Milwaukee Water Works Tap & Sewer Connection Fees (2026)

Last reviewed: By Utility Cost Guide editor

In Milwaukee, Milwaukee Water Works supplies the water and taps the main, the Department of Neighborhood Services (DNS) inspects the building sewer and water service piping under a plumbing permit, and the Milwaukee Metropolitan Sewerage District (MMSD) treats the wastewater. A new single-family home with a standard 5/8-inch meter, on a common 6-inch-or-larger water main, pays $615.22 in published connection charges: the $228.00 water tap charge, the $267.22 meter extension charge, DNS’s $100.00 sewer/water service piping inspection fee (the minimum, for a lateral run under 100 feet) and a $20.00 plumbing permit processing fee. The biggest caveat is the water main: on an older 4-inch main the tap costs $252 instead of $228, and MMSD itself charges the City of Milwaukee wholesale for sewer treatment rather than billing a homeowner directly, so there is no MMSD line item in this total.

Official Milwaukee fees in one table

The table lists every Milwaukee row in our database with its source. The tap, meter, DNS inspection and permit-processing rows are the ones a typical new house pays. The roadway-box charge applies only when the service box sits in a paved street. DNS’s two figures come from the codified Milwaukee Code of Ordinances (Chapter 200, Subchapter 5), last revised November 8, 2024, reached through a Wayback Machine capture because the live ordinance PDF blocks automated fetches, so they are marked for review; everything else is Milwaukee Water Works’ April 2023 permit-charge schedule or We Energies’ current PSC-filed tariff.

Worked example for a single-family home in Milwaukee

Assume a new house connecting a water service and sewer lateral to existing mains in the street. The cases below differ only by meter size and by which water main the house taps.

Published Milwaukee Water Works and City of Milwaukee (DNS) charges for one new single-family home. Plumber, excavation and street-opening work are extra.

Case Water tap Meter extension DNS inspection Permit fee Total
5/8″ meter, 6″+ main (typical) $228.00 $267.22 $100.00 $20.00 $615.22
3/4″ meter, 6″+ main $228.00 $296.68 $100.00 $20.00 $644.68
5/8″ meter, 4″ main (older street) $252.00 $267.22 $100.00 $20.00 $639.22
5/8″ meter, 6″+ main, paved-street service box $228.00 + $180.00 box $267.22 $100.00 $20.00 $795.22

Milwaukee’s tap and meter charges come from the Permit Charges for Water Connections schedule, effective April 1, 2023, set in PSC Rate Case 3720-WR-109. Milwaukee’s smallest “tap service pipe” is 1 inch, sized to hold whichever meter (5/8″, 3/4″ or 1″) the home needs, which is why the tap charge tracks the main size rather than the meter size. The $100.00 DNS inspection fee and $20.00 permit-processing fee come from the codified Milwaukee Code of Ordinances, Chapter 200, Subchapter 5 (Fees), last revised November 8, 2024 — a newer and more authoritative source than the 2012-dated DNS webpage this page previously cited (see “Changes to watch” for how the figures were confirmed and why they’re still marked for review).

What Milwaukee’s fees don’t cover

These fees cover materials, meter installation and inspection. The owner separately pays for the physical pipe work, usually the bigger cost:

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

When you pay Milwaukee connection fees

A licensed plumber applies separately for the water tap and for the meter extension with Milwaukee Water Works, paying each charge at application. The utility’s own document says each application’s total “includes a $100.00 fee for administrative and clerical functions” — that $100 is already built into the $228-$349 amounts above (a home pays it twice, once inside the tap charge and once inside the meter charge, since tap and extension are separate applications), not billed as an extra line item on top. Separately, the plumber files a plumbing permit with the DNS Development Center (414-286-8208) covering the building sewer and the water service piping extension from the main, curb or lot line; DNS inspects that work and bills by length, plus a flat $20.00 processing fee added to every permit.

