Omaha M.U.D. Water Tap & Impact Fees (2026)
In Omaha, water and natural gas come from the Metropolitan Utilities District (M.U.D.), and the sanitary sewer belongs to the City of Omaha, which issues the plumbing permit for the sewer connection. For a new single-family home with the minimum 3/4-inch meter and a standard corporation tap (not on a PVC or HDPE main), the published charges come to $3,155.25: M.U.D.’s $2,112 impact fee, a $393 meter, a $597 tap, and the city’s $45.30 sewer connection permit item and $7.95 water service permit item. The caveat that matters most is location. A new sewer connection outside the city’s Urban Development Policy zones A, B and C in the Papillion Creek watershed also pays a special sewer connection fee of 69.2 cents per square foot of the whole permitted building: $2,076 on a 3,000-square-foot permit, $3,460 on 5,000.
Omaha tap and connection charges at a glance
M.U.D.’s figures come from its Billing Price Book effective June 1, 2026; the city’s from the Omaha Municipal Code. The tap rows are alternatives: you pay one tap price, by tap size and main material, or the $79 inspection fee if the main was pre-tapped. Rows marked not typical apply only to certain lots.

Worked example for a single-family home in Omaha
Assume a new house on a lot that already fronts an M.U.D. water main the lot does not owe a connection charge on, a 3/4-inch copper service and meter, and a sewer stub to a public sewer. The impact fee, meter and tap prices are in M.U.D.’s Billing Price Book effective June 1, 2026, Sections IV.A, V.H and VII. The two city amounts are line items (m)(1) and (n) of Omaha Municipal Code Sec. 49-304. The impact fee is $140.80 per gpm of rated meter capacity: 15 gpm (3/4-inch) gives $2,112 and 25 gpm (1-inch) gives $3,520.
Published M.U.D. and City of Omaha charges for one new home inside zones A, B and C (plumber’s work not included).
| Case | Impact fee | Meter | Tap or inspection | City permit items | Total |
|---|---|---|---|---|---|
| 3/4-inch, insulated corporation tap | $2,112.00 | $393.00 | $597.00 | $53.25 | $3,155.25 |
| 3/4-inch, tap on 8-inch PVC main | $2,112.00 | $393.00 | $646.00 | $53.25 | $3,204.25 |
| 3/4-inch, pre-tapped main (inspection only) | $2,112.00 | $393.00 | $79.00 | $53.25 | $2,637.25 |
| 1-inch, corporation tap | $3,520.00 | $459.00 | $629.00 | $53.25 | $4,661.25 |
The city permit items are $45.30 for the residential sewer connection and $7.95 for a water service of one inch or less. They are part of a larger plumbing permit that also charges for fixtures, the water heater and other items, with a $22.70 minimum. If the meter’s ERT sits in a meter vault, M.U.D. adds $79.
Edge-area sewer fee. Omaha Municipal Code Sec. 31-259 charges 69.2 cents per square foot in 2026, measured on the total square footage of the permit: above-grade living area, finished and unfinished basement, garage and shed.
3/4-inch corporation-tap case plus the Papillion Creek special sewer connection fee at the 2026 rate.
| Total permitted square footage | Special sewer fee (× $0.692) | Base charges | Total |
|---|---|---|---|
| 3,000 sq ft | $2,076.00 | $3,155.25 | $5,231.25 |
| 4,000 sq ft | $2,768.00 | $3,155.25 | $5,923.25 |
| 5,000 sq ft | $3,460.00 | $3,155.25 | $6,615.25 |
If the lot was developed by a sanitary and improvement district (SID) that prepaid the fee, the city credits the prepayment once the applicant shows proof that the SID paid it for that property.
Costs outside the Omaha fee schedule
The construction itself is private work priced by your master plumber:
- Water service line from the main to the meter. M.U.D.’s rules call for Type K copper for 3/4-inch through 1-1/4-inch services and an excavation at the main at least 3 by 6 feet for taps of 2 inches or smaller. National estimate $30–$150 per foot, typically about $50, with trenching in normal soil included. See water service line cost.
- Building sewer from the house to the public sewer. The city code requires at least 5 feet of cover below street grade. National estimate $50–$250 per foot, typically about $100, trenching included. See sewer lateral cost.
- Rock, clay or deep digging. National estimates put hard digging at 1.2× to 7× the normal-soil rate (see utility trenching cost). Master plumbers also post a $20,000 street excavation bond with the city.
