Cincinnati Water and Sewer Tap Fees: GCWW Branch Charges and MSD Tap-In Fee (2026)
Greater Cincinnati Water Works (GCWW), a City of Cincinnati department, provides water inside the city, and the Metropolitan Sewer District of Greater Cincinnati (MSD) provides sewer service across most of Hamilton County. For a new single-family home with a standard 3/4-inch meter on an ordinary paved city street, the published charges come to $10,231: a $4,063 GCWW water service branch installation charge, a $268 meter, and a $5,900 MSD sewer tap-in fee. The single biggest local wrinkle is that GCWW’s branch charge depends on street classification, not just meter size — the identical 3/4-inch connection costs $95 in a subdivision where the developer already built the water main, $1,960 on an unpaved street, and $4,063 on an already-paved street. For how this compares nationally, see our guide to the cost to connect to city water.
Official Cincinnati fees in one table
The table lists every Cincinnati row we verified. The water branch rows come from GCWW’s service-branch rate schedule and are billed by both meter size and street classification (Any Street, Unimproved, Subdivision, or the downtown Streetcar Corridor); those rates have been in effect since September 1, 2022; GCWW’s current rate PDF, reissued with an “Effective January 1, 2026” banner, explicitly reconfirms the 2022 rate as unchanged for branches 2 inches and smaller, and we found no newer branch/tap schedule. The water meter rows come from GCWW’s branch-and-meter procedures document, revised January 1, 2026. The sewer rows come from MSD’s 2026 Sewer Tap Permit Fee schedule, effective January 1, 2026, and are priced by the size of the domestic water meter, not the sewer pipe.

Worked example for a single-family home in Cincinnati
Assumptions: a detached home with a 3/4-inch domestic meter unless noted, city water from GCWW and city sewer from MSD, and a standard GCWW-installed displacement meter. The four cases below show how much the street classification changes the water-side cost.
Estimated Cincinnati connection charges, single-family home (GCWW branch schedule eff. 9/1/2022, reconfirmed unchanged on GCWW’s current Jan. 2026 rate PDF; GCWW meter and MSD tap-in fee eff. 1/1/2026)
| Charge | A: 3/4″ Any Street | B: 3/4″ Subdivision | C: 3/4″ Unimproved | D: 1″ Any Street |
|---|---|---|---|---|
| Water branch installation | $4,063 | $95 | $1,960 | $4,129 |
| Water meter | $268 | $268 | $268 | $305 |
| Sewer tap-in fee (MSD) | $5,900 | $5,900 | $5,900 | $10,680 |
| Total | $10,231 | $6,263 | $8,128 | $15,114 |
“Any Street” (case A) is GCWW’s standard rate for a paved right-of-way that already has a public water main — the case most infill and single-lot buyers hit. “Subdivision” (case B) is a much lower rate that applies to a proposed right-of-way inside a subdivision that already contains a water main, which is common when a developer built the main as part of platting a new subdivision; ask your builder or GCWW Branch Services (513-591-7837) which class your lot falls under before budgeting. A fourth class, Streetcar Corridor — a paved street that also carries streetcar track — runs $5,080 at 3/4 inch and $5,280 at 1 inch, but it only touches a narrow band of downtown and Over-the-Rhine streets. Moving from a 3/4-inch to a 1-inch meter on an Any Street lot adds $4,883 (case D vs. A), and $4,780 of that is the jump in MSD’s sewer tap-in fee alone ($10,680 − $5,900). Unlike some cities in this database, GCWW’s published branch schedule does not show a separate per-foot front-footage or main-extension charge on top of the branch installation charge for a single lot tap.
Comparing to Columbus, Ohio
Columbus’s own water and sewer utility, the City of Columbus Department of Public Utilities, charges $5,780 for a comparable 3/4-inch single-family connection inside the city: a $1,406 water capacity charge, a $397 meter, a $3,892 sewer capacity charge and an $85 sewer permit (see Columbus water and sewer tap fees). Cincinnati’s Any-Street total of $10,231 is $4,451 more. The gap is split roughly evenly: on the water side, Cincinnati’s branch charge plus meter ($4,331) is $2,528 more than Columbus’s capacity charge plus meter ($1,803); on the sewer side, MSD’s $5,900 tap-in fee is $1,923 more than Columbus’s $3,892 capacity charge plus $85 permit combined ($3,977). A Cincinnati home built in a subdivision with an existing water main (case B, $6,263) lands much closer to Columbus’s price, because the water side drops to $363 — it’s MSD’s sewer tap-in fee that keeps Cincinnati’s total well above Columbus’s in every case.
