Grand Rapids Water and Sewer Connection Fees (2026)

Last reviewed: By Utility Cost Guide editor

The City of Grand Rapids Water System supplies water and, through its Environmental Services division, sanitary sewer to most addresses inside the city and a number of surrounding townships. For a new single-family home inside the city with a standard 3/4-inch meter, the published charges come to $1,275: a $400 Plan Review and Connection (PRC) fee, a $225 Meter Capacity Charge, a $375 tapping permit, a $75 meter-set fee, and $200 combined for the water and sanitary sewer service-line inspection permits ($100 each). Grand Rapids has no separate water or sewer “impact fee” or “capacity charge” the way many larger cities do — instead it charges this set of smaller, itemized fees, all set annually in the city’s water/sewer rate study. The most important caveat: an address outside city limits pays $30 more in inspection-permit fees, and a bigger meter raises the PRC and meter-capacity components (a 1-inch meter adds $110).

Grand Rapids connection fees at a glance

The table lists every Grand Rapids row we verified, all effective January 1, 2026. Read it in two groups. The “Integrated Connection Fee” rows (PRC and Meter Capacity Charge) come from a single combined schedule that the rate study prints once and describes as the cost of connecting to “the System” — water and sanitary sewer together — so we count each meter-size pair once rather than doubling it for water and sewer separately. The tapping permit, meter-set fee, and the inspection permits are separate flat fees from the city’s annual “Fees, Charges, and Penalties” schedule, split into inside-city and outside-city-limits rates where the schedule distinguishes them.

What a new Grand Rapids house pays: worked example

Assumptions: a detached home on an existing street, connecting to both city water and city sanitary sewer at the same time (so only one Meter Capacity Charge applies), with the city’s standard 3/4-inch meter unless noted.

Published City of Grand Rapids connection charges, single-family, effective Jan 1, 2026

Charge A: 3/4″ meter, inside city B: 3/4″ meter, outside city limits C: 1″ meter, inside city
Plan Review and Connection (PRC) fee $400 $400 $420
Meter Capacity Charge (MCC) $225 $225 $315
Tapping permit $375 $375 $375
Meter set/installation $75 $75 $75
Water inspection permit $100 $115 $100
Sanitary service line inspection permit $100 $115 $100
Total $1,275 $1,305 $1,385

Moving from a 3/4-inch to a 1-inch meter adds $110, split between a $20 higher PRC fee and a $90 higher Meter Capacity Charge; the tapping permit, meter-set fee, and inspection permits don’t change by meter size. An address outside Grand Rapids city limits (the Water System also serves parts of several townships) pays $15 more on each of the two inspection permits, $30 in all.

How the PRC and MCC fees are billed

The city’s 2025 Water/Sewer Rate Study prints an identical “Integrated Connection Fee Schedule” — the same PRC and MCC dollar amounts by meter size — in two near-identical cover memos, one addressed to the water fund and one to the sewer fund, both titled “Integrated Connection Fees” and both describing the charge as the cost of connecting to “the System,” combining water and sanitary sewer. Only the Meter Capacity Charge gets an explicit one-time-only sentence: it’s billed once, not once per utility, “when water and sanitary sewer connections are made at the same time.” Reading the two memos as a fund-accounting split of one combined customer charge (rather than two separate bills), we treat the PRC fee the same way and count it once in the total above — the more conservative (lower) reading, and the one we think the paired-memo structure best supports. The source never states this as plainly for PRC as it does for MCC, though, so if your project is billed separately for each utility’s plan review, add another $400 (3/4″) or $420 (1″).

What Grand Rapids’s fees don’t cover

Grand Rapids’ published charges cover plan review, the meter, the tap permit, and inspection. The service line from the main to the house, the building sewer, excavation, the plumbing permit, and electric service are separate. National estimates (methodology):

Estimate utility connection costs

Estimates are planning figures, not quotes. Confirm fees and trench rules with your utility.

Location and property
Services and site work

Many codes require horizontal separation between water and sewer. This estimate assumes separate water and sewer trenches unless you select a shared run where your utility allows it.

When you pay Grand Rapids connection fees

The PRC fee and Meter Capacity Charge are paid as part of the connection application to the Water System’s Utility Business Office. The $375 tapping permit covers the physical tap of the main, and the $75 meter-set fee covers scheduling the meter installation; the rate schedule notes non-emergency service requests must be scheduled within normal service hours (8am–7pm, Monday–Friday). Separate inspection permits ($100 inside the city, $115 outside) are required for both the water service line and the sanitary service line before they’re covered. New accounts are also subject to a $500 minimum security deposit, separate from the connection charges above.

Grand Rapids fee changes to watch

How Grand Rapids compares with other Midwest cities

Grand Rapids’ published connection charges are far below Columbus, Ohio, where a 3/4-inch home pays $5,780 because Columbus charges large water and sewer system capacity charges on top of its meter and permit fees. Grand Rapids is closer in spirit to Madison, Wisconsin, which has no water or sewer impact fee either and charges a similarly modest $414 for an infill lot with a 5/8-inch meter. The difference between Madison’s $414 and Grand Rapids’ $1,275 comes mostly from Grand Rapids billing more separate line items — a tapping permit and two inspection permits that Madison’s schedule doesn’t itemize the same way — not from a fundamentally different fee structure. Neither city relies on the large per-tap capacity or impact fee that drives Columbus’s total up.

Grand Rapids tap fee FAQ

How much is a water tap fee in Grand Rapids, Michigan?

For a new single-family home inside the city with a 3/4-inch meter, the published charges total $1,275: a $400 Plan Review and Connection fee, a $225 Meter Capacity Charge, a $375 tapping permit, a $75 meter-set fee, and $200 in water and sanitary sewer inspection permits, all effective January 1, 2026.

Does Grand Rapids charge a separate water impact fee or capacity charge?

No. Grand Rapids’ published schedule doesn’t include a per-tap impact or system capacity fee like Columbus, Ohio’s. Instead it charges the smaller, itemized Plan Review and Connection fee and Meter Capacity Charge, plus flat tap and inspection permits.

Is the sewer connection charged separately from water in Grand Rapids?

The Meter Capacity Charge is explicitly billed once, not once per utility, when water and sanitary sewer connect at the same time. It’s less clear whether the Plan Review and Connection fee is billed once or twice for a combined job; we count it once (the lower total) in our published figure — see the note above the worked example.

Does an address outside Grand Rapids city limits pay more?

Yes, but only a little: the water and sanitary sewer inspection permits are $115 each outside city limits versus $100 inside, a $30 difference in total. The Plan Review, Meter Capacity Charge, and tapping permit are the same either way.

How much does a bigger meter cost in Grand Rapids?

Moving from 3/4-inch to 1-inch adds $110 (a $20 higher PRC fee and a $90 higher Meter Capacity Charge). A 1-1/2-inch meter costs the same $420 PRC fee as 1-inch but a much higher $1,065 Meter Capacity Charge.

Does Consumers Energy charge to connect electric service to a new Grand Rapids home?

We could not find a published new-service connection fee figure for a standard single-family home on Consumers Energy’s website. Contact Consumers Energy directly for a footage/cost estimate at your address.