- Gas. M.U.D.’s first 100 feet of gas service is free for a single dwelling if conditions are met (see the FAQ); extra footage costs $15.90 a foot from March 16 to December 14 and $19.60 in winter.
- Electric service. Electricity is not an M.U.D. or city charge, and we have no verified electric figure for Omaha.

Paying Omaha fees: timing and process
A master plumber applies to M.U.D. for the service. Under M.U.D.’s Water Rules, taps are made only by or under the direction of the District, after the plumber applies, pays the current Billing Price Book rate and passes a District inspection. M.U.D. installs 5/8-inch, 3/4-inch and 1-inch meters itself. Larger meters are installed by the plumber, and M.U.D. must approve the sizing of any residential meter bigger than 1 inch. An application expires after one year if the work isn’t finished, and then current fees apply to a new one.
The impact fee is charged on each water meter bought from M.U.D. If you later upsize the meter, you pay the difference between the two impact fees at the rates then in effect. The city’s special sewer fee is collected by the Permits and Inspections Division when the connection permit is issued. City plumbing permits cost $100 or four times the normal fee, whichever is greater, if work starts before the permit is issued.
Upcoming changes in Omaha
- New impact fee structure. M.U.D.’s February 24, 2026 letter to contractors announced that from June 1, 2026 impact fees are set by capacity tier (gallons per minute) instead of meter type. The current price book reflects that change, so check that any quote uses it.
- Scheduled sewer fee increases. Sec. 31-259 raises the single-family rate each January: 75.1 cents per square foot in 2027, 81.6 in 2028, 88.6 in 2029 and 96.2 from 2030. A 4,000-square-foot permit would pay $3,004 in 2027 compared with $2,768 in 2026. Because the building permit application date sets the rate, applying before January 1 locks in the 2026 rate.
- Annually reviewed gas charges. M.U.D. says the $1,576 service charge, the excess-footage rates and the $225 priority scheduling fee are evaluated each year.
How Omaha compares with Kansas City
Kansas City’s published charges for a comparable home total $858 with KC Water, because we found no water impact fee there. In Omaha, M.U.D.’s $2,112 impact fee is about two-thirds of the $3,155.25 base total, and the tap ($597 compared with $303) and meter ($393 compared with $239.50) cost more too. Sewer permits run the other way. Omaha’s sewer connection permit item is $45.30, while KC Water charges $142 for sewer connection and inspection. Omaha’s edge-area sewer fee has no Kansas City equivalent in the documents we read.
Omaha tap fee FAQ
How much does it cost to connect a new house to water in Omaha?
With a 3/4-inch meter and a corporation tap on an iron or ductile main, M.U.D. charges $3,102: a $2,112 impact fee, a $393 meter and a $597 tap. Adding the city’s $45.30 sewer connection and $7.95 water service permit items brings the total to $3,155.25, before any plumber’s work.
What is the M.U.D. impact fee?
It is a one-time charge on each new water meter that helps pay for reservoirs, pump stations and larger mains. Since June 1, 2026 the retail rate is $140.80 per gpm of rated meter capacity: $2,112 for a 3/4-inch meter and $3,520 for a 1-inch meter.
Who has to pay Omaha’s special sewer connection fee?
New sewer connections outside zones A, B and C of the city’s Urban Development Policy that flow through the city system in the Papillion Creek watershed. For a single-family home the 2026 charge is 69.2 cents per square foot of total permitted space, garage and basement included, so a 4,000-square-foot permit pays $2,768.
Does M.U.D. charge to install gas service to a new house?
Not for the first 100 feet from the property line to a meter on the side of the house, provided the meter is set and the account active within six months. Beyond 100 feet it is $15.90 a foot in summer and $19.60 in winter. If the meter isn’t activated in time, the service costs $1,576.
Can I use a 5/8-inch water meter to lower the impact fee?
Not on new construction. M.U.D.’s rules require new meters to be at least 3/4 inch. A 5/8-inch meter is allowed only to replace an existing 5/8-inch meter without added demand, or in individually metered apartments.
Why is the tap price different on a PVC main?
M.U.D. prices PVC taps separately because they include a saddle. A 3/4-inch tap is $597 as an insulated corporation tap, $646 on an 8-inch PVC main and $670 on a 6-inch PVC main. Taps on HDPE mains are billed at time and materials.
To the north, Minneapolis water and sewer connection fees add a regional Met Council sewer charge.
