a property for private-side costs.

How and when Jacksonville fees are paid

What could change in Jacksonville

The tap and meter set schedule sits on tariff pages dated December 1, 2025. The capacity rates ($4.68 and $25.57 per gallon) have not changed since April 1, 2023, and the line extension schedule is labeled “January 1, 2006 – current.” In July 2026, local press reported that the JEA board approved higher monthly electric and water rates effective October 1, 2026. The report did not describe capacity or tap fee changes. jea.com did not load for us on September 24, 2026, so we read an archived copy of JEA’s tariff PDF captured March 4, 2026. Confirm the tariff in force on your application date.

Jacksonville tap fee FAQ

What is the JEA capacity fee for a new house?

For a 3/4-inch meter with no separate irrigation meter, JEA’s minimum plant capacity fees are $1,170 for water and $5,114 for sewer. A $1,695 line extension growth capacity charge applies on top, so capacity charges total $7,979. A 1-inch meter raises them to $1,404, $6,392.50 and $2,000.

Can I get a 5/8-inch meter from JEA?

No. JEA’s tariff states that no new 5/8-inch metered services are available. The smallest new meter is 3/4 inch, with a $1,360 tap fee and a $300 meter set fee.

How much is the JEA sewer tap fee?

A standard 6-inch sewer connection is $8,330, paid in advance when JEA makes a new connection. JEA’s design guidelines do not list it for a lot that uses an existing or builder-installed sewer service. Larger connections are charged at actual cost. Where there is no unpaved parkway or the connection isn’t a standard 6-inch “Y,” the charge is the greater of JEA’s cost or $8,330.

Why is the sewer capacity fee so much higher than water?

JEA prices sewer capacity at $25.57 per gallon of average daily flow, against $4.68 for water. The 3/4-inch minimums work out to $5,114 for sewer and $1,170 for water.

Does an irrigation meter change the fees?

Yes. With a separate irrigation meter, the 3/4-inch potable capacity fee drops to $936. The irrigation meter adds its own capacity fee ($1,053 for 3/4 inch) plus a meter set fee, so the total still goes up.

Is the Jacksonville mobility fee part of JEA’s charges?

No. The mobility fee is a City of Jacksonville transportation fee, calculated by mobility zone and paid before vertical construction permits. Get an estimate from the city’s calculator and a certified amount through a formal application.
