Fort Wayne City Utilities Water and Sewer Tap Fees (2026)
City Utilities, a department of the City of Fort Wayne, is the only water and sewer provider inside Fort Wayne, Indiana, and it publishes its water and sewer connection charges as two separate schedules. For a new single-family home with a standard 5/8-inch water meter, the published water-side charges total $960.17: a $650 System Development Charge, a $225.17 meter and radio installation fee, and an $85 tap inspection fee. The sewer side is the variable that matters most: City Utilities charges an Area Connection Fee per Equivalent Residential Unit (ERU) that depends on which of five sewer service areas the lot sits in, from $1,000 in the Central area to $2,700 in the Northeast area at 2026 rates, plus its own $85 tap inspection. Add the two sides and a new home’s total runs from about $2,045 in the Central area to about $3,745 in the Northeast area — City Utilities’ public fee page does not say which neighborhoods fall in which area, so confirm yours before you budget. For how this compares nationally, see our guide to the cost to connect to city water.
Fort Wayne connection fees at a glance
The table below lists every Fort Wayne row we could verify from City Utilities’ published fee page. Water rows (System Development Charge, meter and radio installation) are priced by meter size and apply the same amount whether the lot is inside or outside city limits. The sewer row (Area Connection Fee) is priced per ERU and varies by one of five geographic service areas; we could not confirm from the source whether it is exclusively a sewer charge, so those rows are flagged “Confirm with utility” below and in the table. The $85 tap inspection fee is billed per inspection and is not broken out by utility on the source page.

What a new Fort Wayne house pays: worked example
Assumptions: a detached home inside City Utilities’ service territory, a standard 5/8-inch meter, one water tap and one sanitary sewer tap (each separately inspected at $85), and one ERU of sewer capacity. Because City Utilities does not publish which of its five sewer service areas covers which address, the three cases below span the range from lowest to highest published 2026 rate.
Estimated City Utilities connection charges, single-family home, 5/8-inch meter (2026 rates)
| Charge | A: Central sewer area | B: Southeast sewer area | C: Northeast sewer area |
|---|---|---|---|
| Water System Development Charge | $650.00 | $650.00 | $650.00 |
| Water meter & radio installation | $225.17 | $225.17 | $225.17 |
| Water tap inspection | $85.00 | $85.00 | $85.00 |
| Sewer Area Connection Fee (1 ERU) | $1,000.00 | $2,100.00 | $2,700.00 |
| Sewer tap inspection | $85.00 | $85.00 | $85.00 |
| Total | $2,045.17 | $3,145.17 | $3,745.17 |
The $1,700 spread between the Central and Northeast cases comes entirely from the Area Connection Fee; every other line is fixed regardless of address. If your lot needs a 3/4-inch meter instead of 5/8-inch, add $360.50 to the water side ($975 System Development Charge instead of $650, $260.67 meter fee instead of $225.17), which would make case A $2,405.67 instead of $2,045.17. We counted the $85 tap inspection fee twice, once for the water tap and once for the sewer tap, because City Utilities requires a separate inspection call for each before backfill; the source does not explicitly say the fee is charged per utility, so subtract $85 from any case above as a floor if only one inspection ends up billed.
Area Connection Fee schedule through 2029
City Utilities has already published increases to the Area Connection Fee for the next three years. Rates change on January 1 of each year, and every area rises on January 1, 2027. Four of the five areas hold flat in 2029:
Fort Wayne Area Connection Fee by service area and year, per ERU
| Service area | 2026 | 2027 | 2028 | 2029 |
|---|---|---|---|---|
| Central | $1,000 | $1,200 | $1,390 | $1,390 |
| Southeast | $2,100 | $2,200 | $2,300 | $2,400 |
| Northwest | $2,400 | $2,600 | $2,800 | $2,800 |
| Southwest | $2,400 | $2,600 | $2,800 | $2,800 |
| Northeast | $2,700 | $2,800 | $2,900 | $2,900 |
What Fort Wayne’s fees don’t cover
City Utilities’ published fees cover the System Development Charge, the meter and radio, the Area Connection Fee, and the tap inspection. They do not cover the physical work of tapping the main and running a service line to the house. For a 2-inch or smaller water service, City Utilities requires the owner or their contractor to hire one of its pre-approved tap contractors to do that work, including the corporation stop, service line, tracer wire, curb stop, and curb box — City Utilities does not publish what that work costs. The same is true of the building sewer from the property line to the house. National estimates (methodology):
- Water service line, contractor-installed: $30–$150 per foot, typical $50. At 50 feet, about $2,500.
