Pflugerville Water & Wastewater Impact Fees (2026)

Last reviewed: By Utility Cost Guide editor

Inside most of the city, the City of Pflugerville’s utility billing department supplies water and wastewater, and its impact fee is the biggest line item by far. For a new single-family home with the standard 5/8-inch meter, the fee schedule in force since January 10, 2023 adds up to $16,529 if the lot is in Wastewater Service Area 1, or $30,349 if it’s in Wastewater Service Area 2: a $14,713 water impact fee, a $1,316 or $15,136 wastewater impact fee, and $250 water and $250 wastewater tap fees. The single biggest caveat is that wastewater service area, not meter size or plat date, drives most of the swing — Area 2 costs $13,820 more than Area 1 for the identical house — and the city cannot tell you which area you’re in without your address. A second caveat: not every Pflugerville-area address is a City of Pflugerville customer. Part of the area is served by Manville Water Supply Corporation, and several subdivisions are billed by a private operator, Crossroads Utility Service, for water control and improvement districts and a municipal utility district.

Official Pflugerville fees in one table

The table below lists every Pflugerville-area row in our database, each linked to its source. The water impact fee is charged at one citywide “Undesignated” rate per Service Unit; the wastewater impact fee is not — it is split into Service Area 1 and Service Area 2, and your address determines which one applies. A bigger meter costs more because the city’s Service Unit table multiplies the per-unit rate: a 5/8-inch meter is 1.0 Service Unit, a 3/4-inch meter is 1.7, and a 1-inch meter is 2.7. Rows from Manville Water Supply Corporation are a separate provider and never combine with the city’s fees for the same connection.

Adjustments:

If Manville Water Supply Corporation serves your address

Part of the Pflugerville/Hutto area is inside Manville Water Supply Corporation’s certificated service area, not the city’s. Manville is a member-owned, nonprofit water supply corporation regulated by the Texas Public Utility Commission, with its own fee schedule under its Master Tariff. Where Manville is your water provider, the City of Pflugerville water rows above don’t apply to you.

Adding those for a 5/8-inch meter comes to $12,071 + $1,625 + $100 + $75 = $13,871 for Manville water alone — before any City of Pflugerville wastewater impact fee and tap fee on the same house, if the city provides sewer to that lot. A 2026 independent audit of the city’s own impact-fee collections flagged several historical entries, from 2017 and 2020, where part of a fee “should have been paid to Manville WSC” instead of the city — a sign that some addresses have split providers and that the fee that applies to your specific lot is worth confirming with both utilities before you budget. Manville’s own tariff PDF and its Rates & Fees page list the same dollar figures, which is why we’re comfortable publishing them despite Manville not being a Pflugerville city document.

If your subdivision is a MUD or WCID

The City of Pflugerville’s own utility billing site lists Lakeside WCID 1, 2A, 2B, 2C and 2D, Lakeside MUD 3, and Kelly Lane WCID 1 and 2 as “District Customers” whose water, wastewater, trash and recycling are billed by a private operator, Crossroads Utility Service (512-246-1400 ext. 2), not by the city or by Manville. We did not find a published tap or impact fee schedule for Crossroads or for these districts, so none is shown here — do not assume the City of Pflugerville figures above apply if your subdivision is on this list; call Crossroads or your builder to confirm the district’s own charges.

Costs outside the Pflugerville fee schedule

The city’s and Manville’s charges stop at the meter and the sewer tap. Work on your side of that connection is separate:

National figures are estimates from our benchmark set, not Pflugerville quotes. To combine Pflugerville’s official fees with your own line lengths:

Estimate utility connection costs

Estimates are planning figures, not quotes. Confirm fees and trench rules with your utility.

Location and property
Services and site work

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

How and when Pflugerville fees are paid

The impact fees are levied under Texas Local Government Code Chapter 395, and the city’s collections are audited for compliance with LGC §395.059 (a required review every three years). The published fee schedule doesn’t say whether the fee is assessed at plat, permit, or meter connection, and we couldn’t find Pflugerville’s own code chapter in a readable form this session — so, unlike our Georgetown and Kyle pages, we aren’t stating a specific collection trigger here. Confirm timing with the city’s utility billing or engineering office before you budget around it. Manville customers pay its Capital Recovery Fee, Meter Setting Fee, Membership Fee and Inspection Fee before Manville installs a meter, per its Master Tariff.

How Pflugerville compares with Austin, Kyle and Georgetown

Pflugerville’s range is wide because of its two wastewater service areas. With a 5/8-inch meter in Service Area 1, its $16,529 is double Austin Water’s $8,119 for a lot platted after October 1, 2023, but below Kyle’s $20,470 for its current plat-date tier. In Service Area 2, Pflugerville’s $30,349 is the highest of the four, ahead of Georgetown’s $24,493.50 for a 3/4-inch meter at Phase 2 rates (Georgetown has no 5/8-inch connection). All four charge a Texas Local Government Code Chapter 395 impact fee as the largest component, and all four vary by a date or zone the buyer doesn’t control — plat date in Austin and Georgetown, plat-date tier in Kyle, wastewater service area in Pflugerville.

Pflugerville tap fee FAQ

How much are Pflugerville’s water and wastewater impact fees in 2026?

For a standard 5/8-inch meter, the city charges $14,713 for water per Service Unit, plus $1,316 or $15,136 for wastewater per Service Unit depending on which of the city’s two wastewater service areas the lot is in. With $250 water and $250 wastewater tap fees, the total is $16,529 in Service Area 1 or $30,349 in Service Area 2.

How do I find out which wastewater service area my lot is in?

The city’s fee document references an Exhibit A service-area map that we could not read in a text-extractable form. Ask the City of Pflugerville utility billing or engineering department for your lot’s service area before budgeting for the wastewater impact fee.

Does a bigger water meter cost more in Pflugerville?

Yes. The city’s Service Unit table counts a 5/8-inch meter as 1.0 Service Unit, a 3/4-inch meter as 1.7, and a 1-inch meter as 2.7, and the impact fee is the per-Service-Unit rate times that number. Moving from a 5/8-inch to a 3/4-inch meter raises the water impact fee alone from $14,713 to $25,012.10.

Is the City of Pflugerville my water provider?

Not necessarily. Part of the Pflugerville/Hutto area is served by Manville Water Supply Corporation instead, and several subdivisions (Lakeside WCID 1, 2A–2D, Lakeside MUD 3, and Kelly Lane WCID 1–2) are billed by a private operator, Crossroads Utility Service. Confirm your provider before assuming the city’s fee schedule applies.

What does Manville Water Supply Corporation charge for a new connection?

For a 5/8-inch meter: a $12,071 Capital Recovery Fee, a $1,625 Meter Setting Fee, a $100 Membership Fee and a $75 Inspection Fee, totaling $13,871. These do not combine with City of Pflugerville water charges — Manville and the city never both bill water to the same connection.

Are Pflugerville’s impact fees about to change?

Possibly. The city’s Capital Improvement Advisory Committee approved the land-use assumptions and growth projections for a new impact-fee ordinance on August 3, 2026 and sent them to City Council. As of September 25, 2026, no new dollar amounts had been adopted, but a vote could come at any time.
