JCMUA Water & Sewer Connection Fees in Jersey City, NJ (2026)

Last reviewed: By Utility Cost Guide editor

The Jersey City Municipal Utilities Authority (JCMUA) provides both water and sewer service inside Jersey City, and it prices new connections per Equivalent Dwelling Unit (EDU) rather than by meter size. For a new single-family home — one EDU — the connection fees currently in effect (since June 1, 2026) total $4,100: a $2,255 water connection fee plus a $1,845 sewer connection fee. That total is set to double, to $8,200, for any connection paid on or after January 1, 2027, because JCMUA charges whichever rate is in effect on the date you actually pay, not the date you applied.

Jersey City connection fees at a glance

The table lists every JCMUA connection charge we verified, from the board resolution adopted May 28, 2026. Both the water and sewer connection fees are flat rates per EDU — JCMUA dropped its old meter-size table in this revision, so meter size by itself no longer changes what you owe. Each fee has two dated rows: the rate that took effect June 1, 2026 (current as of this page’s review date) and the higher rate scheduled for January 1, 2027. A separate sewer construction inspection fee, priced as a percent of construction cost, is also listed; it comes from an old, undated JCMUA form and is flagged for review rather than counted in the typical total.

What a new Jersey City house pays: worked example

Assumptions: a single-family home connecting to JCMUA water and sewer for the first time. JCMUA counts one dwelling unit as 1.00 EDU, and its 2026 resolution prices both connection fees per EDU “regardless of meter size.”

JCMUA connection fees, single-family home (1 EDU), by payment date

Charge A: Paid before Jan 1, 2027 B: Paid on/after Jan 1, 2027
Water connection fee $2,255 $4,510
Sewer connection fee $1,845 $3,690
Total $4,100 $8,200

Both numbers are already a steep jump from what JCMUA charged before this revision: a flat $200 water connection fee (per the old 5/8-inch-meter-based table) plus $1,791 per EDU for sewer, or $1,991 combined — a point the Authority’s own Director of Finance raised at the May 28, 2026 board meeting, where he said the change is expected to bring in about $2 million in additional annual revenue. The increase applies only to new construction or total-renovation projects; it does not change bills for existing connected homes.

Larger homes may owe more. JCMUA’s Connection Fee Table 1 (used for the sewer fee before this revision) defines an EDU as 225 gallons per day and counts a 2-bedroom unit as 1.00 EDU but a 3-bedroom-or-larger unit as 1.33 EDU. JCMUA’s public notices for the 2026 revision confirm the per-EDU dollar amount but do not republish an updated bedroom-count table, so we cannot verify how many EDUs a specific 3-plus-bedroom house will be assessed under the new flat-rate structure. Call JCMUA’s Finance Department at (201) 432-1150 to confirm your project’s EDU count before budgeting.

Costs outside the Jersey City fee schedule

JCMUA’s connection fee covers the right to tie into its water and sewer systems and — for water — the meter. It does not cover the physical service line from the main to your house, excavation or street-opening work in the public right-of-way, or the City of Jersey City’s own plumbing permit, none of which JCMUA publishes a fee schedule for. National estimates (methodology), which can run toward the higher end in a dense, fully-paved city like Jersey City:

Estimate utility connection costs

Estimates are planning figures, not quotes. Confirm fees and trench rules with your utility.

Location and property
Services and site work

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

How and when Jersey City fees are paid

JCMUA’s own connection-fee rules say the fee charged is whichever rate is in effect on the date of payment, not the date of application — so a project that applies in 2026 but doesn’t pay until 2027 owes the higher rate. Payment is made at JCMUA’s offices (13-15 Linden Avenue East, Jersey City) or online at jcmua.com, according to the Authority’s 2026 hearing notices. Per the Sewer Connection Fee Rules, JCMUA will not release meters or issue the “CO Letter” that the City requires before granting a certificate of occupancy until the connection fee is paid in full and JCMUA has inspected the physical connection; fees are not refunded once paid, even if the discharge later stops. No connection fee is charged for a fire service line (including a detector-check meter), and a combination fire-and-domestic meter is billed on the domestic side only.

Jersey City connection fee questions

How much is the JCMUA water tap fee in Jersey City?

$2,255 per Equivalent Dwelling Unit (EDU) for connections paid on or after June 1, 2026, regardless of meter size. A typical single-family home is 1 EDU. The rate rises to $4,510 per EDU on January 1, 2027.

How much is the JCMUA sewer connection fee?

$1,845 per EDU for connections paid on or after June 1, 2026, rising to $3,690 per EDU on January 1, 2027. Combined with the water connection fee, a typical single-family home (1 EDU) owes $4,100 now and $8,200 starting in 2027.

Does the Jersey City water and sewer connection fee depend on meter size?

Not anymore. JCMUA’s pre-2026 water connection fee was priced by meter size (as low as $200 for a 5/8-inch meter). Its May 2026 resolution replaced that with a flat rate “per EDU, regardless of meter size,” matching how the sewer connection fee has long been priced.

Is the Jersey City connection fee going up again?

Yes. The rate that took effect June 1, 2026 is a first step; a second increase to $4,510 (water) and $3,690 (sewer) per EDU is scheduled for January 1, 2027. JCMUA charges whichever rate is in effect on the date you pay, not the date you apply.

When do I actually pay the JCMUA connection fee?

Before JCMUA will release your meter or issue the letter the City needs to grant a certificate of occupancy. JCMUA inspects the physical connection first, and the rate charged is the one in effect on your payment date, so timing your payment near a scheduled increase matters.

Does PSE&G charge a fee to connect new electric service in Jersey City?

We could not find a published, specific dollar figure for a residential electric connection fee on PSE&G’s site, so we have not included one. Contact PSE&G for a site-specific new-service quote; costs for overhead vs. underground service, and any transformer or trenching work, vary by address.

Is there a separate sewer inspection fee in Jersey City?

JCMUA has a form charging 15% of estimated construction cost to inspect storm, sanitary, or combined sewer construction, separate from the per-EDU connection fee. The form is undated on JCMUA’s site (last marked 10/21/02), so confirm it is still active before assuming it applies to your project.
