Lakeland Water & Wastewater Impact Fees (2026)
In Lakeland, the city runs all three utilities. Lakeland Water Utilities provides water and wastewater, and Lakeland Electric provides power and handles billing. Its service areas reach well past the city limits: about 132 square miles for water and 149 for wastewater. For a new single-family home inside city limits, the published one-time charges for fiscal 2026 are $3,603 (water impact fee) + $3,672 (wastewater impact fee) + $632.15 (3/4-inch water meter connection) + $148.85 (sewer connection) + $20 (scheduled service start) = $8,076. The same house outside city limits but on Lakeland water and sewer pays $4,504 + $4,590 + $745.19 + $186.06 + $20 = $10,045.25. The main caveat is where the connection fees are published: the city’s rates page says “connection fees may also be required” but lists no amounts. We took them from the September 2024 City Commission resolutions that set the fee schedule. Confirm them with Water Utilities Engineering before you set your budget.
Official Lakeland fees in one table
The impact fees come from the city’s Water Utilities rates page, for fees effective October 1, 2025 through September 30, 2026. Lakeland charges them per equivalent residential unit (ERU). A detached single-family house counts as one ERU, sized at 325 gallons per day for water and 260 for wastewater. The connection fees come from the Uniform Schedule of Charges in City Commission Resolutions 24-064 (water) and 24-065 (wastewater), passed September 16, 2024. The deposits and start-up fees come from Lakeland Electric’s start, stop and move service page, since one city account covers electric, water and wastewater. The electric rows come from the Lakeland Electric rate tariff and its Standard Electric Service Requirements. Rows for builders, developers or special cases are listed separately and are not added to the typical total.

Worked example for a single-family home in Lakeland
Assumptions: one detached house counted as one ERU, served by both Lakeland water and Lakeland wastewater, with a standard 3/4-inch meter (the rates page calls this the most common residential size). The account is opened with a scheduled start date.
City of Lakeland one-time charges for one house, fees effective Oct 1, 2025 – Sep 30, 2026 (sources: Water Utilities rates; Resolutions 24-064 and 24-065; Lakeland Electric start service).
| Charge | Inside city limits | Outside city limits |
|---|---|---|
| Water capacity charge / impact fee (1 ERU) | $3,603.00 | $4,504.00 |
| Wastewater (pollution control) impact fee (1 ERU) | $3,672.00 | $4,590.00 |
| Water meter connection fee (3/4-inch smart meter and service) | $632.15 | $745.19 |
| Wastewater connection fee (per sewer connection) | $148.85 | $186.06 |
| Service start, scheduled | $20.00 | $20.00 |
| Total fees | $8,076.00 | $10,045.25 |
| Refundable deposits if not waived: water $30 + wastewater $35 + electric $150 | $215.00 | $215.00 |
Inside: $3,603 + $3,672 + $632.15 + $148.85 + $20 = $8,076. Outside: $4,504 + $4,590 + $745.19 + $186.06 + $20 = $10,045.25. Most of the gap comes from City Code section 102-130, which adds a 25% surcharge to wastewater impact and connection charges outside the city. That works out to $3,672 × 1.25 = $4,590 and $148.85 × 1.25 = $186.06. The water impact fee follows the same ratio: $3,603 × 1.25 = $4,503.75, published as $4,504. The rates page says connection fees “may also be required”, so ask the city whether both apply to your lot.
Three situations change the total:
- Lakeland water, but no Lakeland sewer. Part of the area around Lakeland gets sewer from Polk County instead, and the city’s deposit schedule lists a separate $210 “Polk County Sewer (if applicable)” deposit for those accounts. In that case the Lakeland wastewater impact and connection fees are replaced by Polk County’s charges, which we have not yet recorded. A lot on a septic system pays only the water side: $4,255.15 inside or $5,269.19 outside, including the meter connection and the $20 start fee.
- Same-day service start. A same-day start costs $40 instead of $20.
- Deposits waived. Customers with an acceptable payment history, a passing credit check or the prepaid Pay As You Go plan can avoid the $215 in deposits.
What is not included in Lakeland fees
The impact fees buy capacity at the treatment plants and in the pipe network. The pipe on your lot is a separate cost:
- Water service line from the meter to the house: $30 to $150 per foot, about $50 typical, trench included (national estimate).
- Sewer lateral: $50 to $250 per foot, about $100 typical, trench included (national estimate).
- Plumbing permit: $100 to $1,300, about $300 typical (national estimate).
- Electric service: a 200-amp panel and meter base runs $1,800 to $6,000, about $3,000 typical (national estimate). Lakeland Electric requires a meter socket from its approved list.