The DNS inspection and processing fees are sourced from the codified Milwaukee Code of Ordinances, last revised November 8, 2024, reached via a Wayback Machine capture because the live ordinance PDF blocks automated access; confirm the current amount with the DNS Development Center before budgeting. Milwaukee Water Works’ April 2023 tap and meter charges were still the version hosted online as of March 2025, the most recent copy we could locate.

What could change in Milwaukee

How Milwaukee compares with Madison

Both cities are served by a city water utility, a separate sewer permit process, and a regional wastewater district with the same acronym — MMSD — but the two MMSDs are different agencies that work differently, and it’s worth not confusing them. Madison charges a new infill house $414.00 in published connection fees: a $110 water service application fee, an $84 meter charge, a $120 one-time sewer use charge and a $100 sewer permit fee. Milwaukee’s total for the same 5/8-inch-meter, typical-main scenario is $615.22, about $201 (49%) more. The structural difference is MMSD itself: Madison’s Madison Metropolitan Sewerage District charges a one-time, land-area-based connection fee that unpaid parcels still owe (see Madison’s page for current rates by sewer basin), while Milwaukee’s Milwaukee Metropolitan Sewerage District charges no such fee to individual homeowners at all — confirmed directly on MMSD’s own site (“We do not handle direct customer billing… we’re a wholesaler, whereby we send bills to the [member] communities… and the communities are the retailers handling direct customer billing”) — it bills the City of Milwaukee wholesale instead, and the City recovers that cost through everyone’s regular sewer bill rather than a one-time connection charge.

Milwaukee connection fee FAQ

How much does it cost to connect a new house to water and sewer in Milwaukee?

The published charges for a typical single-family home with a 5/8-inch meter on a 6-inch-or-larger water main total $615.22: a $228.00 water tap charge, a $267.22 meter extension charge, a $100.00 DNS sewer/water service piping inspection fee and a $20.00 plumbing permit processing fee. A 3/4-inch meter raises the total to $644.68, and a 4-inch water main raises the tap charge to $252.00. Contractor work on the actual pipe — trenching, the service line and the lateral — is extra and usually costs more than these fees.

Does Milwaukee Water Works charge a water impact fee?

No. The published permit-charge schedule lists only a tap charge (varies by water main size) and a meter extension charge (varies by meter size) — both one-time charges tied to the physical connection, not a citywide impact fee.

Does MMSD charge a sewer connection fee?

Not directly to homeowners. MMSD is a wholesaler that bills the City of Milwaukee and its 27 other member municipalities for treatment; those municipalities recover the cost through local sewer charges on the customer’s bill. That’s different from some other regional sewer districts — including Madison’s, which shares the MMSD name — that bill new connections directly.

Who installs the water tap in Milwaukee?

Milwaukee Water Works performs the tap itself and supplies the corporation stop, curb stop and service box; a licensed plumber arranges the permit and the water service piping from the curb stop into the building. The smallest tap it installs is 1 inch, sized to fit a 5/8″, 3/4″ or 1″ meter.

Does We Energies charge to connect electric service to a new home?

Usually not for a standard single-family connection. We Energies credits up to $1,859 of the estimated cost of extending distribution facilities to a new single-phase residential service (effective Jan. 1, 2026); most infill connections to an existing line fall under that amount and cost nothing out of pocket. Longer extensions — a rural lot or an undeveloped subdivision — can exceed the credit and require a customer or developer payment.

Why are the DNS sewer connection fees marked for review?

The City’s sewer/water-service piping inspection fee ($100.00 per 100 ft, minimum $100.00) and plumbing permit processing fee ($20.00) come from the codified Milwaukee Code of Ordinances, Chapter 200 Subchapter 5, last revised November 8, 2024 — this superseded an older 2012-dated DNS webpage (now a 404) that showed lower figures ($60.84 and $5.00). Because the live ordinance PDF blocks automated access and could only be checked through a March 2025 archived copy, and because a separate, undated city page shows yet a third number for the inspection fee, call the DNS Development Center, 414-286-8208, to confirm the current amount before budgeting.