- Sewer lateral, contractor-installed: $50–$250 per foot, typical $100. At 50 feet, about $5,000.
- Street cut or bore: $1,000–$10,000 per crossing, typical $4,000.
- Plumbing permit (through the local building department, not City Utilities): $100–$1,300, typical $300.

When you pay Fort Wayne connection fees
The $85 tap inspection fee is due before any backfill of the contractor’s work, according to City Utilities’ 2-inch and Smaller Water Service Taps policy. The owner or contractor calls the New Water and Sewer Permit Office at (260) 427-1161 between 8:00 a.m. and 2:00 p.m. on weekdays to schedule it, and must use one of City Utilities’ pre-approved contractors for the actual corporation tap. For sewer, the City’s sample Sanitary Sewer Contract states the Area Connection Fee is paid “on or before” the building sewer connection is made, at whatever rate is in effect that day. Payments can be made through the Accela Citizens Access portal, by phone at (260) 427-1161, or in person at 200 E. Berry St., Suite 250, Fort Wayne, IN 46802.
What could change in Fort Wayne
- The New Water Meter and Radio Installation Fee shown above took effect October 1, 2026 — days after our September 26, 2026 check. We could not find an archived copy of the prior fee to show what it replaces.
- The Area Connection Fee is on a published multi-year schedule: every one of the five service areas rises again on January 1, 2027, with further increases through January 1, 2028 in every area and through January 1, 2029 in the Southeast (see the table above).
- The water System Development Charge changed May 1, 2026, so it is current as of this check but worth reconfirming if you are pricing a project more than a few months out.
- We classified the Area Connection Fee as a sewer charge based on language in City Utilities’ sample sewer development contract; the public fee page itself does not label it water or sewer. Confirm this with Engineering Development Services before relying on it.
Fort Wayne connection fee questions
How much is a water tap fee in Fort Wayne, Indiana?
For a 5/8-inch meter, City Utilities charges a $650 System Development Charge plus a $225.17 meter and radio installation fee, plus an $85 tap inspection, for $960.17 total on the water side. A 3/4-inch meter raises that to $1,320.67.
How much is the sewer connection fee in Fort Wayne?
City Utilities’ Area Connection Fee runs from $1,000 per ERU in the Central service area to $2,700 per ERU in the Northeast area at 2026 rates, plus an $85 tap inspection. Which area applies depends on your address; City Utilities does not publish a lookup map.
Why does the sewer fee vary by area in Fort Wayne?
City Utilities’ Area Connection Fee is set per sewer service area (Central, Northeast, Northwest, Southeast, Southwest), and each area’s rate reflects the cost the City has put into that area’s downstream collection and treatment capacity. The five rates range from $1,000 to $2,700 per ERU in 2026 and are scheduled to keep rising through 2029.
Who installs the water and sewer taps in Fort Wayne?
For a 2-inch or smaller water service, the property owner or their contractor must hire one of City Utilities’ pre-approved tap contractors to make the corporation tap, run the service line, and set the curb stop and curb box; City Utilities inspects the work for an $85 fee but does not publish what the installation itself costs.
Is there a separate fee to inspect the tap?
Yes. City Utilities charges an $85 Tap Inspection Fee, assessed per inspection, before any work can be backfilled. Because a new home typically needs a separate water tap and sewer tap, each on its own inspection visit, this fee may be billed twice.
Do Fort Wayne’s connection fees differ inside vs. outside city limits?
The System Development Charge, meter installation fee, tap inspection fee, and Area Connection Fee are published as single citywide schedules with no inside/outside split. Monthly water and sewer usage rates do differ inside versus outside the city, but that is a separate, ongoing charge, not a one-time connection fee.