For a house 40 feet from the street, that is roughly 40 × $50 = $2,000 for water and 40 × $100 = $4,000 for sewer (national benchmarks, not Lakeland figures). Add your own lengths in the calculator:

When you pay Lakeland connection fees
- Impact fees: City Code section 102-127 requires full payment of the wastewater impact charge when you request permanent water service from Lakeland. A lot without Lakeland water pays when it becomes able to produce wastewater.
- Water service: under the city’s 2015 water policies manual, you apply at Lakeland Electric customer service with proof of a plumbing permit and pay all charges and deposits before the meter goes in. Connection charges depend on meter size; the manual refers you to Water Utilities Engineering, (863) 834-8316, for current amounts.
- Electric service: open the account with the building permit number and an official address, and call Lakeland Electric’s engineering group, (863) 834-8868, to locate the point of delivery. A passed-inspection “green sticker” or a certificate of occupancy does not by itself mean the service is ready to connect.
- Temporary construction power: $125 per location to connect and disconnect, plus a $100 deposit per meter, paid when the builder applies. Requests expire after 120 days.
- Line extensions: the electric tariff says Lakeland Electric builds extensions mostly on public right-of-way for permanent customers at no charge. Otherwise it may bill the cost above three times the expected non-fuel revenue. New subdivisions pay a per-lot contribution: $725 per lot for phases of 5 to 99 lots and $519 for 100 lots or more. These per-lot charges apply to subdivision developments, not to an individual homeowner’s account.
How Lakeland compares with Tampa and Hillsborough County
Typical official one-time charges for one new house, from each page’s worked example.
| Area | Typical total | What it covers |
|---|---|---|
| Lakeland, inside city limits | $8,076 | Water + wastewater impact and connection fees, start fee |
| Lakeland, outside city limits | $10,045.25 | Same, at outside-city rates |
| Tampa, non-CIAC area | about $6,465 | Connection, capacity, meter and wastewater capacity (water schedule from 2021) |
| Hillsborough County, South/Central | $10,530.75 | Impact fees, AGRF, meter, set-up |
| Hillsborough County, Northwest | $7,503.25 | Same charges, lower impact fees |
The comparison is not exact: each area bundles its meter and connection charges differently, and Tampa’s water schedule is older. More utilities are on the Florida utility connection costs page.
What could change in Lakeland
- October 1, 2024: the last big increase. The inside-city water impact fee went from $1,050 to $3,603 and the wastewater fee from $1,916 to $3,672. Outside the city, the fees went from $1,313 and $2,395 to $4,504 and $4,590. The fiscal 2026 amounts did not change. For the forces behind jumps like this, see why tap fees are going up.
- October 1, 2026: the rates page’s fee period ended September 30, 2026. Resolutions 24-064 and 24-065 list the same impact and connection fees for the period starting October 1, 2026, and we found no newer fee schedule or amending resolution as of September 30, 2026. The rates page still showed the 2025-2026 period, so confirm with Lakeland Water Utilities before budgeting. Lakeland Electric’s pricing page lists a new base rate from October 1, 2026, but that is a monthly rate, not a connection charge.
- Connection fees: the rates page still lists no amounts; the figures here come from the 2024 resolutions. We will update them if the city posts a newer schedule.
Lakeland connection fee questions
How much are water and sewer impact fees in Lakeland, FL?
For a detached single-family home in fiscal 2026 (October 1, 2025 to September 30, 2026), they are $3,603 for water and $3,672 for wastewater inside city limits, for a combined $7,275. Outside city limits the fees are $4,504 and $4,590, a combined $9,094.
Why do homes outside Lakeland city limits pay more?
City Code section 102-130 adds a 25% surcharge on wastewater impact charges for service outside the city limits. The water impact fee follows the same ratio. Many homes with a Lakeland mailing address are outside the city but on city water.
When do I pay Lakeland’s impact fees?
The code requires full payment of the wastewater impact charge when you request permanent water service. The water policies manual says all charges and deposits must be paid before the meter is installed.
Does Lakeland charge a separate tap or meter fee?
Yes. The rates page says connection fees may also be required but lists no amounts. The fee schedule adopted in September 2024 sets a water meter connection fee of $632.15 for a 3/4-inch meter ($745.19 outside city limits) and a wastewater connection fee of $148.85 ($186.06 outside). Water Utilities Engineering at (863) 834-8316 can confirm what applies to your lot.
Is my lot on Lakeland sewer or Polk County sewer?
It depends on the parcel. Lakeland lists a $210 deposit for Polk County sewer where that applies, so some Lakeland water customers get sewer from the county. Give the city your street address and parcel number to confirm service availability.
What does Lakeland Electric charge to connect a new house?
A $20 scheduled start fee and a $150 deposit that good credit can waive. Builders pay $125 plus a $100 deposit for temporary construction power.