What is not included in Cincinnati fees
GCWW’s and MSD’s charges cover the branch or tap, the water meter, and the sewer connection itself. The private service line from the tap to the house, the building sewer, excavation, and the plumbing permit are separate and paid to your contractor. National estimates (methodology):
- Water service line: $30–$150 per foot, typical $50. At 50 feet, about $2,500.
- Sewer lateral: $50–$250 per foot, typical $100. At 50 feet, about $5,000.
- Street cut or bore: $1,000–$10,000 per crossing, typical $4,000.
- Plumbing permit: $100–$1,300, typical $300.
We could not find a published flat connection or line-extension fee for Duke Energy Ohio, which serves electric power in most of Cincinnati; new-service electric costs there are typically quoted per job rather than published as a fixed schedule, so we’re leaving that figure out rather than estimating it. Call Duke Energy’s new-construction line at 1-800-544-6900 for a site-specific quote.

When you pay Cincinnati connection fees
Water: contact GCWW Branch Services (513-591-7837, branch.services@gcww.cincinnati-oh.gov) before construction to confirm your street classification and current rate; the branch installation charge and the meter charge are billed separately, and GCWW installs the branch and sets the meter.
Sewer: the full tap-in fee is due with the sewer tap permit application to MSD Development Services (MSDTapPermits@cincinnati-oh.gov), and the physical tap must be made by an MSD-licensed sewer tapper. MSD charges no separate building-sewer inspection fee when the building sewer is under 250 feet long — the case for most single-family lots; longer laterals are charged in $120 bands starting at 251 feet. That fee schedule also lists a different, flat $480 sewer tap permit fee for a single-family home converting from septic to sewer, which is not the size-based new-construction fee used above.
What could change in Cincinnati
- GCWW’s branch installation rates for 2-inch and smaller connections have been effective since September 1, 2022. GCWW’s current rate document carries an “Effective January 1, 2026” banner and explicitly reconfirms these 2022 rates as unchanged — the newest version we could find still shows the same numbers, so we’re treating them as current rather than stale.
- GCWW’s meter charges (revised January 1, 2026) and MSD’s sewer tap-in fee (effective January 1, 2026) are both current as of our September 25, 2026 check.
- We found no separate, distinctly named “capacity fee” on either utility’s published schedule — GCWW’s branch charge and MSD’s tap-in fee are each described as covering the connection itself, sized by meter, and that is what funds capacity for the new connection.
Cincinnati connection fee questions
How much is a water tap fee in Cincinnati?
GCWW’s water service branch installation charge for a 3/4-inch connection on an already-paved street (“Any Street”) is $4,063, plus a $268 meter charge — $4,331 total. On a subdivision street with an existing main it drops to $95 plus the $268 meter. The branch rate has been in effect since September 1, 2022, and GCWW’s current rate document (banner-dated January 1, 2026) reconfirms it as unchanged.
How much is the sewer tap fee in Cincinnati?
MSD’s sewer tap-in fee is $5,900 for a 5/8- or 3/4-inch domestic water meter and $10,680 for a 1-inch meter, effective January 1, 2026. It’s due with the sewer tap permit application and there’s no separate MSD capacity fee on top of it.
Why does the Cincinnati water charge depend on the street, not just the meter size?
GCWW bills the branch installation charge by both meter size and street classification: Any Street (paved, existing main), Unimproved (unpaved), Subdivision (a new right-of-way that already has a main, often built by the developer), and the Streetcar Corridor downtown. The same 3/4-inch tap runs from $95 to $5,080 depending on which class applies.
Is the Cincinnati sewer tap fee based on the sewer pipe size or the water meter size?
The water meter size. MSD’s fee table is keyed to the domestic water meter (5/8″, 3/4″, 1″, and larger), not the diameter of the sewer lateral itself.
How does Cincinnati compare to Columbus, Ohio for water and sewer tap fees?
Cincinnati’s total for a standard 3/4-inch home on an already-paved street is $10,231, versus $5,780 in Columbus. MSD’s $5,900 sewer tap-in fee is the biggest driver — it’s $1,923 more than Columbus’s $3,892 sewer capacity charge plus $85 permit combined.
Does Duke Energy charge a fee to connect electric service to a new home in Cincinnati?
We could not find a published flat fee. Duke Energy Ohio, which serves most of Cincinnati, quotes new electric service costs per job rather than on a public rate schedule, so ask Duke Energy directly (1-800-544-6900) for a site-specific estimate.
